PERFORMANCE WORK STATEMENT (PWS)
for
Radio-Frequency Identification Tags System
Malmstrom Air Force Base, Montana
7 June 2024

1. DESCRIPTION OF SERVICES
1.1 CONTRACTOR PROVIDED EQUIPMENT AND SUPPLIES
1.1.1 Contractor-Furnished Equipment
The contractor shall provide all necessary equipment and supplies for the Radio-Frequency Identification (RFID) equipment tracking system. This includes but is not limited to RFID tags, RFID readers, sensors for inventory reporting, Common Access Card (CAC) reader devices, and any software systems required for data management and integration with USAF databases.
These devices will be owned by the Air Force.
1.2 SCOPE OF WORK
The contractor shall provide services according to the requested in the final contract. The contractor shall implement a comprehensive RFID equipment tracking system using passive RFID technology and sensors for real-time inventory reporting within designated equipment rooms at Malmstrom AFB. The system must support near instantaneous and efficient check-in/check-out processes utilizing a Common Access Card reader for equipment and vehicles.
Furthermore, the system must provide technicians with a live view of their checked-out inventory of equipment, enabling efficient management and tracking of equipment usage.
Integration with USAF databases such as Integrated Maintenance Data System (IMDS) is required for seamless data exchange and compliance with USAF standards. All RFID tags and readers used must be 21M-LGM30G-12, Minuteman Nuclear Surety Procedures, approved within 90 days of the contract effective date. The info for this approval process can be found on the Air Force Nuclear Weapons Safetey Center Sharepoint. The system must strictly adhere to USAF regulations and security protocols.
1.3 SUMMARY OF WORK FOR EACH ELEMENT(S) CALLED OUT IN THE
CONTRACT
1.3.1 RFID System
1.3.1.1 Main System: The contractor shall design, develop, and deploy an RFID-based inventory tracking system using passive RFID technology and RFID antennas for real-time inventory reporting within designated equipment areas at Malmstrom AFB. The amount of equipment being tagged with RFID’s is 850 items.
1.3.1.2 Compatibility with USAF Databases: The system is required to seamlessly push and pull information from USAF databases such as IMDS, ensuring accurate and efficient data exchange for inventory management and compliance with USAF standards.
1.3.1.3 Inspection Cycles: The system will include configurable inspection cycles and schedules for equipment within the inventory, allowing for timely and systematic inspections to maintain operational readiness and compliance.
1.3.1.4 CAC Compatibility: The contractor shall design the inventory system to have the ability to read pertinent information on the service members common access card and input applicable data into the system for expedited sign out of equipment loadouts and vehicles.
1.3.1.5 Backup System: A backup system shall be implemented to ensure continuity of operations in case of system failures or disruptions, providing redundancy and data integrity for critical inventory tracking functions.
1.3.3 Sustainment
1.3.3.1: The Contractor shall provide all sustainment actions for their systems. The sustainment of RFID will be 150 additional RFID tags, as well as a system to program the RFIDs for replacement of damaged RFID tags. As new technology and collaborations opportunities appear, the Contractor may integrate those into the services provided to the Government with coordination with Big Sky Spark Cell.
1.3.3.2 The Contractor shall provide general tech support via over the phone services, software tailoring for changes, updating of system to ensure continued USAF data base integration, and training for RFID replacement. The Contractor will conduct all actions required to ensure that the service remain functional during the period of performance.
1.3.4 Certifications and Security
1.3.4.1: The Contractor shall possess an active Authority to Operate on the Air Force Network, certified up to IL6 and the system shall adhere to industry standards of security protocols and procedures.
1.3.5 Accounts usage and Training
The Contractor shall provide login information for fifteen (15) standard user accounts and training for a “Train the Trainer” program. The accounts should be able to be generic or tied to an Email Org-box. The information used to train the trainer will be given to the 741 MXS for the purpose of continuity. These accounts will be accessible from as the services must be web based. Service updates resulting in a system outage lasting more than 15 minutes must be conducted between the hours of 11:00 pm MST Saturday and 3:00 am MST on Sunday within that 4-hour window. Any outage lasting longer than 4 hours will be reported to the Contracting Officer.
1.4 GENERAL REQUIREMENTS
1.4.1 Emergency Rights of the Government
The Government reserves the right to perform or supplement performance of mission critical contract functions with Government personnel during periods of disaster, war, or emergency.
The Contractor shall not be due payment for any functions not performed by the Contractor. The Contracting Officer (CO) may enact this right through written notification to the contractor which shall state, at the minimum, the contract functions to be performed by Government personnel, the period of performance, and the applicable contract line items, to include the extent they may be affected.
2. SERVICE SUMMARY (SS)
2.1 SUMMARY OF REQUIRED SERVICES.
The RFID system shall provide real-time updates for inventory tracking within designated equipment areas at Malmstrom AFB. It should include capabilities for passive RFID technology and sensors to report inventory levels accurately and promptly. Additionally, the system must integrate with USAF databases such as IMDS to ensure seamless data exchange and compliance with USAF standards. Furthermore, the system must provide technicians with a live view of their checked-out inventory of equipment, enabling efficient management and tracking of equipment usage.
2.1.1 Initial Placement
The Contractor shall provide the Government representative and Big Sky Spark all required login information and an operational system within 30 days of the contracts first payment being made.
2.1.2 Replacement of System
If there are changes to the web portal, changes in login information by the Contractor, or requests from the designated representative for a login reset, the Contractor will notify or assist within 1 hour.
2.1.3 Required Documentation
The Contractor shall provide all documentation for system utilization to the Big Sky Spark Cell.
2.1.4 Locations Include
The main Inventory node will be located within the Vehicle and Equipment Section (Building 1437), and the RFID tagged equipment will travel to 150 Launch Facilities (LFs) and 15 Missile Alert Facilities (MAF) which are located within a 160-mile radius of Great Falls, MT.
2.1.5 Privacy Act
Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
2.1.6 Base Passes/Contractor Badge
Base Access: The contractor shall acquire all necessary base passes for contractor personnel.
The contractor is required to provide identification badges to their employees. All contractor personnel will wear these badges while on duty on the Government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc., are to be mutually agreed upon by the contractor and Government.
Force Protection: Contractor personnel are required to abide by all real-world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
3.1 GOVERNMENT FURNISHED FACILITIES/EQUIPMENT
There are no requirements to provide the Contractor any equipment or facilities.
4. GENERAL INFORMATION
4.1 INSPECTION
4.1.1 Inspection of Services
The Government has the right to inspect all services identified within by the contract (SDS and Non-SDS items), to the extent practicable at all times and places during the term of the contract.
4.1.2 Contractor Discrepancy Report (CDR)
When the Contractor fails to meet contract performance requirements, the 341st Contracting Squadron may prepare a CDR. This report is forwarded to the CO for review, and subsequently processed through the Contractor for action/explanation before being returned to the CO. Upon receipt, the CO will review the response and determine whether to accept the Contractor's position, determine corrective action (reduction in the monthly payment due to unacceptable performance, cure notice, show cause, etc.), or take other appropriate contractual action. The Government reserves the right to make a partial payment for services performed prior to receipt and evaluation of the Contractor's response to a CDR.
5. APPENDICES
The government will make all publications, forms, references, and report formats listed available. Publications can be accessed on-line at http://www.e-publishing.af.mil/. Supplements or amendments to listed publication from any organizational level may be issued during the life of the contract. The Contractor shall immediately implement those changes in publications, which result in a decrease, or no change in the contract price. Prior to implementing any such revision, supplement, or amendment that will result in an increase in contract price, the Contractor shall submit to the CO a revised quote and obtain prior approval.
