About this file

This is a Questions & Answers document for an airfield rubber removal and repainting project at Dyess AFB. The Q&A clarifies that paint removal is not required, work must be completed during weekend closures from 1800 Friday to 0600 Monday, and Runway 16/34 Threshold requires Type 3 beads for reflective markings. Surface painted signs refer to runway designation numbers, and all debris and water from rubber removal operations must be disposed of off-site.

The related solicitation (FA466125Q0003) is a total small business set-aside with proposals due December 19, 2024, at 10:00 A.M. CST. The project is valued between $100,000-$250,000 and will be awarded based on lowest price technically acceptable. Technical requirements include demonstrating successful removal and painting of minimum 200,000 square feet of pavement markings on an active airfield within a five-day period, which can be a combination of both removal and painting work. Vendors must submit a capability statement, technical approach document, and pricing breakout form to 2nd Lt. Nathaniel Joines.

· Is 164/344 work able to be accomplished during the week and or during the day? Work will need to be completed during the weekend closure timeframe.

· Clin 0005 calls for type 3 beads, what markings require these? In the drawings I only see type 1. Runway 16/34 Threshold requires Type 3 Beads. Drawing C5 Section B

· How is the water from the rubber removal disposed of? Usually, it is discharged to grade. Specifications require all debris, waste and by-products generated by the rubber removal operations to be removed from the airfield and disposed of per section 00 01 01 (paragraph 3)

· Sheet C5 Item 2 says refer to detail 4 on Sheet C7 theres is no detail #4 on sheet C7 please clarify. Please see the attached SOW attachment 3 - addendum form.

· In Section B - Supplies or Services & Prices or Costs, line item 0004 it states Surface Painted Signs with a total of 4,698 SF. What markings will be under this line item? Runway Designation numbers fall under surface painted signs.

· In Section B - Supplies or Services & Prices or Costs, line item 0005 it states Painting Reflective Markings Type 3, but in the drawings it does not refer to any of the markings as Type 3, only Type 1 and Non-Reflective. Which markings will have Type 3 Beads?

Runway 16/34 Threshold requires Type 3 Beads. Drawing C5 Section B

· I was also wondering the hours of operation for the striping portion on this solicitation. Will it be the same hours as Rubber Removal?

All work on the runway (or in a Controlled Movement Area) must be completed during the weekend closure. Any other work can be coordinated to be completed during the week. Work must be completed while airfield is active.

· Will any Friction Testing be needed? Friction test is not required

· Standard Form 1442, Schedule B, Item 0004, Surface Painted Signs Type 1 does not reference what that includes. Does this line item apply only to runway designator numbers? If this is for something else, can clarification be given as to the type and location of signs? Runway Designation numbers fall under surface painted signs.

· Standard Form 1442, Schedule B, Item 0005, Paint Reflective Markings Type 3 is for markings with Type III reflective beads. The location of these type of markings is not noted on the project drawings. Can clarification of the use of this item be provided? Runway 16/34 Threshold requires Type 3 Beads. Drawing C5 Section

· The Technical Factors attachment, paragraph A2, references,”…successfully removed and painted a minimum total of 200,000 square feet of pavement markings on an active airfield within a five-day period..” Is the intent to show the ability to remove rubber and paint markings, not remove markings? Removing 200,000 square feet of pavement markings would take substantially longer than 5 days. Reference applies to a combination of both removal and painting. 200,000 square feet is not a single requirement for both as long as the square footage of both equals the 200,000.
