Site Visit Notes – 21 August 2019 FA466419BA007 Maintain Exterior Surfaces of Historic Hangar 300 (PDPG 15-0123)

1. Site visit took place on Wednesday, 21 August 2019 at approximately 0925. Some contractors were delayed at the March ARB visitor center and were escorted to the actual site. Other contractors were met by Contracting Officer (KO) Norman MacRunnel at building 2340 parking lot where they boarded a bus that transported them to hangar 300, while some contractors were met at the building. A list of attendees was collected. Representatives from 13 companies attended today.

The following was discussed on the bus and at the site:

a. The KO informed contractors that no questions would be answered at this visit and all questions must be submitted in writing via email no later than the dates given on the respective solicitations. He introduced Bill Kelly as the CE inspector/Contracting Officer’s Representative (COR) on the project and Chris Wagner, who is in CE Environmental and oversees the historic buildings on base, and Amy Crain, contract specialist.

b. The COR encouraged the contractors to take photographs, measurements and addressed some concerns referring to the Statement of Work (SOW) while Chris Wagner emphasized the importance of preserving the historic features of the building’s exterior. In keeping with historic preservation, unique challenges emerged. All doors and windows needed to be restored to the original design and many of the doors would need hardware and all paint had to match the original, which is one of the submittals. Both the COR and KO reminded them to submit questions (RFIs) in writing. All questions and answers will be posted on www.fbo.gov prior to the bid proposal date.

c. The contractors inquired about an asbestos and LBP survey and were instructed to submit the RFI in writing to the contracting office.

d. One of the contractors asked if an abstract of offers would be available. The abstract will be provided by the contracting office upon request.

e. Contractors were informed that proposals/bids are due in the contracting office no later than September 16 at 1:00 PM PST as indicated on the solicitation. All contractors are welcome to attend the bid opening. It was highly recommended that proposals be hand delivered before bid date to reduce chances of being submitted late. The KO reminded the contractors to submit pass sheets no later than September 12 at 1:00 PM PST as shown on the solicitation-Section L) for delivery of bids and bid openings. The only delivery services allowed on base: USPS, FedEx, and UPS. Late proposals or electronic proposals (e.g. fax, telegraph, etc.) are not authorized and will NOT be accepted.

f. Contractors were advised to refer to Section L of the solicitation packages and to carefully read the instructions for all bid submittal instructions. Incomplete packages would not be considered. They were encouraged to check FBO frequently to see if updates or amendments were posted.

g. Contractors were informed that a 20% bid bond was required.

h. It was reiterated to the contractors that the period of performance is 120 calendar days from the Notice to Proceed (NTP).

2. Before the site walk visit ended at 10:15 AM PST, the KO asked if there were any contractual questions and if additional clarification was needed from him or the COR or Chris Wagner. With no further questions asked, the site visit ended. The KO thanked all the contractors for coming out.
