SABER Q&A 19 Feb 2013 Page 1
QUESTIONS Re: SOLICITATION FA4686‐13‐R‐0001
QUESTION ANSWER
1. Is there a limit or cap on the percentage of Overhead and Profit applied to any project proposals by the Prime or sub‐contractors?
There is no established limit on O&P for prime or subcontractors, however Offerors should consider the following:
‐ As outlined in SOW 11.5, all overhead and profit must be included as part of the Offeror’s coefficient;
‐ As outlined in Solicitation Section M‐002, the Government will evaluate proposals based on the Offeror’s Total Evaluated Price (TEP), as calculated using the Offeror’s proposed coefficients; and, ‐ As outlined in Solicitation Section M‐004, Factor 3, award will be made to the lowest priced, technically acceptable Offeror based on the TEP.
2. Reference SABER SOW 4.3, is the dedicated draftsman required to be on‐site?
SOW 4.3 specifies that the draftsman shall perform only the duties of draftsman.
SOW 34.1 states only that “The Contractor shall be required to have on‐site staff available at Beale AFB to respond to the requirements of the Government as set forth in this contract.” SOW does not state what personnel are required.
3. Reference SABER SOW 8.5 ‐ are four (4) each licenses for each software program requested?
Yes. Per SOW 8.6.1, the Contractor shall provide four (4) licenses.
4. Reference SABER SOW 8.6.1; are two days of initial training required for each software program?
No. Only one 2‐day initial training is required.
5. Reference SABER SOW 8.6.1, approximately how many total persons should be anticipated for training?
Per SOW 8.6.1, training shall not exceed fifteen (15) persons per class.
6. SABER [solicitation] page 86, Past Performance states “the questionnaires will be submitted by mail" ‐ does this include e‐mail?
No. In accordance with Solicitation Section L‐002(F), Proposal Submission, “Electronic responses to the solicitation will not be accepted.”
7. Solicitation Section L, Specific Instructions to Offerors, B, says we are not to use the company name, logo or emblem anywhere else in the proposal. With that information, how should we include the bonding letter or bid guarantee in the proposal? How should we include information on page 2 of the 1442 in blocks 14, 15, 16, 20A and 20B?
Offerors may include their name on some of the documents within their proposal response (binder) however NOT on their technical proposal, cost proposal, subcontractor pricing documents, drawings, or past performance submittals. Company name/information is acceptable on bonding documents and on SF 1442 page 2.
8. Solicitation page 96/98, Sub‐factor 2, Minimum Qualifications of Key Personnel: This sub‐factor requires Offerors submit the qualifications/resume for the company owner. If the Offeror is owned by a corporation there is no one person for whom the Offeror can submit a resume. In this instance would you be looking for a resume of the company or a resume for the person who will manage the SABER contract, i.e. the Program Manager or District Manager?
If the Offeror is a corporation they may submit a minimum qualifications plan/resume for the company, however the requirements of Section L‐002, Specific Instructions to Offerors (B) must still be met. A separate qualification plan/resume must be submitted for the Project Manager.

9. Section M‐004, Subfactor 2: Please define meaning of “training in accredited drafting program”
Must have received a certificate, undergraduate or graduate degree with emphasis in architecture, design or drafting from an institution recognized as accredited by the National Architectural Accrediting Board (NAAB) or by the Dept. of Education. Reference:
http://www.naab.org/home.aspx and http://ope.ed.gov/accreditation/
10. Reference solicitation page 97/98, Factor 2, Past Performance: Please consider allowing Offeror’s to submit redacted copies of CCASS evaluations in lieu of the completed PPQ form. References to company name or address, or names of personnel can be easily covered.
To ensure equal evaluation criteria for past performance evaluation, Offerors must have the Past Performance Questionnaire completed and returned by References, as stated in Factor 2.
11. Reference solicitation page 97/98, Factor 2, Past Performance: Please provide an email address to which completed PPQs should be directed.
In accordance with Solicitation Section L‐002(F), Proposal Submission, “Electronic responses to the solicitation will not be accepted.”
12. Reference solicitation page 97/98, Subfactor 4, Proposal for Seed Project: Please clarify the items required within the 10‐page limitation for this sub‐ factor.
a. Solicitation page 86/98, Section E sets the 10‐ page limit and refers the Offeror to SABER SOW Section 10 for proposal requirements. The SABER SOW, Section 10 lists proposal requirements as:
cost proposal, detailed statement of work, construction drawings, subcontract back‐up documentation for subcontracts exceeding $2k, quotes for non‐pre‐priced items with backup documentation, material submittal documents, Solid Waste Diversion and Disposal Report, Green Procurement Tracking Form, maps, Project‐specific Accident Prevention Plan, design calculations to substantiate proposed layout and sizing of utilities and structure elements.
b. Solicitation page 97/98 references submitting a SOW, cost breakout, and drawings showing location of proposed items.
Subfactor 4, Proposal for Seed Project, includes both the Offeror’s technical proposal/Statement of Work (10 page max) and cost proposal/breakout (6 page max).
For purposes of proposal evaluation:
10 pages: Offerors must provide SOW and drawings.
SOW must address submittal topics, though full blown plans need not be developed. Drawings should be between 10‐35% level. Material submittal documents/specification sheets, Solid Waste Report, and Green Procurement Forms need not be provided.
Page limit is extended to 15 pages total for technical proposal.
6 pages: project cost proposal/estimate, subcontractor quotes/backup documents.
Page limit is extended to 10 pages total for cost proposal.
QUESTIONS Re: SEED PROJECT
QUESTION ANSWER
13. Is job perimeter going to be fenced? The Government will not provide fencing. The Contractor should fence areas as required by SOW
24.2.4 and 27.
14. Is Main Gate going to be temporarily closed? Temporarily, but not for the duration of construction.
The gate will need to be closed when the guard shack is unpowered and the road is not transversable for vehicle traffic.
15. Does power have to remain “on” at guard shack? During most of construction, yes. It will be cut for the
SABER Q&A 19 Feb 2013 Page 3 switch over.
16. Is this a 24‐7 gate? No.
17. Can the work be done during regular work hours (7am‐3:30pm)?
Yes. Coefficient for standard hours / non‐restricted areas shall be used.
18. Is there a specific time power line can be shut down?
No. Power outages need to be coordinated as needed at least 2 weeks in advance for approval.
19. Is there a restraint (time limit, nights, weekends, etc.) to the power outage for the switch over?
No. The definitive time needs to be flexible, but should occur during normal working hours. The switch should be done in a way to minimize the time span without power.
20. Can the hi‐voltage and low‐voltage be bored alone with “NO” concrete cap?
If bored, steel conduit needs to be used for line protection.
21. Seed Project SON section 3.1 says “Provide four way elbow”. Should it say four‐way switch in vault?
No. In existing manhole, there needs to be four way elbow racks for future expansion. The manhole also needs a 4” stub‐out heading North of the manhole for 5
ft. The end of the stub‐out needs to be capped.
22. Is the over‐head on a loop or dead‐ended? Dead‐ended.
23. Are these overhead line poles being served with power from the North or South?
From the North; more specifically, from the flight line area.
24. Is it the intent of the Seed Project SON to re‐use the existing concrete light pole base?
No. It needs to be redone.
25. Are there "as builts" of the existing concrete light pole base?
No.
26. SEED project SON, Article 3.1 refers to “Remove pole D5‐95 and associated cables from the pole to connected nearby manhole. Provide four way elbow at this manhole located north of pole.” This seems to imply that there is an existing manhole by pole D5‐95. The SON drawing to the SEED project directs the contractor to “Remove utility pole #D5‐
95. Install new manhole 5’ x 7’ x 7’ deep.” The written SON does not mention a new manhole at this pole. Can you please clarify the requirement of a new manhole at pole D5‐95 as it appears one exists?
There is an existing manhole. Use the existing manhole.
Disregard the “Install new manhole” comment noted on the SON drawing.
27. Who owns the power supply, SMUD, PG&E, Beale? Beale AFB.
28. Who coordinates the power outage if the supply is owned by someone other than Beale?
N/A since Beale owns power supply. But, the contractor still needs to coordinate power outages through 9 CES.
At least 2 weeks notification is needed for scheduling power outages.
29. The existing utility poles have several service boxes, not associated with the power distribution, connected to the poles. Are those boxes to be reinstalled to the new poles or placed in some other configuration?
They are to be co‐located with the poles but not connected to the poles. A unistrut rack is one possible solution for installation.
30. Will boring be allowed in lieu of open trenching the new conduits?
Yes. Boring or trenching is acceptable, but boring if preferred. If boring, steel conduit will be used.
Reference UFC 3‐550‐01 “Exterior Electrical Power Distribution” Chapter 3 for design guidance.
31. Will the Government provide as‐builts / site drawings for the Main Gate Entry? Are AutoCAD files available?
Drawings have been added. AutoCAD files cannot be provided at this time, however may be provided to the successful Offeror.
SABER Q&A 19 Feb 2013 Page 4
32. There is a new 60 amp panel installed for the barriers where the new proposed panel is marked to be placed. Are we to replace the new barrier control panel with a larger panel and incorporate all the electrical circuits into a single panel?
Yes, the barrier power panel (not to be confused with the barrier control panel) needs to be included in the 200A (or larger) breaker panel that will be installed on the Security Forces control side of the building (SON, Para 3.5)
33. There are several lighting disconnects located on the power poles outside the building. Are the circuits for the outside area lighting to be the new building electrical panel? Or is a separate lighting panel to be installed outside near the (N) Building transformer to feed the outside area lighting?
Reference SON, Para 3.6. Area lighting and the building will be on the same distribution panel. The wire from this panel to the building will need to be upsized from 25KV to 50KV to support the 200A (or larger) breaker being installed in the building.
34. At pole D5‐94 location are you asking for a new 3‐ way cable junction Pedestal or an actual Hi‐voltage Switch, to be pad mounted?
3‐way pad‐mounted switch.
35. 3.7 States to provide a 3 phase switch gear? A 50 KVA is single phase power transformer. Is this correct?
Yes.
36. 3.8 States replacement of light pole. What type of poles would the government prefer? Steel or Wood? Also what is the height requirement of light?
Steel or Aluminum, square. 30‐35 ft.
37. SON 3.9 States something about stands? Would a concrete pad and unistrut rack work for this application?
Yes.
38. SON 3.11 States installation of new lights. Is there a standard for light coverage? Is there a per‐foot candle lumination we need to follow? Is LED the only option or are there other acceptable lighting options?
Reference UFC 3‐530‐01 “Design: Interior, Exterior Lighting and Controls”, specifically Table 6‐1 and Chapter 8.
The two light poles on the south side of the building will have 3 heads to cover roadways, building, and parking lot areas. The northern light pole will have 2 heads to cover roadways. As of now, LEDs are required and are the only type acceptable for this project, but additional steps need to be taken by 9 CES for approval.
