About this file

This document is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract for a lactation pods procurement by the Department of the Air Force Air Combat Command. The amendment modifies the original solicitation FA468625Q0016 by extending the response due date from 15 May 2025 to 25 June 2025 and changing the delivery requested date from 30 June 2025 to 30 September 2025. The solicitation is a small business set-aside for four lactation pods to be delivered to Beale AFB, California, with a NAICS code of 332311 and a small business size standard of 750 employees.

The amendment updates the evaluation criteria for the commercial products solicitation, including two primary factors: Price and Technical Acceptability. For the technical evaluation, offerors must submit a specification sheet meeting physical requirements outlined in the Statement of Need and provide documentation demonstrating the product's effectiveness with military or similar populations. The contract will be awarded to the responsible contractor registered in SAM.gov whose offer is deemed most advantageous to the government, with technical acceptability and lowest price being key determinants. The solicitation is structured as a Request for Quotation (RFQ) and will be evaluated using a total evaluated price (TEP) ranking methodology.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clauses modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Tailored) Nov 2021 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Nov 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Award shall be made to the responsible contractor, who is registered and has current reps and certs in SAM.gov, is not listed on the SAM excluded parties list, and whose proposal complies with the terms and conditions of the RFQ, is deemed technically acceptable, and is considered to be the best value.

Technical acceptability will be determined by an evaluation of the proposed requirements that meet the technical criteria. The offeror's initial proposal shall contain the offeror's best terms. The Government will rank proposals based on initial assessment of Total Evaluated Price (TEP) from lowest to highest, followed by a complete evaluation of technical acceptability of the lowest priced offer. If lowest priced offer is deemed technically acceptable, the Government reserves the right to conclude evaluations and make award to that Offeror. If determined technically unacceptable, the Government will evaluate the second lowest price, followed by a complete evaluation of technical acceptability. Failure to meet an evaluation factor will result in an offer being determined technically unacceptable.

Factor 1 - Price: The Offeror shall complete Section B - Supplies or Services and Prices/Cost in their submission. The price information submitted in each Offeror's price quote as required by 52.212-1, will be evaluated to determine if proposed prices are fair and reasonable IAW FAR 13.106-3(a). A contract will not be awarded to an Offeror whose price is not determined to be fair and reasonable.

Factor 2 - Technical Acceptability:

Subfactor 1 - Specifications: The Offeror shall provide a specification sheet that meet the physical requirements outlined in the SON

Subfactor 2 - Demonstration of Effectiveness: The offeror shall provide documentation to support effectiveness of their product with the military or similar populations.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
