Header Miscellaneous Text (Modified):
Instructions to Offerors: Price Evaluation and Mock Project Scenarios
1. Overview of Price Evaluation
This solicitation is for a requirements contract. The evaluation of proposed prices will be based on the rates and line items submitted in the Offeror's Pricing Sheet. To ensure a comprehensive and realistic evaluation of the proposed pricing, the total evaluated price will be determined by applying the rates from the Pricing Sheet to three predefined Mock Project Scenarios.
2. The Pricing Sheet
Offerors must fully complete the provided Pricing Sheet. This sheet serves as the master list of all rates, materials, and labor categories applicable to this requirements contract. The prices submitted on this sheet will be the binding contract rates for the duration of the performance period.
3. Mock Project Scenarios
In addition to the Pricing Sheet, offerors are required to submit pricing for three (3) Mock Project Scenarios of varying complexities: Small, Medium, and Large.
These mock projects are representative of the types of work that will be ordered under this contract. They have been specifically designed by the Government/Purchaser to ensure that every single item listed on the Pricing Sheet is utilized in at least one of the three scenarios.
3.1. Rules for Pricing the Mock Projects
When pricing the mock projects, offerors must adhere to the following instructions:
Rate Consistency: The unit prices, labor rates, and material costs used to calculate the total price for each mock project must exactly match the rates proposed in the Offeror's master Pricing Sheet.
Methodology: Offerors must demonstrate how they arrived at the total cost for each scenario by providing a detailed breakdown of the labor hours, materials, and line items used.

Completeness: Offerors must price all three scenarios (Small, Medium, and Large). Failure to complete any of the mock projects may render the proposal non-responsive.
4. Basis of Award (Pricing)
The final evaluated price for each offeror will be calculated by evaluating the aggregate total of the three Mock Project Scenarios (Small + Medium + Large), verified against the binding rates proposed in the master Pricing Sheet. While the mock projects are used for evaluation purposes to determine the most competitive and realistic pricing, the final awarded contract will govern task orders based on the fixed rates established in the master Pricing Sheet.
5. Submission Requirements
To ensure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this Request for Quotation (RFQ). Late or incomplete proposals will be deemed ineligible for award. Quotes should be submitted to Jean-Denis Ducimetiere at jean-and Charles McClintic at denis.ducimetiere@us.af.mil charles.mcclintic@us.af.mil. Offerors must include the following in their Price Proposal volume:
A fully completed Pricing Sheet.
A detailed price breakdown for the Small Mock Project.
A detailed price breakdown for the Medium Mock Project.
A detailed price breakdown for the Large Mock Project.
Offerors must ensure at least one completed is submitted by the reference to Past Performance Questionnaire Jean-Denis Ducimetiere at and Charles McClintic at jean-denis.ducimetiere@us.af.mil charles.mcclintic@us.af.mil.
6. Miscellaneous Instructions
All questions: Must be submitted via email to Jean-Denis Ducimetiere at jean-denis.ducimetiere@us.af.mil no later than 1 September 2026 at 12:00 PM MDT. Any correspondence sent must contain the subject line "FA462626Q0035 Cabling Requirement Contract."
The Government reserves the right to revise or amend the Performance Work Statement (PWS) or Solicitation, to include any and/or all attachments prior to the proposal closing time. Such revisions will be communicated to all contractors. If such revision requires material changes in quantities or prices, the proposal closing date may be postponed by adequate days to enable offerors to revise their proposal(s). In such cases, the revision will be identified in an amendment to the RFQ.
The Contracting Officer reserves the right to withdraw or cancel the RFQ at no additional cost to the Government at any time prior to award. A notice of cancellation will be transmitted in the event of withdrawal or cancellation.
