About this file

This document is a Questions and Answers file for a federal contract opportunity (FA462425Q0031) for Building 500 Basement Flooring at Malmstrom Air Force Base. The project involves removing existing broadloom carpet and installing approximately 2,727 square feet of hard surface flooring with 698 linear feet of rubber cove base using a direct glue-down installation method. Key details from the Q&A include specifications for vinyl tile (5 mm total thickness, ASTM F1700 compliant), confirmation that all shaded rooms on the floor plan are included in the scope, and clarification that the government will move furniture prior to installation.

The estimated project magnitude is between $25,000 and $100,000, and it is not classified as a construction project, which means bonding is not applicable. Access to the project area may be phased, to be determined after contract award. Potential contractors are directed to review the Combined Synopsis/Solicitation (COMBO) on SAM.gov for full instructions, with specific reference to section xii for offeror instructions. The project is being managed by the Department of the Air Force Global Strike Command.

Questions & Answers

Building 500 Basement Flooring (FA462425Q0031)

1. Question: Is room #40B 1 & 2 newly added, or was it already part of the original scope? I believe it was included, but just wanted to double-check in case I’m missing anything, as the subcontractor brought it up during the site walk.

Answer: Rooms 40B 1 & 2 are part of the original scope.

2. Question: On the Statement of Work’s (SOW) attached floor plan, Room 043A is shaded in but the SF for that space is not included in the legend. The total SF provided in the SOW and legend is 2,727 but only adds up to 2,525. Can you please confirm that work will be conducted in all shaded rooms and what will the total SF and total SF be?

Answer: The Statement of Work and Attachment 1 (Floor Plan) have been revised to reflect a total of 2,727 SF and 698 LF. Work will be conducted in all shaded areas including Room 043A.

3. Question: As we proceed with finalizing the submittals for this contract, I wanted to check in with you regarding a potential product we’re considering. While the product closely aligns with the project requirements in most areas, there are three points where it slightly differs from the original specification:

- Overall Thickness – The product has a total thickness of 3 mm, whereas the specification calls for 5 mm.

- Construction Type – The spec mentions Printed Film Vinyl, while the product is Solid Vinyl Tile.

- Finish Type – The required finish is Quartz-Enhanced Urethane, but this product uses a Ceramic-Reinforced Urethane.

Could you kindly confirm if these differences would be acceptable?

Answer: - Overall Thickness: The thickness shall be 5 mm total thickness for increased durability in accordance with the SOW.

- Construction Type: ASTM F1700 appears to cover solid vinyl tile that is “monolithic,” “surface decorated,” or “printed film.” We request solid vinyl tile with construction similar or equal to Shaw LVT Solitude 0648V.

- Finish Type: Ceramic-Reinforced urethane finish is acceptable.

4. Question: Will the entire project area be available at once, or will access be phased?

Answer: This will be determined after award of contract. As of right now, the Mission partner has the ability to clear out the whole space but they have a preference for phased work.

5. Question: Will we be responsible for moving any furniture prior to flooring installation?

Answer: The Government will be responsible for moving furniture.

6. Question: Can you please confirm existing flooring material to be removed?

Answer: Broadloom carpet and adhesive/glue.

7. Question: I didn’t really see any instructions for offerors. Am I missing something?

Answer: Instructions to offerors are contained in the Combined Synopsis/Solicitation (COMBO) posted on SAM.gov. Please review section xii of the COMBO.

8. Question: What is the estimated magnitude?

Answer: This is not a construction project; however, the disclosure of magnitude for this project is between $25,000 and $100,000.

9. Question: What are the technical requirements for bonding?

Answer: This is not a construction project; therefore, bonding is not applicable.
