The contractor shall provide all personnel, design, labor, supervision, transportation, materials, testing, analysis, reports, permits, and equipment necessary to perform detailed inspections and deliver a comprehensive corrective action report identifying conditions that do not meet current water well industry standards and applicable regulations. Key service requirements include visual inspection of above-ground well appurtenances (wellhead, seal, concrete pad, piping systems, control valves, and surface drainage); operational inspection of electrical systems, mechanical systems, instrumentation and controls, and performance testing; downhole inspection including pump and motor removal, casing and screen cleaning, downhole video inspection, and well development via surge and bail technique; and regulatory compliance review against local codes, California state water well standards, and federal guidelines. The contractor must be supervised by a California licensed professional engineer with at least five years' experience in well design, construction, and testing. Optional repair work is available for Well 5, including pump and/or motor replacement, drop pipe replacement, and drop cable and wiring replacement.
The contract requires deliverables submitted electronically to the Contracting Officer Representative and Contracting Officer within specified timeframes: Inspection and Testing Plan and Schedule (30 days after award); Visual Inspection Photos and Notes (60 days); Regulatory Compliance Review Package (60 days); Operational Testing Completion documents (120 days); comprehensive Inspection and Testing Report signed by a California licensed professional engineer (180 days); Optional Well 5 Repair completion (210 days); and Closeout Documents (220 days). Work shall be performed in well fields located west of the flightline and north of North Beale Road during hours of 7:30 a.m. to 5:00 p.m. Monday through Friday, with a limited operations period from November 1 to May 1 restricting ground-disturbing activities. The contractor must develop and submit a Quality Control Plan within 30 days of award and comply with all applicable federal, state, and local regulations, OSHA requirements, American Water Works Association standards, ASTM standards, and California Department of Water Resources guidelines.
