1. DESCRIPTION:
1.1. The SABER contract is for a broad range of maintenance, repair, alteration, and minor construction projects on real property at Beale AFB, California and base satellite locations, as required, in support of the 9th Civil Engineering Squadron (9CES). The Contractor is required to furnish all requirements including but not limited to materials, labor, plans, tools, equipment, transportation, supervision, management, quality assurance, engineering, surveying, and technical design support in accordance with the basic contract specifications, individual SABER TO requirements, and the Unit Price Guide (UPG).
1.2. The contract will be a fixed-priced Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract and will require a wide variety of individual construction tasks to be performed as individual projects to be issued as task orders against the basic contract delivery order.
1.3. During the contract period, the SABER Project Manager will identify specific requirements on individual task orders and generate a conceptual Scope of Work including approximately 15% design. The contracting office will issue a request for proposal (RFP) and the resulting task orders to the Contractor for accomplishing the identified work. The Contractor shall be required to furnish all equipment, materials, and personnel necessary to complete designs, accomplish construction, and manage the task orders in the time period and to the quality required in the contract.
1.4. The Contractor shall prepare a proposal to include a complete Statement of Work (SOW), design, construction drawings, schedules, and cost estimate using line items taken from the most current Unit Price Guide (UPG); see Section 3. The applicable construction standards in Section 38 shall be used as the minimum standard for building code compliance, quality and general requirements applicable to every project. The pricing database will be used as the basis for establishing the value of the work. In preparing the proposal, the Contractor shall research existing record drawings and independently conduct as many site visits as necessary to have a satisfactory knowledge of the site conditions that can affect the work or its cost.
1.5. Work will require expertise in various construction trades to include, but not limited to:
carpentry, road repair, roofing, excavation, interior renovation, electrical, plumbing, HVAC, sheet metal, welding, painting, demolition, concrete masonry, arctic engineering, asbestos and lead based paint surveys and abatement, and soil remediation.
1.6. Upon issuance of a task order, the Contractor will diligently complete all work within the time frames specified in the task order and approved progress schedules. The Contractor shall perform all necessary quality control functions to ensure the work is executed in compliance with the terms of the task order and this contract.
1.7. The Contractor shall be required to maintain management offices on Beale Air Force Base and work closely with 9 CES personnel in identifying specific requirements to successfully accomplish each task order.
2. DEFINITIONS:
2.1. The following definitions apply to all work required by this solicitation and the resulting contract:
2.2. As-Built Drawings: Final site drawings prepared by the Contractor in sufficient detail to accurately reflect the project as fully constructed, complete with all changes, modifications, and deletions from prior award drawings. See Section 21 for more information.
2.3. Calendar Day: Each day of the calendar year including workdays, holidays, and weekends
(Saturdays and Sundays).
2.4. Coefficient: Coefficients are factors multiplied against the standard unit prices in the Unit Price
Guide (UPG) to calculate task order (TO) prices. The Contractor will propose coefficients in their initial solicitation offer for costs to include but not limited to overhead, profit, proposal preparation costs, General and Administrative (G&A) expenses, bond premiums, and gross receipt taxes, which will be applied to task orders for the duration of the contract. See SF 1442 Sections B and M for additional information regarding coefficients.
2.5. Concept Drawing: Project concept drawings are basic drawings containing sufficient detail to convey the main features of a project.
2.6. Construction Cost Proposal: A detailed construction cost proposal shall be prepared for each task order showing each division of work, line items under the division, quantity and cost. The cost proposal shall be accomplished by the Contractor from approved drawings and/or the Government-provided Statement of Need (SON).
2.7. Controlled Areas: See Restricted Work Areas, Section 2.21 below.
2.8. Drawings: Graphical representations documenting the work required by each Government project. See Sections 4 and 21 for more information.
2.9. Government-Furnished Equipment / Government-Furnished Property (GFE / GFP): Items provided by the Government to the Contractor for use in performance of this contract. Any Government Furnished Items will be identified per task order. See SABER SOW Section 15.
2.10. Negotiations: A reasonable number of meetings between the Government and the Contractor as necessary to come to full agreement on all project aspects including pricing, appropriate line items and quantities, technical requirements, and performance required for each identified construction project.
2.11. Non-Prepriced Item (NPI): These items of work are not covered by the Unit Price Guide (UPG), but are within the scope and general intent of a project and may be negotiated and price determined fair and reasonable based on quotes provided by the Contractor. NPI pricing is approved by task order but may be added by supplemental agreement into the base SABER contract if determined necessary by the Contracting Officer. NPI prices may only include direct costs. See Section 12.
2.12. Notice to Proceed (NTP): Formal notification from the Contracting Officer to the Contractor to begin performance on a specified project, to include ordering of materials. The NTP identifies the effective start date of the project performance and the scheduled completion date and/or number of days remaining in the performance time.
2.13. Pre-Priced Item: An item listed in the SABER Unit Price Guide (UPG) for which a corresponding unit price exists. Pre-Priced Items are organized into a detailed, computerized report using the SABER Unit Price Book format (or CE and Contracting Officer approved equivalent) which lists quantities, prices, and a short description of all items required for a project as outlined within the drawings and Scope of Work.
2.14. Pre-Construction Conference: A meeting attended by designated representatives of the Government and the Contractor after project award but before the start of work to discuss all aspects of the required work for a specific project.
2.15. Pre-Final Inspection: An examination requested by the Contractor, with Government representatives present, to identify and correct all work discrepancies prior to requesting a final inspection by the Government.
2.16. Progress Meeting: A meeting attended by designated representatives of the Government and Contractor to discuss progress on existing and/or potential SABER projects as well as the basic contract performance. The Government will hold Progress Meetings bi-weekly, with Contractor attendance to be provided upon request; the Government reserves the right to increase the frequency of progress meetings if so desired.
2.17. Proposal Package: The Contractor’s technical and cost proposals provided in response to the Contracting Officer’s Request for Proposal (RFP). See Section 12 for details on the proposal package.
2.18. Redline Drawings: One set of E size (24”x36”) drawings maintained by the Contractor at the work site where all changes are recorded, to include any hidden or subsurface data discovered during construction.
2.19. Restricted Work Areas: Areas of performance on Government property with increased security requirements within which the Contractor is not allowed free access to the work site, cannot enter and exit freely, and will be required to be under escort during performance of the project.
Personnel and equipment entry will be subject to delays due to security processing.
2.20. Scope of Work: A Government-produced rough description of work tasks to be accomplished.
This differs from the Contractor-produced Statement of Work, which is a more detailed description of exactly how the Contractor will complete the project.
2.21. Scoping Meetings: A reasonable number of meetings attended by representatives of the Government and the Contractor to discuss and define the work requirements of each project in sufficient detail to allow the Government to develop a Statement of Need (SON) and the Contractor to prepare a Statement of Work (SOW), required drawings, material submittal forms, and all else necessary to successfully complete the project.
2.22. Site Visits: A reasonable number of investigative visits to a location at which work has been proposed by the Government to be done by the Contractor. The purpose of the visit is for the
Contractor to gather enough information to prepare the Statement of Work, drawings, and construction cost proposal, and for the Government to prepare or revise a Scope of Work.
2.23. Statement of Work (SOW): A specific written description (in the quality, detail, and professionalism necessary) documenting the specific work required for each Government project.
The SOW is prepared by the Contractor from a Government-supplied general Statement of Need
(SON).
3. UNIT PRICE GUIDE (UPG):
3.1. The Unit Price Guide (UPG) consists of a full set of Government-approved estimating software, provided in both computer cost databases and libraries of hard copy books, which list tasks by unit of measure and unit price. Examples of commercially available UPGs are those published by WinEstimator Inc®, Timberline Software®, and R.S. MEANS, Inc®.
3.2. Line items shall be taken from the most current UPG and shall be selected for each individual construction task that most accurately and completely represents the work being accomplished in a task order scope. Line item use will be negotiated between the Government and Contractor.
3.3. To ensure effective cost estimations, the Government and Contractor shall use the same UPG and project estimating system.
3.4. The Government and Contractor shall use RSMeans Construction Cost Data and e4Clicks
Professional Project estimator system, or equal, to develop proposals; the exact books required for performance of the contract are identified in Section 8.
3.5. The Contractor shall be required to update the electronic database on each computer and provide hardcopy books not less than once annually, as published by the manufacturer. Updates shall incorporate all of the latest price updates for individual line items and localized pricing for the Sacramento, California, area.
4. TECHNICAL DESIGN SUPPORT CAPABILITIES:
4.1. Design will usually entail minimum design requirements, which should not necessitate hiring additional expertise beyond that normally required by a general Contractor, except for state requirements such as fire suppression & detection system design engineering requirements, structural design and/or calculations, and Professional Engineering stamps and certifications for these items specifically.
4.2. Contactor must have engineers or master craftsmen available on an “as needed” basis that are capable of design in civil, structural, mechanical, and electrical construction. 9.4. Note: Any reference to any equipment, material, article or patented process by trade name, make or catalog number requested by the Government shall be regarded as establishing a standard of quality only.
9.5. Contractor will submit questions regarding the project in writing to the CO.
9.6. An amendment to the RFP will be issued by the CO incorporating any changes to the Scope of
Work as determined during the site visit, or as a result of other Contractor questions.
9.7. Upon establishment of the final scope of the individual requirement, the Contractor shall then prepare a proposal package for submission to the Contracting Officer. See Section 10 for additional instructions on compiling proposal packages.
9.8. The Contractor shall accomplish their proposal package and return it to the Contracting Officer by the suspense date reflected on the Request for Proposal. The suspense date will be determined by the CO based on the magnitude, complexity, and urgency of the project; generally a suspense date of three (3), five (5), or ten (10) workdays will be determined, taking these factors into consideration. The Contractor shall have enough staff to ensure proposals are completed within the established suspense dates.
9.9. The CO will then forward the proposal to the SABER Project Manager for review. Upon receipt of the Contractor’s proposal, the Government will accomplish a technical evaluation of the proposal. If the SABER Project Manager has questions about the Contractor’s proposal, the Contract Administrator may call a fact-finding meeting in order to clarify Government questions and misunderstandings.
9.10. A fact finding and negotiation meeting will be scheduled by the contracting office to discuss and negotiate all variances in quantities, priced line items, non-prepriced items, start date, and performance times with the Contractor. A SABER Project Manager may also be in attendance if requested by the CO.
9.11. The Contractor will provide a final cost estimate, technical proposal, and Statement of Work (SOW) based on the negotiated terms. The Contractor’s final submittal will be reviewed and approved by CE.
9.12. The negotiated price for the proposed project will remain valid for sixty (60) calendar days, unless otherwise negotiated with the Contracting Officer.
9.13. The Contracting Officer will issue a task order against the SABER contract using DD Form 1155 and will distribute the award to all parties. The notice to proceed (NTP) date will be based on the Contractor’s negotiated construction schedule, in coordination with the end users requirements.
9.14. The Contractor, subcontractors, contracting, SABER Project Manager, building manager, and other pertinent base officials (i.e. Safety, Security Forces, Communications) will have a pre-construction meeting to discuss specific issues for the task order. At this meeting the Contractor will provide a construction schedule and timelines on an AF 3064 (Contract Progress Schedule, Attachment 2), if the period of performance is expected to exceed 60 days; Performance and Payment Bonds, as required; an SF 1413 (Statement and Acknowledgment, Attachment 3) for all tier levels of subcontractors needed for project completion; an AF 3000 (Material Approval Submittal, Attachment 4) for any known proposed materials; and any other documents as requested by the CO.
9.15. Actual construction on the site will not occur until an AF Form 103 (Base Civil Engineering
Work Clearance Request) has been completed, the Government has received the signed NTP back from the Contractor, and the CO has approved the proposed start date. Work shall commence not later than ten (10) days after issuance of the NTP.
9.16. The Contractor will provide bi-weekly progress reports using AF 3065 (Contract Progress Report; Attachment 5), until project completion.
9.17. The Contractor may request a pre-final inspection for the purpose of having the Government assist in identifying potential problems or areas of correction required prior to the final inspection. The Contractor will request the pre-final inspection from the Contracting Officer and a date will be scheduled by the contracting office. Pre-final inspections will typically include the Contracting Officer and Contracting Administrator, the SABER Project Manager, Contractor personnel (to include subcontractors), requirements/end user personnel, operations and maintenance personnel, and representatives throughout the installation (fire, safety, security, etc.), as needed. Pre-final inspections will be coordinated to occur within one (1) week of Contractors request, if possible. The pre-final inspection should be scheduled to occur within ten
(10) days before final inspection so that any discrepancies found can be corrected before the contract expires.
9.18. The Contractor will request a final inspection from the Contracting Officer five (5) working days prior to the desired date of inspection. The final inspection will typically include the SABER Project Manager, the Contractor, the CO, and other base entities as needed. More information regarding final inspections is included in Section 14.
9.19. Prior to final invoicing, the Contractor will provide all as-builts, warranty items and documentation, and all other required documentation as outlined in this Statement of Work.
