PERFORMANCE WORK STATEMENT (PWS)
TANKS ENVIRONMENTAL COMPLIANCE SERVICES
Inspections, Testing, and Certifications
9TH CIVIL ENGINEER SQUADRON
Beale Air Force Base (BAFB), CA
10 December 2025
1. BACKGROUND. This requirement is to provide Tank Environmental Compliance Services for the 9th Civil Engineer Squadron (9 CES) at Beale AFB (BAFB) Beale’s fuel storage tank systems and gasoline dispensing facilities are regulated by the Yuba County Certified Unified Program Agency (CUPA) and the Feather River Air Quality Management District (FRAQMD) respectively.
2. SCOPE. The contractor shall provide comprehensive environmental compliance services for Beale AFB's 9th Civil Engineer Squadron (CES) underground and aboveground storage tank (UST/AST) systems. These services include, but are not limited to, testing, inspections, certifications, repairs, and facility employee training, ensuring adherence to all applicable Federal, State, Air Force, and local regulations and the requirements outlined in this Performance Work Statement (PWS). Designated permitted UST and gasoline dispensing facilities (GDF) systems are located at Facility 5761 (7th Space Warning Squadron (SWS) Upgraded Early Warning Radar (UEWR)), Facility 362 (Army Air Force Exchange Service (AAFES) Main Service Station), and Facility 4793 (AAFES Capehart Service Stations).
Designated AST systems are at various sites throughout Beale AFB, as detailed in Attachment 1.
3. DESCRIPTION OF TASKS/SPECIFIC SERVICES:
3.1 GENERAL REQUIREMENTS
The contractor shall provide all management, permits, tools, supplies, equipment and qualified personnel necessary to provide an underground storage tank (UST), aboveground storage tank (AST), and gasoline dispensing facility (GDF) Phase I and Phase II enhanced vapor recovery (EVR) inspections, testing and certification services.
The contractor shall be a licensed California Tank Tester certified by the State Water Resources Control Board (23 CCR 17) and possess current certifications issued by the International Code Council (ICC). The contractor will perform all work in compliance with Title 23 California Code of Regulations Chapter 16 Underground Storage Tank Regulations (23 CCR 16) and Chapter 17 Underground Tank Tester Regulations, California Air Resources Board (CARB) Executive Orders (E.O.), test procedures, and Approved Installation, Operation and Maintenance (IOM) Manual for Phase I and Phase II EVR system, Feather River Air Quality Management District (FRAQMD) Rule 3.8 Gasoline Dispensing Facilities, 40 Code of Federal Regulations (40 CFR), part 112, Oil Pollution Prevention and Response; Non-Transportation-Related Onshore and Offshore Facilities, National Fire Protection Association Codes NFPA 30 and 30A, Steel Tank Institute Standard SP001 AST Inspection Standard, and Beale’s operating permits.
3.2 INSPECTIONS / FACILITY EMPLOYEE TRAINING
3.2.1. Task 1: Underground Storage Tank Inspections
The contractor shall provide all management, tools, supplies, equipment, and qualified personnel necessary to perform required inspections, including 30-day designated underground storage tank operator (DUSTO) inspections and triennial overfill prevention equipment (OPE) inspections as required for the three (3) designated UST facilities identified in Table 3.2.1 below. The contractor shall provide completed OPE report within thirty (30) days of inspection and provide the DUSTO report within 7 days of completing the inspection to the designated government personnel. Additionally, the Contractor shall conduct yearly employee spill prevention and UST training for Government and AAFES facility employees, as well as conduct training to newly hired facility staff employees, upon hire and before start of official duties. When a new employee is hired, the government COR will reach out to the Contractor to schedule new hire training. The Contractor shall conduct the new hire training within 30 days of request. In accordance with UST regulations, certified and licensed DUSTO individual shall be the one to provide this training to the UST facility staff. Completion certificates shall be given to facility personnel and 9 CES/CEIE.

3.2.2. Task 2: Aboveground Storage Tank Inspections
The contractor shall provide all management, tools, supplies, equipment, and qualified personnel necessary to do required annual inspections for installed aboveground storge tank (AST) automatic tank gauges (ATG), overfill prevention devices including high level alarms and high level shut off valves to verify operability, functionality, and calibrate devices to the appropriate liquid levels within the tank as required in accordance with NFPA 30A, Steel Tank Institute SP001 standard, or the device’s manufacture recommendations. (Reference Attachment 1). The contractor shall provide complete inspection reports to 9 CES/CEIE Environmental within thirty (30) days of inspection.
3.3 TESTING & CERTIFICATION OF EQUIPMENT
3.3.1. Task 3: Underground Storage Tank Testing / Certification
The contractor shall provide all management, tools, supplies, equipment and qualified personnel necessary to schedule, coordinate, notify, and perform required spill prevention equipment and containment sump testing, as well as release detection equipment testing, annual monitoring system certification, spill bucket testing, line leak detection which applies to ALL listed UST facilities in Table 3.2.1. The triennial SB989 testing requirements only apply to Facility 5761, 7th Space Warning Squadron (SWS) Upgraded Early Warning Radar (UEWR) and Facility 362; AAFES Main Service Station, USTs systems and associated piping, due to facility design.
The contractor shall comply with Title 23 of the California Code of Regulations, Chapter 16 Underground Storage Tank Regulations (23 CCR 16) and Beale AFB underground storage tank (UST) operating permits.
The contractor shall provide testing event notifications, as well as testing results and certifications within thirty (30) days to the appropriate regulatory agency and 9 CES/CEIE Tanks Program Manager.

3.3.2. Task 4: Air Quality Testing / Certification
The contractor shall provide all management, permit, tools, supplies, equipment and qualified personnel necessary to schedule, coordinate, notify, and perform required Phase I and Phase II Enhanced Vapor Recovery equipment testing for AAFES retail gasoline dispensing facilities located at Facility 362 and Facility 4793. (Reference Table 1.3.2.1).
The contractor shall comply with and conduct tests in accordance with CARB testing procedures, executive orders, the approved Installation, Maintenance, and Operating manual, the District’s Rule 3.8 for Gasoline Dispensing Facilities, depending on system configuration and as required in Beale’s air quality operating permits. (Reference Table 3.3.2.2). Tests shall be conducted using calibrated equipment meeting the calibration range and calibration intervals specified by the manufacture.
The contractor shall conduct a pre-test and final test within a twelve-month period. The contractor shall ensure the final test is witnessed by air District personnel. The contractor shall schedule and provide notification to the District and Government 9 CES/CEIE Air Quality Program Manager at least 10 days prior to testing.
The contractor shall submit a copy of the test report in District-approved format, to the District within fifteen (15) days after each test is conducted. The test report shall include all the required records of tests, test data, a statement whether the system or component tested meets or fails to meet the required standards, and the name and signature of the person responsible for conducting tests.

HEALY VP1000 vapor pump shall be tested pursuant to the CARB Approved Installation, Operation and Maintenance Manual to verify proper operation.
At minimum, contractor shall demonstrate to the District that Dispenser Vapor Line Integrity Test, Dispenser Vacuum Test, and Audible Increase Test have been conducted with satisfactory results.
3.3.3. Task 5: Aboveground Storge Tank Testing / Certification
The contractor shall provide all management, permits, tools, supplies, equipment, and qualified personnel necessary to perform annual automatic tank gauge (ATG) testing and monitoring control panel system certification for aboveground storage tanks located at facilities 2139, 2499, and 23265. The contractor shall comply with 40 CFR 112, applicable NFPA codes, Steel Tank Institute SP001 AST standard, and the device’s manufacture recommendations. Contractor shall provide testing event notification 30 days prior to testing. The contractor shall submit test results and certifications to the 9 CES/CEIE Tanks Program Manager within 30 days after the testing date.

3.4 ROUTINE AND EMERGENCY SERVICE REPAIRS
3.4.1. Routine Service Repairs.
The contractors shall perform minor corrective maintenance for USTs/ASTs, and Phase 1 & Phase II EVR systems identified during routine inspections or testing. Minor repairs are pre-priced FFP visits not to exceed (NTE) $1,200. All repairs identified during inspection and testing, even if under the NTE $1,200, must be coordinated and pre-authorized by the COR prior to execution. The contractor shall submit the pre-authorization form signed off by the COR and CTR to the COR and CO prior to work. If the systems cannot be returned to operational status under the minor repair threshold included in the FFP Service Repairs, the Contractor must provide the CO and COR with a quote detailing the repair plan and cost. The Contractor shall obtain a notice to proceed before executing the additional work within scope.
During the rainy season at Beale AFB (1 November – 1 May), stormwater infiltration into underground storage tank (UST) sumps at certain facilities can trigger alarms and automatic system shutdowns, preventing fuel dispensing. During this period, the contractors shall perform corrective maintenance, including removing excess water from fill sumps and secondary containments and resetting alarms to restore system operation.
The contractors shall respond within three (3) days for mobilization and services not to exceed $1,200.
During Air Quality testing events (pre-test and final test), occasionally minor corrective repairs are needed to ensure the Phase 1 and Phase II EVR systems pass regulatory compliance testing requirements.
3.4.2. EMERGENCY REPAIRS
Emergency repairs are defined as unplanned events that cannot be differed without risk of environmental contamination, regulatory violation, operation shutdown, or damage to Government property.
For emergency conditions that pose immediate risk to personnel, the environment or mission operations, the contractor shall respond within three (3) days for pre-priced FFP repairs NTE $1,200. All emergency repairs identified during inspection or by Government personnel, even if under the NTE $1,200 repair limit, must be coordinated with the COR prior to execution.
Emergency repairs that exceed the NTE $1,200 require the contractor to submit a detailed quote outlining the repair plan to the COR and CO and must obtain a notice to proceed prior to performing any work. Repairs executed under this authorization will be considered additional work within scope.
Upon completion of both minor repairs and additional repairs within scope, the Contractor shall provide a completion report via email to the COR and CO. The Report shall document all corrective and preventative maintenance activities including the nature of the deficiency, actions taken, parts replaced and the final operational status of the UST/ AST/ Phase I & Phase II EVR system. These records shall be included with the corrective maintenance invoice.
Repairs performed under Sections 3.4.1, Routine Service Repairs and 3.4.2, Emergency Repairs, shall be covered by two warranties: the standard manufacturer’s warranty (details to be provided by the contractor) and a one (1) year warranty. The one (1) year warranty commences from the date of the completion report submitted to the COR and CO, as outlined in Section 3.4. This warranty covers defects in workmanship and materials utilized during the execution of said repairs. In the event of a defect arising within the warranty period directly attributable to the contractor's workmanship or materials used in the original repair, the contractor shall perform all necessary corrective actions to restore the system to its operational status, at the contractor’s expense. This warranty shall not include failures caused by misuse, neglect, or factors external to the original repair, such as unrelated system components failing. The completion report provided in accordance with Section 3.4 will serve as the baseline for determining warranty eligibility and the scope of corrective action required. The government shall periodically inspect repair work separate from the contractor’s inspection schedule to verify compliance.
The contractor is responsible for obtaining any permits required to perform repairs or corrective actions from applicable regulation authority. Contractor is responsible for payment of all permitting fees associated with performed repairs or corrective actions.
Copies of all required permits shall be provided to the designated 9 CES/CEIE environmental representative prior to the start of any corrective maintenance or repair work .
4. SERVICE DELIVERY SUMMARY
The contractor shall provide all management, permits, tools, supplies, equipment and qualified personnel necessary to perform underground storage tank (UST), aboveground storage tank (AST), and gasoline dispensing facility (GDF) Phase I and Phase II enhanced vapor recovery (EVR) inspections, testing and certifications for facilities located at Beale Air Force Base (AFB) in accordance with applicable Federal, State, local and Air Force regulations and permits.
5. LOCATION AND HOURS OF OPERATION
The contractor shall perform services at Beale AFB, CA 95903. The 9 CES’s standard operating hours are Monday-Friday 0700 AM-1630 PM, PST. No federal holidays will be worked unless it is an emergency The following Federal holidays are observed:

6. GOVERNMENT FURNISHED PROPERTY AND SERVICES. N/A
7. GENERAL INFORMATION
7.1 QUALITY ASSURANCE. The designated Contract Officer Representative (COR) will periodically evaluate the contractor’s performance. As the COR’s Technical Representatives (COTR), the 9 CES/CEIE Air Quality Program Manager and Tanks Program Manager shall receive from the contractor all deliverable documentation for technical review and evaluation, such as Contractor’s certifications, completed inspection reports, testing and certification results, regulatory agency notifications, and facility staff training records.
7.2 GOVERNMENT REMEDIES. The contracting officer shall follow the requirements of FAR 52.212-4, Contract Terms and Conditions-Commercial Items (May 1997), for the contractor’s failure to correct non-conforming services.
7.3 SECURITY REQUIREMENTS. All contractors and/or sub-contractor vehicles must enter the base via Wheatland Gate and shall be subject to inspection. All contractors and/or sub-contractor personnel must obtain base passes or be listed on the Entry Access List (EAL) as well as the visitor access list for 7 SWS UEWR throughout duration of work performance. The EAL request shall be submitted to Pass and Registration via the COR or the 9 CES/CEIE Environmental representative within 10 days prior of needing access. All personnel employed by the contractor and/or sub-contractor in the performance of this contract, or any representative on the contractor entering the government Installation, shall abide by all security instructions and directives of Beale
AFB.
7.4 SPECIAL QUALIFICATIONS. Contractor and/or sub-contractors must be licensed in accordance with Title 23 of the California Code of Regulations, Chapter 17 and perform all work as required in Title 23 of the California Code of Regulations Chapter 16 Underground Storage Tank Regulations (23 CCR 16). Certifications must be submitted to the Government prior to the NTP for verification.
8. QUALITY OF SERVICE. Quality of service is CRITICAL to sustaining military readiness, protecting national security, and the Mission at Beale AFB.
Contractors shall ensure work activities do not unnecessarily result in unauthorized interruption of Beale’s critical fueling systems.
The 9th Civil Engineer Squadron (CES) values positive customer service and exceptional working relationship. The Contractor should strive to create a positive customer service experience and exhibit professional decorum when engaging and communicating with Beale AFB personnel and our regulatory agency partners
9. SERVICE SUMMARY. The Service Summary (SS) outlines the minimum standards with delivery method and promotes continuous improvements in contractor performance. The contract service requirements are summarized in performance objectives that relate directly to environmental regulatory requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each performance objective. The SS provides information on contract requirements, the expected level of contractor performance and the expected method of government validation and confirmation of services provided.
These thresholds are critical to success. Procedures set forth in FAR 52.212-4(a), Contract Terms and Conditions-Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.

11. ENVIRONMENTAL REQUIREMENTS
11.1 Contractors must adhere to the standards provided to the project proponent through the 813 and 103 environmental review and work clearances process, if required.
11.2 Contractor shall notify the 9 CES Environmental Section in case of any spills of any size in the project area via 9 CES/CEIE Spill Phone (530) 301-9413.
11.3 Contractor shall provide to 9 CES/CEIE the following: identification of all hazardous materials and their quantities brought onto Beale AFB; also, the storage areas of hazardous materials will be identified to 9 CES/CEIE.
11.4 Contractors shall be responsible for clean-up/removal/disposal of all hazardous materials/wastes.
11.5 Contractor shall be responsible for obtaining applicable permits and payment of associated permit fees as required for repairs and services from the applicable regulatory agency. The contractor shall provide a copy of the permit to the designated 9 CES/CEIE Environmental representative prior to service or repair work being performed.
