About this file

This document is an asbestos inspection report for Building 500, Rooms 043A-J at Malmstrom Air Force Base, conducted on April 3, 2025. The limited inspection was performed by Katie Rediske, an asbestos inspector accredited by the Montana Department of Environmental Quality, in preparation for a planned carpet replacement renovation. Samples were collected from various materials including carpet, mastic, cove base, and joint compound, and analyzed by Patriot Laboratory in Fullerton, California.

The laboratory analysis detected no asbestos in any of the 18 samples collected across multiple rooms. The inspection covered different homogeneous areas (HAs) such as blue carpet with green and marble speckles, yellow and blue mastic, blue cove base, and white joint compound. The report concludes that no additional action is required for the materials identified during this inspection, unless the project scope changes or additional suspect materials are encountered. The inspection was conducted in accordance with Environmental Protection Agency and Montana Administrative Rules guidelines.

DEPARTMENT OF THE AIR FORCE

HEADQUARTERS 341st Missile Wing (AFGSC)

MEMORANDUM FOR: 341 CES/CEO 01 May 2025

FROM: KATIE REDISKE, NEPA MANAGER, 341 CES/CENP

SUBJECT: LIMITED ASBESTOS INSPECTION - BUILDING 500, ROOMS 043A-J CARPET

REPLACEMENT, WT#14239934

A renovation is planned in Building 500 Rooms 043A-J to replace the existing carpet which is long past its service life. During the renovation there is potential to disturb surfacing materials on the walls. This asbestos inspection is limited to building materials that will be impacted by the planned renovation. The purpose of the asbestos inspection was to determine if any asbestos containing materials (ACM) are present in Rooms 043A-J of Building 500 that may be impacted by the planned renovation.

On April 3, 2025, Ms. Katie Rediske, an asbestos inspector accredited by the Montana Department of Environmental Quality (MDEQ), conducted a limited asbestos inspection of the designated areas in Building 500 in accordance with the Administrative Rules of Montana (ARM) 17.74.354.

During the inspection, suspect materials were grouped into homogeneous areas (HAs) based on materials, textures, colors, and construction date. The following HAs were identified during the inspection:

• Carpet with mastic

• 4-inch (in) original cove base with mastic

• 4-in replacement cove base with mastic

• Joint compound

Samples of the suspect materials were collected from the building in accordance with the Environmental Protection Agency – Asbestos Hazards and Emergency Response Act and sent to Patriot Laboratory, located in Fullerton, California, for analysis. The quantity of samples collected for each suspect material met the minimum sampling requirements provided in ARM 17.74.354(3)(c). Patriot Labs meets the laboratory requirements specified in ARM 17.74.354(4)(a). Materials are classified as ACM if they contain one percent or greater asbestos.

Laboratory analysis determined that all of the HAs sampled during the inspection were Non-Detect for asbestos and are therefore Non-ACM. These HAs are shown in Table 1.

All suspect materials encountered were determined by laboratory analysis to be Non-ACM.

Therefore, no additional action is required for the materials identified during this inspection unless additional suspect materials are encountered or the scope of the project changes to include additional suspect materials.

The information contained in this report was based on information gathered during the site visit and laboratory results provided by Patriot Labs. Additional sampling will be required if additional materials are encountered that are not included in this report or if the scope of work changes to include additional materials. In either case, please contact Ms. Katie Rediske to perform additional asbestos sampling.

Bulk sample(s) submitted was (were) analyzed in accordance with the procedure outlined in the US Federal Register 40 CFR Appendix E to Subpart E of Part

763; EPA-600/R-93/116 (Method for Determination of Asbestos in Building Materials), and EPA-600/M4-82-020 (US EPA Interim Method for the

Determination of Asbestos in Bulk Insulation Samples). Samples were analyzed using Calibrated Visual Estimations (CVES); therefore, results may not be reliable for samples of low asbestos concentration levels. Samples of wall systems containing discrete and separable layers are analyzed separately and reported as composite unless specifically requested by the customer to report analytical results for individual layers. This report applies only to the items tested. Results are representative of the samples submitted and may not represent the entire material from which the samples were collected. “None Detected” means that no asbestos was observed in the sample. “<1%” (less than one percent) or Trace means that asbestos was observed in the sample but the concentration is below the quantifiable level of 1%. This report was issued by a NIST/NVLAP (Lab Code 200358-0) and CA Water Board ELAP (Cert. No. 2540) accredited laboratory and may not be reproduced, except in full without the expressed written consent of Patriot Environmental Laboratory Services, Inc. This report may not be used to claim product certification, approval or endorsement by NIST, NVLAP, CA-ELAP or any government agency.
