About this file
This document is a Statement of Need Memorandum for a 4K Security Camera System issued by the 9th Aircraft Maintenance Squadron at Beale Air Force Base. The requirement is for an eight-camera indoor security system with specific technical specifications, including 4096 x 2160 resolution, 30 frames per second, full color, and power over ethernet capabilities. Seven cameras will be installed in the main front desk area and one fish-eye camera in the warehouse, covering approximately 7,100 square feet with 18-foot ceilings.
The system must operate as a standalone solution without internet connectivity, be NDAA compliant, and include a video storage system with 14-day playback, external USB export, and multiple viewing capabilities. Key requirements include mounting cameras roughly 15 feet from subjects, using an existing HDMI television for monitoring, and complete installation by the contractor who will fully replace the current camera system. The delivery timeline is 90 days after purchase order approval, with no specific manufacturer or model mandated. The primary purpose is to improve tool accountability and personnel identification in the Aircraft Maintenance Squadron's consolidated tool kit management process.

HEADQUARTERS 9TH RECONNAISSANCE WING (ACC)
BEALE AIR FORCE BASE CALIFORNIA
5 March 2025
MEMORANDUM FOR 9 CONS/LGCB
FROM: 9 AMXS/MXAAF
SUBJECT: Revision of Statement of Need for 4K Security Camera System
1. Purpose: The 9th Aircraft Maintenance Squadron requires this equipment urgently to significantly reduce the amount of time spent looking for flight line support items that are located within consolidated tool kits. Currently, our Support technicians must use a poor visual camera system in order to verify the number of tools an item contains, identify flight line personnel who are acquiring tools or returning them, and the state of condition the tools were in before and after use. The new 4K Camera system is an essential component for our operational infrastructure, crucial for efficient and accurate identification of personnel and tool accountability, enabling compliance with precise support activities.
2. Requirements:
a. The camera system will be used for personnel identification and tool accountability and must provide the ability to verify the number and/or presence of tools in a tool kit via live video and video playback, visually identify personnel acquiring tools/returning tools via live video and video playback, and verify the condition the tools were in on check-out and upon return via live video and video playback.
b. The camera system must have the following specs/features:
(1) Eight (8) indoor cameras able to record video with each of the following:
(a) 4096 x 2160 resolution
(b) 30 frames per second
(c) Full color
(d) Indefinite, continuous runtime
(e) Power over ethernet
(f) Time and date information hardcoded
(g) two cameras featuring a microphone
(h) one fish-eye camera installed in warehouse area
(i) Cameras will be fixed in place and not pan
(2) The video storage system must feature the following capabilities:
(a) Perform a 14-day video playback of any/all cameras
(b) Export video recordings to external USB drive
(c) Viewing system capable of each the following while continuing to record:
(d) Displaying live footage of all cameras simultaneously
(e) Displaying live footage of single camera in full-screen
(f) Displaying recorded footage of all cameras simultaneously
(g) Displaying recorded footage of single camera in full-screen
(h) Displaying full-screen footage in native 4K/30/color
(i) Digitally zooming recorded footage
(j) Ability to quickly navigate along the footage timeline
(k) Time and date synchronization across recorded footage
(l) Audio storage and playback for at least two cameras
(m) Internal storage redundancy to negate risk of data loss due to drive failure
(3) Cameras and viewing system installation to include:
(a) Mounting cameras on ceiling and/or walls
(b) Connecting all cameras, storage, and viewing system
(c) Approximately 800 feet of cabling will be required. This is a preliminary estimation.
Most cabling will use existing cable pathways. However, for new camera locations, cable pathways may need to be created.
(d) Seven cameras will be installed in the main front desk area of the building and one fish-eye camera will be installed overlooking the TNB/FOM storage locker located in the warehouse.
(4) Entire system must operate without an internet connection (stand-alone system)
c. The system must be NDAA compliant.
d. CAT 5 wiring does not need to be placed in conduit.
e. The building is roughly 7,100 Square Feet.
f. The ceiling are roughly 18 feet high.
g. All cameras will be placed indoors.
h. No monitor is needed.
i. There is no existing VMS or NVR that we will be using.
j. We already have a standard HDMI television that we will be using to view footage and monitor the cameras.
k. The cameras must be mounted roughly 15 feet from the subjects.
l. Cloud storage is not an acceptable solution, all data storage must be done locally and without an internet connection.
m. The system will need to be installed by the contractor.
n. The current camera system that is installed will be completely dismantled and replaced by the new system.
o. No specific manufacturer or model is required.
3. Delivery Date: Upon approval of purchase. Total of 90 days ARO.
