Certifications required include California Air Resources Board (ARB) approvals for Phase I and II Enhanced Vapor Recovery systems across multiple manufacturers (PHIL-TITE, Frankline, Healy, OPW, VST, Wayne Aviation, Veeder-Root), International Code Council (ICC) UST Installation/Retrofitting and Service Technician certifications, and Contractors State License Board (CSLB) licensing for UST Installers, with manufacturer-specific training for all equipment being serviced. USTs/ASTs are expected to be repaired within three days; if outages exceed three days, the contractor must coordinate with AAFES and UEWR facility managers. The only active non-compliance issue is a failed SB989 test from 2024 at UEWR affecting the T-1 Diesel turbine and L-9 Boiler sumps penetration fittings, which 9 CES is developing a project to repair. QUESTIONS AND ANSWERS (Q&A) dated 29 January 2026

Underground Storage Tank

SOLICITATION NO. FA468626QS002

1) UEWR Private Security firm name and rates.

a) N/A. A Private Security firm will not need to be contracted out as there is already a contract in place for escorts with InDyne at the 7 SWS location.

2) Are staff training and classes to be bid as a set fee or T&M or per person cost?

a) Set fee. This will be a firm fixed price contract and line item.

3) Can Emergency work on Federal Holiday be billed at premium time?

a) No

4) Water and liquid waste and such material removed in an emergency or scheduled work be able to be staged onsite pending analytical for disposal?

a) Water and liquid wastes may be accumulated onsite pending analytical. All accumulated wastes (non-Haz, Hazardous, pending analysis) shall promptly be identified (locations, amounts and presumptive identification) to 9 CES/CEIE Attn HazWaste Mgr. 9 CES/CEIE will review all analysis and approve/sign all waste profiles (Haz and non- Haz). 9 CES/CEIE will review/sign all waste shipments (Haz and non-Haz).

5) Are we able to bill from portal to portal? For emergency response, time from mobilizing at our shop to return?

a) IAW with the PWS, our NTE emergency call limit is $1,200. Anything over that NTE limit, a separate quote will be needed prior to execution. See 3.4.2.

6) Please provide the name of the 2026 approved Private Security firm required to escort all work at Facility 5761, UEWR, so that we can add their rates to our labor costs.

a) N/A. No private security firm is required. InDyne, will provide escorts according to a separate contract in place.

7) Are there any active non-compliance issues that are currently known for any of the tanks?

a) The only active noncompliance issue is a failed SB989 test from 2024 at UEWR that has not been fixed yet. 9 CES is developing a project to repair the T-1 Diesel turbine and the L-9 Boiler sumps penetration fittings

8) Are there any limits on how long a UST/AST can be out of service if emergency repairs are required?

a) In accordance with PWS paragraph 3.4.2, contractors are expected to respond within three days for pre-priced FFP NTE repairs. If a system is expected to be down longer than three (3) days, the contractor shall communicate to 9 CES/CEIE Environmental reasons for repair delays and estimated completion date. There is redundancy built into the fuel systems however, if an outage is expected to exceed three (3) days, the contractor must coordinate with the AAFES and UEWR facility managers

9) Where sumps/tanks need to be drained de-watered, cleaned, and or inspected is there a means to dispose generated wastewater/waste sludge/fuel on-site or will it need to be coordinated through an off-site waste management facility.

a) Beale has resources for collection and disposal of certain hazardous and non-hazardous wastes. For processes that generate hazardous and non-hazardous wastes, prior coordination with 9 CES/CEIE Attn HazWaste Mgr is essential to ensure proper containers, capacity and funding are available. Beale is part of a DLA disposal contract and has mechanisms in place for accumulation, pick-up and disposal of hazardous wastes.

9 CES/CEIE will be involved with coordination for creation, accumulation and disposal of hazardous and non-hazardous wastes.

10) Are there any water monitoring programs currently in place on any of the facilities which need to be monitored/maintained?

a) No, there is no water monitoring plan in place for these facilities

11) What is the anticipated frequency for new hire training?

a) Estimated 1-3 new personnel requiring training each year

12) Other than Veeder-Root qualifications is/are there other vendor specific training/certifications that should be considered (e.g., Pneumercator, Omni-TEC, Gasboy EPOS or similar)?

a) Yes. Certifications and training shall be IAW California Air Resources Board (ARB) approved Installation, Operation, and Maintenance Manuals for Phase I and Phase II Enhanced Vapor Recovery (EVR) and Balance EVR systems including ISD systems for

b) Yes. International Code Council (ICC) UST Installation/Retrofitting certification, ICC UST Service Technician and any other required manufacturer training for the equipment being installed, repaired, upgraded or lined.

Note: California Health & Safety Code, Section 25284.1, UST Regulations, section 2715(d) requires any person installing UST equipment (UST Installer) be licensed by the Contractors State License Board (CSLB). UST Regulations, section 2715(f) provides that a UST Service Technician must be employed by a person that possesses a current license issued by the CSLB or a Tank Tester License issued by the State Water Resources Control Board (State Water Board).

UST Installers or Service Technicians performing UST work may not combine licenses and training certifications with other on-site individuals to meet the above requirements. UST Installers or UST Service Technicians must hold an ICC certification(s), hold or work directly for a person possessing a current license issued from the CSLB, and hold manufacturer training certifications for the equipment being installed, repaired, upgraded, maintained, tested, or inspected. Only the UST Installer or UST Service Technician can sign any documentation required by regulations, such as leak detection and monitoring equipment certifications or testing reports. Individuals working under the direct supervision of a qualified UST Installer or UST Service Technician must, at a minimum, be employed by a person with the CSLB license and possess all manufacturers’ certificates of training for that equipment on which they are installing, repairing, upgrading, maintaining, testing, or inspecting.

13) Can a general example of routine service repairs be provided? Is this simply replacing LD sensors, in-sump repairs, typical maintenance on UST/AST equipment?

a) Typically, minor corrective repairs occur during routine testing events. These minor repairs may be needed to get the system to PASS compliance testing. For example, removing/replacing dispensers would NOT be considered a minor repair, but replacing a failed or leaking dispenser hose, nozzle, or hanging hardware could be a minor repair.

Replacing EVR vent caps, tank caps, leak detection sensors, seals, gaskets, etc. would be minor repairs. Replacing dispenser’s fuel filter to increase flow for testing protocol would be a minor repair. Replacing a drop tube assembly or spill bucket may be minor repair, depending on pricing and repair does not require breaking of concrete.

14) Can a general example of Add’l work for $40,000 be provided? Is this going to be replacement of equipment like dispensers or pumps?

a) Yes, this would be like the replacement of a dispenser or pump

15) Are the NTE costs to include mobilization costs? If not, can a line item be added for the NTE cost items?

a) The NTE is inclusive everything needed for that potential service repair. Labor, equipment. Etc. If it exceed that threshold, IAW 3.4.1 the CTR shall provide a detailed quote to the COR and CO and that will be covered under additional work within scope.

16) If repairs exceed the NTE amounts for routine/emergency or add’l services will an independent service order be executed and directly awarded?

a) Please see section 3.4 that covers repairs over the NTE amount. If determined in scope, it would go to the awardee.

17) What is the access/security requirements for Contractors that will need access to the

Upgraded Early Warning Radar (UEWR) area.

a) No security requirements needed for Contractors as they will be escorted to appropriate areas.

18) Is there an additional cost for any background checks or anything associated with the UEWR site

a) No.

19) What can and cannot be brought into this area as far as testing Equipment and materials needed to complete the contract requirements.

a) Cameras, iPads, Bluetooth, etc., cannot be brought on site without prior coordination with the 7 SWS Security Manager. The Security Manager can/will provide an Electronic Media Device Authorization Letter to the contractor if the contractor needs to bring in a camera or any other electronic device. InDyne has a camera on site and will take photos as needed.

20) Please confirm whether photos are available for the six (6) ASTs located in the DCGS area. If available, please provide.
