About this file

This document is a Questions and Answers (Q&A) record dated February 18, 2026, for Solicitation No. FA468626QS008 addressing Multiple Water Wells Inspection and Testing at Beale Air Force Base. The contract covers inspection, testing, and rehabilitation of ten water wells (Wells 1-10) located at 3875 North Beale Road, Yuba County, California, with a performance period of March 23, 2026 through March 22, 2027. Repair work is limited to Well 5 only, which is currently inactive due to electrical issues (ground fault) that prevent further diagnosis. The contractor must submit an inspection and testing plan schedule within 30 days of contract award and will have access to historical maintenance logs, performance data, and repair reports provided by the government.

Well specifications indicate most wells were constructed in 1942 and relined with 14-inch liners in 1999. Wells 1 and 9 are newer (2023 and 2024 replacements, respectively) with completely replaced controls and equipment. Wells 5, 8, and 9 have backup generators; Wells 1 and 9 have automatic valves. Typical pumping capacity ranges from 500 to 2,500+ GPM across wells utilizing American-Marsh vertical turbine pumps, with Well 9 equipped with a 125 HP submersible pump producing 1,250 GPM. Under normal operations, two wells operate simultaneously, averaging 1.2477 MGD during high ambient temperatures. The contractor will interface with existing Siemens controls and must coordinate through AF Form 103 work request procedures. Video inspection is required post-rehabilitation. No cybersecurity component applies to this contract despite FAR Part 12 procedures being utilized.

Performance (PoP) is 23 March 2026- 22 March 2027. IAW the PWS, the Contractor shall submit an inspection and testing plan schedule is within 30 days after contract award. Abigail Bartleson 2/18/2026

Question 2: Can you describe the typical performance and efficiency of the wells during periods of high ambient temperature?

Answer 2: Last August wells ran on average 11 hours a day and generated on average 1.2477 MGD. The pump manufacturer states pumps have an efficiency rating of greater than 80% John Kay 2/19/2026

Question 3: Will the contractor be provided with access to historical maintenance logs, performance data, and repair reports for the wells?

Answer 3: Yes. Available information will be provided to the successful bidder. There is a list of documents under “Government Provided” section and of the PWS. In addition, operational records are available. Mitch Monroe 2/19/2026

Question 4: What are the original construction dates for the wells, and can you provide a summary of any significant updates or refurbishments completed since then?

Answer 4: Most wells were constructed in 1942. Many were relined with a 14-inch liner in 1999. Refer to the Well Construction Summary Table. Mitch Monroe 2/19/2026

Question 5: Is there a backup power system (e.g., generators) for the wells? If so, which specific wells are covered by this system?

Answer 5: Wells 5,8, and 9 have backup generators. Those generators can only provide power to the wells they are attached to.

John Kay 2/19/2026

Question 6: What is the rated pumping capacity (e.g., gallons per minute) for each individual well pump?

Answer 6: Other than Well 1 and Well 9, All wells utilize an American-Marsh 480 series vertical turbine pump with a 10” bowl size that is rated for 500-2500+ GPM at 1760-1800 rpms, according to the manufacturer.

John Kay Mitch Monroe 2/19/2026

Question 7: Under normal operating conditions, how many wells are typically running simultaneously?

Answer 7: Two wells typically operate at once. Mitch Monroe 2/19/2026

Question 8: Is the scope of this contract limited to the repair of Well 5, or does it include potential maintenance and repair for all wells covered?

Answer 8: Repairs will be limited to Well 5 only. Mitch Monroe 2/19/2026

Question 9: Are any of the wells equipped with automatic or actuated valving systems?

Answer 9: Wells 1 and 9 have automatic valves which allow them to waste for a set duration at start up. John Kay 2/19/2026

Question 10: Can you please confirm the requirement for the new contractor to interface with the existing Siemens troubleshooting contract?

What is the expected nature of this collaboration, and are there any specific technical or procedural requirements that bidders should be aware of to ensure seamless integration?

Answer 10: Siemens will be available to answer any questions, will accompany contractor on field visits as needed to ensure integration.

Mitch Monroe 2/19/2026

Question 11: What are the parameters on the new well that was drilled in the well field that is to be the baseline for the rest of the wells; the new well being Well #9.

Answer 11: Refer to Well 09-02 as built drawings. Mitch Monroe 2/19/2026

Question 12: Can you provide the horsepower and gallons per minute of the pump as well as the total depth and diameter of Well #9?

Answer 12: Well 09-02 has an 8” 125 HP submersible pump. Testing indicated it can produce 1250 GPM. Total depth of borehole is 366’, sump set at 344’. Mitch Monroe 2/19/2026

Please provide the information below, or indicate that it is not available if that is the case:

Question 13: Work orders, invoices, and/or specifications regarding the recently repaired and replaced Well No. 1 and Well No. 9.

Answer 13: As builts drawings for Well 09-02 are provided herein. Well Completion Report for Well 01-02 is also provided.

Mitch Monroe 2/19/2026

Question 14: Department of Water Resources Well Completion Reports for Wells No. 1 through 10.

Answer 14: Well Completion Reports are provided herein. Mitch Monroe 2/19/2026

Question 15: Please provide the documents listed in the Performance Work Statement Part 3, 1.0, including: well construction logs, 2005 Drinking Water Source Assessment and Protection Plan/Wellhead Protection Plan, 1999 Evaluate and Repair Well Casings Report, 1999 Beale Water Supply Evaluation for Well #1 (Draft), and 1998 Beale Water Supply Evaluation for Well #3 and Well #4 (Draft).
