Maintain Exterior Surfaces of Historic Hangar 300

PDPG 15-0123

East Side of Building:

1. East Side of Building:

Does the SOW include removing the wall mount A/C and restoring the window system at that area?

Answer: No, leave the window unit and paint.

2. Door Hardware:

I am unable to find a specific door hardware requirement in the specifications for this project.

Answer: See SPECIFICATION DOOR HARDWARE HISTORIC BUILDINGS 08 71 00 and the Facility Excellence Plan (FEP)

3. Replacement Doors:

Will the new Historic style replacement doors need to comply with egress, such as panic bars, closers, etc.? Please provide the specification of door required such as std duty, heavy duty etc.

Answer: Yes, doors need to comply with SPECIFICATION DOOR HARDWARE HISTORIC BUILDINGS 08 71 00 and FEP.

4. Security Bar over Window:

There is a large security bar over one set of sash windows and will need to be removed for access to the windows. Once the security bar is removed will it be necessary to reinstall the security bar?

Answer: Yes.

5. Blocked window section on West Side of building (2) bays to the right of the Boeing entrance door. This window area is blocked and has a vent going thru the sash. What is the intention of the Base for this section as the interior wall is a remodeled restroom and access to windows for replacement and or cleaning does not exist. Window replacement on the sash windows are accomplished from the INSIDE of the sash.

Answer: The areas in question will need to have the blocked off areas removed and have sashes installed.

6. In the Statement of Work, Pg23 of 32 paragraph 10.9 states to replace all of the “Cores” in the personnel doors. Please explain the meaning and does this pertain to interior doors as well. Key cores.

Answer: Cores refers to key cores, only replace exterior doors.

7. In the statement of work, there is a requirement for fencing (11.1.2) will that pertain to this job?

And if so please state the areas that you will require fencing.

Answer: No fencing required.

8. Will the Base provide a Hazardous materials survey so we can figure what items are deemed hot?

Answer: Yes. Lead test survey is attached.

9. In regards to painting of the sash windows, it appears some buildings have their sashes painted

Tobacco Brown and other buildings Antique Linen. Which one prevails?

Answer: The paint color will be Antique Linen on the sashes.

10. 9.3 Drawings / 10.3 SOW Contractor shall replace windows with Hammered chicken wire glass that is reinforced by mat backing.

“Chicken Wire” glass windows are no longer made…not available at least by an USA manufacturer. That style may be available with a special order from China but that source does not fall under the Buy American requirements.

Answer: “Hammered Chicken Wire Glass” was found online from a USA manufacturer.

11. 9.5 Drawings / 10.5 SOW Remove cement fill or wood/metal blocked off 15 windows and install new Prefabricated sashes and 114 chicken wire glass panes. “Chicken Wire” glass panels are not available.

Answer: See response for question #10.

12. Graber Street Side:

There are 5 sash windows missing and or blocked off. The interior is built out and windows are covered up in these areas by framing / drywall / acoustical panel ceilings/ electrical and in some

2 of 6 (Amendment 0001, 6 September 2019) areas plumbing. Will the scope of work be adjusted to eliminate the areas that we do not have access to?

Answer: The Scope of Work will not be adjusted. The areas in question will need to have the blocked off areas removed and have sashes installed.

13. Flight Line:

There are numerous areas where sash windows have been removed and blocked up. The inside of the hanger has had offices built in those areas and are being utilized. The scope of work does not address this situation of removing drywall, framing and T-bar to access the window systems and we were not given access to those areas during the job walk.

Answer: See Response to question #5.

14. 9.7 Drawings 10.7 SOW

Remove paint from all windows (Lead Base Paint). We understand what the base would like to accomplish, however a majority of the windows have been painted on the inside of building some many years prior with lead base paint and are no longer accessible by any means other than removing the buildouts that have taken place over the years.

Synopsis:

Added: Jul 25, 2019 12:37 pm The 452 Operational Contracting Office at March Air Reserve Base intends to issue an Invitation for Bid (IFB) for a firm-fixed price construction contract for maintaining exterior paint for Building 300, (PDPG 17-0119) at March ARB CA. The statement of work requires an asbestos and lead base paint survey prior to start of construction; results will determine if abatement is necessary. In addition to paint, work will also consist of removing and replacing corrugated metal siding on the hangar doors, two exterior doors/frames, and broken window panes. This is a historical building and all work shall have the same appearance as the original.

Answer: If a window needs to be replaced or paint needs to be removed and don’t have access from the inside, possibly the entire sash will need to removed and re-installed.

15. It appears that this project which was painting of the hanger, replacing siding on the hanger doors , 2 exterior door replacements and replacing a few broken window panes have since morphed into a much larger project that has not been fully investigated as to the interior situation of the current conditions. The timeframe to accomplish this project is also not in line with prior projects in the past of a typical restoration of the exterior of a Hanger. 90 days is pretty much too short a time to complete a project of this magnitude, especially when the base is requiring custom made sash windows and doors that could take 90 days to manufacture after base approval let alone the time required for removal and installation.

Answer: The period of performance will be changed in the Statement of Work to reflect 150 colander days.

16. What is the actual count of the windows to be replaced and what are the sizes/dimensions of those windows?

Answer: There are approximately 390 and the size is approximately 14”x20” hammered chicken wire glass.

17. What defines a blocked window?

Answer: The SOW should state “blocked or covered” which could include;

• A fake panel such as wood or metal that is painted over to look like a regular window

• Several panels or entire window blocked off by metal or wood

• Entire sections of panels or entire window replaced by some metal or wood panels which means this needs a new sash and windows.

• Portions or entire windows that have been removed and cemented in.

18. The SOW calls to remove the paint from all windows that are painted. How many windows are painted?

Answer: Hangar 300 has approximately 1008 subpanels painted over.

19. How many window frames need to be replaced?

Answer: Approximately 15 sashes/window frames need to be replaced.

20. What is the material to be used for the window frames replacements?

Answer: Steel frame to match existing.

21. Is there an abatement process for the removing of the paint including paint removed using a gel or liquid stripping agent?

Answer: Yes there is a process. See the 01 57 19 Environmental Protection Guide Specification.

22. On the bid walk we were told that the windows with an interior wall behind it needs to be a functional window, please define functional window.

Answer: Not functional. Just functional looking. Meaning they need to look like they are real windows, not with a wall behind. A dark backing would be needed.

23. The SOW is for the exterior of the building. What about windows that are painted on both sides, exterior and interior, are we to remove the paint on both sides? If so, how many interior sides of windows need paint removed?

Answer: Yes. Approximately 400 windows are painted on the inside.

24. On the bid walk it was mentioned that a window manufacturer that makes the windows with the chicken wire had been found or used in the past. Can you supply the name of that company?

Answer: We have no knowledge of previous Hammered chicken wire manufacturers, but on internet search results show vendors are listed, however the government doesn’t supply a list of manufacturers.

25. Will a lead and asbestos survey be supplied?

Answer: See response to question #8.

26. What hardware for the doors is to be used? Photos and supplier?

Answer: Replace doors with original historic looking doors, with hardware that will comply with SPECIFICATION DOOR HARDWARE HISTORIC BUILDINGS 08 71 00 and FEP.

27. The SOW calls for 15 doors to be replace. These doors are to be restored to look like the original doors. Please provide photos and dimensions of those doors.

Answer: The dimensions of the refabricated doors should be made to fit the current existing dimensions. The approximate dimensions are 3’x7’.

28. How many metal panels need to be replaced?

Answer: Approximately 3000 Square Feet of metal panels on the hangar doors.

29. What material is to be used for the metal panels?

Answer: 22 Gauge custom rolled corrugated metal, to match historic style.

30. There is a coating on the interior of the metal panels. Are we to coat the new panels? If so, what are the specifications for that coating?

Answer: No coating on the panels.

31. On the job walk it was discussed about replacing the window panes from the outside. Do to the existing frames the windows will have to be worked from the inside. Will we be able to get to the inside to repair these windows? No. If a window needs to be replaced or paint needs to be removed and don’t have access from the inside, possibly the entire sash will need to removed and re-installed.

32. Is there a asbestos and lead report available to review.

Answer: See response to question #8.
