Regarding this clause, is the government's intent to either discourage or prohibit a Firm who is proposing as a Prime Contractor from also being a Subcontractor on another team? If not, will team scoring be negatively affected if a Firm proposing as a prime is also included as a sub consultant on a different team?
| A Firm can be a Prime Contractor, and a subcontractor on another team for the AE MAC IDIQ contract with no negative scoring. However, at the Task Order level, if a firm wants to submit a proposal as a Prime Contractor, then they can not submit as a Subcontractor on the same Task order. Regarding the NAICS Code is it the governments intent to preclude an architectural led team as a Prime Contractor on this solicitation? If architectural led teams are permitted and are considered small businesses, would they be required to fall under the Engineering small business size of $16,500,000 or the architectural small business size of $7,500,000?
| It is not the government's intent to preclude an architectural led team as a prime contractor on this solicitation. The primary North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services and has been historically utilized in Malmstrom AFB requirements for Architecture and Engineering services. The PSC code utilized in this requirement is C219 which is specific to Architecture and Engineering. The government will be validating all firms are registered under the appropriate NAICS code upon receipt of proposals. | 1 |

And A_AE MAC RFQ – Item 5.5 Past Performance. “Within the past three (3) years shall mean from the date of package submission to three (3) years prior.” And “The term “substantially complete” shall mean a fully designed project with construction of the facility/project more than 80% complete.”
Regarding the above sections can the government clarify the allowed time frames? First does “accomplished” refer to design or to construction? Second many times on our past projects with the DoD there is an extended period of time between when design is complete and projects are constructed. Is the government’s preference to show substantially completed construction projects or substantially completed design projects? Since the Construction schedules are out of the control of the designer and sometimes delayed or cancelled, the 3-year limit is quite restrictive. Is the government willing to extend the time period from 3 years to 5 years?
| Item 5.3 (B): Accomplished does refer to construction of the facility/project and the government is willing to extend the time period from 3 years to 5 years. Therefore, this section will be changed to read "Submit up to five (5) relevant projects, accomplished within the past five (5) years that best demonstrate your relevant experience to the solicitation requirements." Item 5.5: The government is willing to extend the time period from 3 to 5 years. Therefore, this section will be changed to read "Within the past five (5) years" shall mean from date of package submission to five (5) years prior." | 1 |

Can the government clarify if a Prime Contractor who does not have an office within the 4 hour requirement, but does have a subcontractor with an office within the 4 hour area would still earn the 10 points in this section?
Also, can a definition for the term “satellite office” be provided? Does that office need to be established at the time of submission of this RFQ?
| The subcontractor's office can be used for this rating. Therefore, this section will be changed to -"Firms (Prime and/or Subcontractor) with satellite offices, and geographically separated offices may meet this requirement. Definition of Satellite Office is: A leased out office space, address required on the submission for verification. The office does need to be established at the time of submission of this RFQ to receive full points. | 1 |

3.1 Technical Acceptability. In accordance with the Brooks Act, and FAR 16.500(d), Malmstrom AFB will select firms for task order award selection using lowest price technically acceptable as the procedures set forth in FAR 16.505 (b)

Is it the government’s intention to have each task order open to competition among all 8-firms or will several firms be short-listed and the task order only offered amongst the short-list? Additionally, will task order selection be awarded based on lowest price technically acceptable for each instance?
| The government's intention is to have each task order open to competition among all selected AE MAC IDIQ firms (unless it is a small business set aside, as stated in 1.1). -4 Hours is measured by using the free online web mapping service, www.google.com inputting driving directions criteria from the firm's physical address to Malmstrom AFB, MT 59402 -Firms with satellite offices, and geographically separated offices may meet this requirement.
Will the government accept sub consultant offices within the 4-hour driving radius as geographically acceptable to achieve the 10 points?

This is contrary to how USACE, NAVFAC and AFCEC have awarded AE task orders, which has been based on qualifications and then negotiated, per the Brooks Act. LPTA has been used to award construction task orders, have typically not been used for AE task order awards. The Brooks Act (Public Law 92-582, 40 U.S.C. 541 et seq.), which was enacted on October 18, 1972, establishes the procurement process by which architects and engineers (A/Es) are selected for design contracts with federal design and construction agencies. The Brooks Act establishes a qualifications-based selection process, know as "QBS," in which contracts for A/Es are negotiated on the basis of demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. Under Brooks Act procurement procedures, price quotations are not a consideration in the selection process. | The AE MAC IDIQ contracts will be awarded based on Brooks Act procurement procedures. Please clarify how the task orders will be competed/awarded.

I noticed that the government issued a solicitation for the A-E MAC program under FA462622R0001, which will consolidate several individual IDIQs for Malmstrom AFB. I wanted to ask if the services under the said A-E contracts will be part of the program?

With the following three solicitation statements, “Within the past three (3) years’ shall mean from date of package submission to three (3) years prior,” and “Past performance relates to how well a firm has performed on substantially completed projects, within the past three (3) years,” and “The term ‘substantially complete’ shall mean a fully designed project with construction of the facility/project more than 80% complete.” Nearly all of our design projects completed within the past three (3) years have not been built yet, and we have no control over the timeline for the construction, which is oftentimes dictated by funding availability. Are design projects that have not yet been constructed eligible for consideration? If designs with 80%+ completed construction projects are desired, can the eligible years be extended to the past five or ten years, which allows for design and construction to occur? Is the government looking for balanced workload for a set period of time, capacity to handle surges in workload, or something else?
