Radio-Frequency Identification Tags System

(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;
quotes are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-24-Q-0048.
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
(iv) This procurement is being solicited as a 100% set-aside for Small. The North American Industry Classification System (NAICS) code is 541512 with a small business size standard of $34M.
(v) When submitting your quotation, please structure your Contract Line-Item Number(s) (CLIN) to the following format:

FAR 52.212-1 Addenda:
This requirement is being procured pursuant to the procedures of FAR Parts 12 and 13:
A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph vi. above and as attached to this solicitation therein. The Offeror shall complete pricing for the specific services in accordance with the CLIN structure in paragraph v. This is the same CLIN structure that will be used in the contract award.
Any Offeror not conforming to the requirements herein shall be deemed ineligible for award.
B. Offerors shall submit:
1. This document completed with your quoted price and representation and certifications.
2. Attachment 2 Past Performance Questionnaire. Offerors shall complete the questionnaire in its entirety. Note, offerors may utilize different contracts and references, per line item, when completing the document to show concurrent work.
3. Technical Requirements Document. The document with consist of the following parts:
a. Certification Plan
b. PWS/Project Execution Plan
Total technical requirements shall not exceed 20 pages including a cover page. Text will be font sized at 12 utilizing normal margins. Pages exceeding 20 will not be evaluated.
The technical package submitted will become incorporated into the awardee’s resulting contract.
C. Prospective offerors shall be registered in the System for Award Management
(SAM) database when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Offerors must annotate within their quotation whether they are impacted due to the SAM conversion of CAGE to UEI.
D. The specific Ombudsman information for this acquisition is: If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, for AFGSC (Air Force Global Strike Command) acquisitions please contact the Director of Contracts, Air Force Installation Contracting Center, Operating Location – Global Strike (AFICC/KG OL-GSC) via the following e-mail workflow address: ig.afica_kg.workflow@us.af.mil. Concerns, issues, disagreements, and recommendations that cannot be resolved at the enter/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256- 2395, facsimile number (571) 256-2431.
E. Notice to Offerors/Suppliers: Funds are not presently available in the amount of the Government’s estimate. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
F. Questions pertaining to this requirement shall be submitted via email no later than NO LATER THAN 2:00 PM MT, Monday, 22 July 2024 to the individual(s) referenced in Section G below.
G. Please email your quote to the Contract Administrator 1st Lt Randolph Foote at randolph.foote.1@us.af.mil and the Contracting Officer Viviana Castillo Ramirez at viviana.castillo_ramirez@us.af.mil no later than NO LATER THAN 2:00 PM MT, Monday, 29 July 2024.
H. Your quotation must remain valid until 01 September 2024.
(x) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Specific evaluation criteria are included in paragraphs (A) through (H) of this provision:
A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1 Instructions to Offerors Addenda, in paragraph viii above, for completeness. Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.
B. The Government seeks to award to the responsible Offeror whose quote represents the best value to the Government considering past performance, technical approach, and price. Only one award will be made as a result of this solicitation.
C. Three evaluation factors will be used to evaluate quotes: past performance, technical approach (PWS/Project Execution Plan, Certification Plan), and price.
D. The evaluation process shall proceed as follows:

Step 1: Evaluate all offers for completeness.
Step 2: Evaluate complete offerors’ past performance pursuant to para. D.1. below.
Step 3: Offerors with acceptable past performance will be comparatively rated amongst all acceptable offerors on technical approach (PWS/Project Execution Plan, Certification Plan) pursuant to para. D.2. below.
Step 4: The Government will make a best value determination considering past performance acceptability, technical comparative ranking, and price.
Step 5: Conduct price fair and reasonableness on the awardee pursuant to para. D.3.
below.
1. Past Performance Evaluation
• Offerors shall submit three (3) past performance references using the Past
Performance Worksheet (Attachment 2). The Government will utilize the reference list provided to conduct past performance assessments. It is the offeror’s responsibility to ensure point of contact information within Attachment 2 is current and accurate. The Government will make reasonable attempts to contact the point of contract to gather data. Additionally, the Government reserves the right to use other recent and relevant past performance information from other sources available to the Government, including, but not limited to the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS) and other databases; interviews with Program Managers, Contracting Officers; and other contacts in commercial sources.
Offerors without a record of recent, relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a "Neutral Confidence" rating for the Past Performance factor. The procedures at FAR 13.106- 2(b)(3) will be utilized to evaluate past performance. Each offeror will receive an overall rating of one of the following within past performance:

The Contractor’s performance meets the solicitation requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance may have been accomplished with some minor problems.
Satisfactory The Contractor’s performance meets the solicitation requirements.
The contractual performance contained some minor problems.
Marginal Performance does not meet some of the solicitation requirements.
The contractual performance may reflect a serious problem.
Unsatisfactory Performance does not meet most of the solicitation requirements and recovery is not likely in a timely manner.
Neutral Unable to assess or validate the reference.
• Past performance references must be recent as defined as occurring within the last 3 years.
2. Technical Evaluation
• The technical approaches will be comparatively ranked amongst eligible offers based upon identified weaknesses, deficiencies, and/or non-compliance. The technical approach shall include:
1. A Certification Plan detailing how the contractor will meet certification requirements at the minimum contract performance standards. Certifications required include:
• Authority to Operate on the Air Force Network
• Compliance with 21M-LGM30G-12, Minuteman Nuclear Surety Procedures
See the PWS for further details on required certifications.
2. A PWS/Project Execution Plan detailing how the contractor will execute the contractual requirements IAW the PWS within the specified period of performance. This plan must speak to the contractor’s strengths and must demonstrate a thorough understanding of the requirement.
• The technical approach of each offeror will be evaluated upon the strengths, weaknesses, uncertainties, and deficiencies of the technical volume. Each offeror’s technical narrative will receive an adjectival rating (see TABLE 2) based upon the capability to meet standards and specifications designated by the Government.

2 Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
1 Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is Un-awardable.
3. Price Evaluation
• In determining the Offeror's total price, the Government will multiply the maximum quantities identified in the CLIN structure in paragraph v. The total of the CLINs listed in paragraph v. for the period of performance will be the Offeror's total proposed price.
4. Best Value Decision:
• Quotes shall be evaluated based upon best value to the Government considering acceptable past performance, technical comparative ranking, and price. The Government reserves the right to award to a higher priced, higher technical rated offeror based upon the best value determination.

(d) Comptroller General Examination of Record.
