About this file
This is a Statement of Need from the 9th Aircraft Maintenance Squadron at Beale Air Force Base, California, requesting a 4K security camera system for tool accountability and personnel identification in their flight line operations. The document is dated December 20, 2024.
The requirement calls for eight indoor 4K cameras (4096 x 2160 resolution) capable of 30fps full-color recording with indefinite runtime and Power over Ethernet capability. The system must include 14-day video playback storage, USB export capabilities, and a viewing system that can display live and recorded footage from all cameras simultaneously or individually in full-screen mode. Installation requirements include mounting cameras on ceiling/walls, connecting all components, and installing approximately 800 feet of cabling through existing pathways where possible. Key technical specifications mandate the system must operate without internet connection (stand-alone), include time/date synchronization, and support digital zoom and footage scrubbing capabilities. The delivery timeframe is 90 days ARO (After Receipt of Order).

SUBJECT: Statement of Need for 4K Security Camera System
1. Purpose: The requires this equipment urgently to significantly reduce the amount of time spent looking for flight line support items that are located within consolidated tool kits. Currently, our Support technicians must use a poor visual camera system in order to verify the number of tools an item contains, identify flight line personnel who are acquiring tools or returning them, and the state of condition the tools were in before and after use. The new 4K Camera system is an essential component for our operational infrastructure, crucial for efficient and accurate identification of personnel and tool accountability, enabling compliance with precise support activities.
2. Requirements: The camera system will be used for personnel identification and tool accountability to include the following:
• Verify the number and/or presence of tools in a tool kit via live video/video playback.
• Visually identify personnel acquiring tools/returning tools via live video/video playback.
• Verify the condition the tools were in on check-out and upon return via live video/video playback.
The camera system must have the following specs/features:
• Eight (8) indoor cameras able to record video with each of the following:
• 4096 x 2160 resolution
• 30 frames per second
• Full color
• Indefinite, continuous runtime
• Power over ethernet
• Time and date information hardcoded
• Storage of recorded video to include each of the following abilities:
• Perform a 14-day video playback of any/all cameras
• Export video recordings to external USB drive
• Viewing system capable of each the following while continuing to record:
• Displaying live footage of all cameras simultaneously
• Displaying live footage of single camera in full-screen
• Displaying recorded footage of all cameras simultaneously
• Displaying recorded footage of single camera in full-screen
• Displaying full-screen footage in native 4K/30/color
• Digitally zooming recorded footage
• Scrubbing recorded footage
• Time and date synchronization across recorded footage
• Cameras and viewing system installation to include:
• Mounting cameras on ceiling and/or walls
• Connecting all cameras, storage, and viewing system
• Approximately 800 feet of cabling will be required. This is a preliminary estimation and will require further measurement to confirm accuracy
