About this file
This Statement of Need outlines requirements for acquiring lactation pods for the 9th Civil Engineering Squadron at Beale AFB, California. The document is driven by the 2022 PUMP Act, which mandates employers provide dedicated, private lactation spaces for breastfeeding employees that are not bathrooms. The Air Force requires four freestanding lactation suites with specific physical specifications, including dimensions between 24-50 square feet, interior amenities like a bench, shelf, mirror, hook, and refrigerator, and technical requirements such as occupancy-activated vents, motion-sensor lighting, food-service grade surfaces, and electrical outlets.
Key requirements include providing dimensioned drawings, photos, and documentation demonstrating product effectiveness with military or similar populations, with delivery coordinated through a Government Point of Contact and completed no later than September 30, 2025. The solicitation (FA468625Q0016) is a small business set-aside under NAICS code 332311 with a size standard of 750 employees, seeking commercial products that comply with federal workplace lactation accommodation regulations. Contractors must submit quotes by May 15, 2025, at 12:00 PM Pacific Time, addressing the detailed physical and documentation requirements specified in the Statement of Need.

STATEMENT OF NEED
FOR
9RW/ 9 CES/ Lactation Suites
BACKGROUND:
The purchase of lactation pods provides a dedicated space for lactating women in buildings that would otherwise not have the means to do so. Federal law now protects all breastfeeding employees in the workplace. In December 2022, the federal Fair Labor Standards Act (FLSA) was amended as part of the federal omnibus bill. The new law, Providing Urgent Maternal Protections (PUMP) for Nursing Mothers Act, requires employers to provide all breastfeeding employees with reasonable break time and a private lactation space that is not a bathroom. The PUMP Act extends coverage to ~9 million more women of childbearing age and protects all employees for one year following the birth of a child. Many employees who were not previously covered by the 2010 federal law Break Time for Nursing Mothers are now covered by the PUMP Act, including salaried workers, healthcare workers, teachers, and agricultural workers, among others. The workplace lactation accommodation cannot be a bathroom and must be free from intrusion and shielded from view (including security cameras).
SCOPE:
The contractor shall be responsible for the delivery of Lactation Suites to 4 local units, leading to their ability to satisfy requirements to create breastfeeding space within their buildings. Per PUMP Act (2022), the requirement exists for dedicated breastfeeding space. Fulfilling this requirement will align with DAFI 36- 3013 “Lactation Rooms and Breast Milk Storage for Nursing Mothers”. Demonstration of peer reviewed research for the pods is required.
REQUIREMENTS:
1. Physical Requirements
The contractor shall provide a product that fits within the following dimensions: m in im um 6’-7”’ W x 3’-8” D x 7’-9” H / 24 sq ft and maximum 9’-3” W x 5’-6” D x 7’-7” H / 50 sq ft. The pod must be freestanding and include at a minimum, one (1) bench, one (1) shelf, one (1) mirror, one (1) hook, and one (1) refrigerator. The contractor shall provide occupancy activated vents, lighting (motion/sensor activated), interior surfaces made of food-service grade, and solid-surface materials. The product will additionally have interior dual, UL rated 110 volts / 20-amp outlets and USB ports and at a minimum, a 10’ long electrical cord that occupies one (1) standard 110-volt outlet. The lactation pod will have an open ceiling to comply with UFC 3-600-01 Fire Protection Engineering for Facilities.
2. Demonstration of effectiveness
The contractor will provide dimensioned drawings and photos of their product and documentation to support effectiveness of their product with the military or similar populations.
3. Delivery
