1.2.9 Perform periodic maintenance on communications closets as requested by
341CS/SCOI.
• Specific tasks will be provided by Infrastructure work center (SCOI) but may include cleaning, cable management, removal of unused cable, verifying proper grounding/bonding, verifying proper cable marking, etc. See attachment 2 for Comm
Closet Preventative Maintenance Inspections (PMIs). Regulation mandates comm closet PMIs need completed 100% over 2-year period and Manholes/handholds are
100% over a 5-year period.
1.2.10 Contract Line-Item Number (CLIN) Structure
The contractor shall provide all necessary materials, equipment, and labor needed for the complete installation, testing, and certification of the IT cabling infrastructure as specified herein. All work will be funded through one Contract Line Item Number
(CLIN) set at $1.00 per unit. The exact price and total cost for each order will be calculated in accordance with the pre-priced pricing sheet. The contractor shall track, report progress, and invoice against the entire order. Payment will be processed against the single CLIN only for those orders that have been satisfactorily completed, inspected, and accepted by the Government.
1.2.10.1 Notes on Pricing Sheet Structure:
All material pricing on the pre-priced pricing sheet is a unit-based price and includes all material, hangers, seals, incidentals, profit, etc. All labor pricing is a unit-based price and includes all direct labor, overhead and profit (OH&P), etc. per unit of measure (e.g., labor cost of 1 ft of ¾” EMT installation). If required materials or labor are not available on the pre-priced pricing sheet, a contractor estimate will be requested for those specific items.
Movement and mobilization must be included in the overall unit costs since there is no separate line item for these activities. The Government warrants that a minimum of
$40,000 in orders will be placed over a fiscal year, totaling a minimum value of $200,000 over the 5-year period. The maximum contract value is $5,000,000.
1.2.11 Project Request and Firm Fixed Price (FFP) Estimation Process
Customers requiring IT cable installation services shall submit their requests directly to the 341st CS. Upon receipt, the 341 CS will conduct an initial requirements survey to evaluate the technical scope and feasibility of the request and will subsequently approve or disapprove the requirement. For approved requirements, the 341 CS will forward the approval and preliminary project details to the contractor. The contractor shall conduct a comprehensive site survey to determine the exact material, equipment, and labor quantities needed to complete the work. Based on the findings of this site survey, the contractor shall develop and submit a detailed project estimate. This estimate must calculate costs by applying the pre-established unit prices from the contract's pricing sheet . The itemized unit costs shall be aggregated to establish a definitive Firm Fixed
Price (FFP) lump sum proposal for the project. The proposal must be submitted to the government for final review, funding, and authorization prior to the commencement of any installation activities.
1.2.12 Dig Permits
The contractor shall manage and process all dig permit submissions on behalf of the
341st CS from any squadron’s requesting excavation, trenching, boring, or ground disturbing activities. The contractor shall review incoming permit packages for completeness, verify proposed work locations against known communications infrastructure, and coordinate with CE, utility shops, and other installation stakeholders to ensure all communications systems, fiber routes, and copper pathways are protected. The contractor shall track permit status, maintain records, notify requestors of required corrections, and ensure no excavation begins until the comm squadron issues final written authorization.
2.0 GENERAL REQUIREMENTS
2.1 Accident/Incident Reporting and Investigation
The Contractor shall write down and report all facts about any accidental Government property damage or Contractor personnel injury to the COR within two hours of the incident. The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the CO. If the Government elects to investigate the incident, the Contractor shall cooperate fully with the COR, CO, and other Government investigators until the investigation is completed.

Government may request them. In either case, the contractor shall provide detailed technical specifications, a proposed installation plan, and a firm-fixed-price proposal for the new service. Upon Government reviews, analysis, and negotiation, a bilateral contract modification will add the new item(s) to the pricing sheet (Attachment 1). This ensures the contract remains current and avoids obsolescence.
2.4.3 Construction/Workmanship Warranty Period
Work performed by Contractor will be covered under a 1-year warranty period. Warranty will not begin until each project is completed and 341CS has approved the work. The
341 CS COR will confirm work completion within 15 calendar days of notification from contractor or upon completion. A standard factory warranty on equipment installed will suffice; an OEM system warranty (e.g., 20-25 years) is not required.
