Malmstrom AFB AE MAC Statement of Work

Architecture and Engineering Services Solicitation Number FA462622R0001

GENERAL:

Malmstrom Air Force Base (MAFB) intends to select multiple firms for Architect and Engineer (AE) services. Task orders issued under the contract will be performed primarily at or near MAFB located in Great Falls, MT 59402, to include MAFB and MAFB missile field, Montana Air National Guard (MANG), and other locations as needed throughout the state of Montana.

Contract Structure:

The contract is being procured in accordance with the Title 40, United State Code (USC) Chapter 11, Selection of Architect and Engineers (Public Law 92-582) as implemented in FAR Subpart 36.6 Architect-Engineer Services. The government seeks the most highly qualified firms to perform the required services, based on the demonstrated qualifications, competence, and experience, in accordance with the evaluation criteria.

Work under this contract will be subject to satisfactory negotiation with selected individual firm’s agreed to rates. All interested AE firms are cautioned to review the restrictions of FAR Part 9.5 Organizational and Consultant Conflicts of Interest, and all large AE firms are reminded that in accordance with the provisions of PL 95-507, they will be expected to place subcontracts with small and disadvantaged businesses to the maximum extent practicable consistent with the efficient performance of the contract. A large business awardee must comply with FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan for that part of the work to be subcontracted, and will be required to submit a detailed subcontracting plan during contract negotiations. The government will prepare an estimate for each contract task order using the negotiated contract rates for each ordering period and negotiate the requirements to perform the particular project. Each task order will have a project specific period of performance. The task orders issued under the awarded contracts will be competed in accordance with Fair Opportunity, FAR 16.505 (b)(1) Orders under multiple-award contracts - (1) Fair opportunity.

PURPOSE:

The work under this contract shall consist of architectural or engineering services, as defined by applicable state law, in which the Montana state law requires the work be performed or approved by registered architects or engineers or other professional services which members of the architectural and engineering professions or their employees may logically or justifiably perform. All final design documents must be signed by a Professional Architect registered with the state of Montana and/or a Professional Engineer registered with the state of Montana.

Tasks include but are not limited to studies, investigations, surveying and mapping, soils engineering, evaluations, consultations, comprehensive planning, program management, conceptual designs, presentations and coordination with senior MAFB management and other federal agencies, full design plans and specifications, and value engineering. Tasks will also include construction phase services including, but not limited to, preparation of operation and maintenance manuals, site visits, shop drawing reviews, technical assistance, on-site representation, and commissioning/start-up/fit-up design support.

Designs will be new construction, alterations, renovations, maintenance and repair, minor construction projects, mechanical, electrical, plumbing, fire suppression systems upgrades, and replacement. Designs will follow and adhere to all current Unified Facility Criteria (UFC), Air Force Instruction (AFI), and current building and safety codes.

Work products will consist of, but are not limited to, site investigations, analysis, planning, master planning, programming, surveys, and the preparation of reports, studies, design criteria, design build requests for proposal, designs, specifications, cost estimates, Leadership in Energy and Environmental Design (LEED) documentation, Building Information Modeling (BIM), the preparation of reports, studies, asset management survey, assessments and facilities condition index reports, and other general AE services for multi-disciplined projects. The list below is a detailed list of items that may be included in facility projects, but not limited to this list.

Planning Services: AE shall provide support services including but not be limited to:

Planning support will include services to develop base planning actions. AE shall provide planning support services including but not be limited to installation/area development plans, component plans, and planning charrettes. All aspects of community planning shall be considered. In order to best support an installations’ current and future mission and to make the most effective use of limited resources, military installations need to have detailed yet flexible plans in place to guide consolidation efforts, development plans, stationing actions, and other real property activities. Planning support must incorporate the planning products of the existing installation development plan, including the vision, goals, and objectives established as part of the Vision Plan;

key transportation, land use concepts, and development patterns used in establishing the Framework Plan; and an understanding of the larger networks that connect an installation described in Network Plans. The effects of planning actions on surrounding districts, networks, missions, component plans, and installation goals and objectives must be considered. Planning actions or other findings affecting planning districts or Components Plans outside the subject area must be identified and adequately discussed to be efficiently addressed in future plan updates.

Project Construction Phase Services (Type C): AE shall provide support services including but not limited to:

Task Order projects may be non-complex performance oriented tasks requiring minimal design, or they may be complex construction requiring design development for design-bid-build construction, or a combination thereof. Projects will vary in size, scope, and complexity.

Design Phase and Deliverables Design phase deliverables are tailored around the stages and phases of a typical design/construction development process. Specific design development phase requirements will be defined in each task order by MAFB depending on the project complexity. Design deliverables will follow MAFB design standards format. All drawings will be AutoCAD release 2020 generated and word processing will be Microsoft Word 2016 and spreadsheets in Excel office 2016. The Government will periodically update the software and version requirements. Text font shall be Times New Roman size 12. Provide word documents and Adobe Acrobat PDF files for every section of the specifications. AE is required to utilize AIA CAD-layering guidelines. Provide AutoCAD PCP or CTB file for drawings. (This file should contain pen assignments for width, color, and number of each pen used in the plotting of drawings), along with the scale each drawing is to be plotted out at. Use only standard AutoCAD fonts for drawings. Final drawings will be put on CD and then plotted from the CD using AutoCAD. Detailed instructions will be provided by the government along with specific submittal requirements.

Basis of Design Phase (Type A):

This phase involves the development of design alternatives and concepts for all line items which shall be presented in the form of a Basis of Design (BOD) narrative. The Basis of Design phase shall consist of two milestone deliverables (Design Alternatives Submittal and 35% Concept Development Submittal). In this phase, the Design Consultant is expected to spend considerable time collaborating with the end users/MAFB, the Contracting Officer Representative (COR), and designated Facilities Engineers or Specialists to understand and clarify the project objectives, define the requirements, and to ensure all aspects of design can be addressed.

The BOD documents are intended to be a standalone documents that will be supplemented, by background design information, sketches, applicable cut sheets, renderings, calculations, analytical models, and any material the AE Design Consultant deems necessary to illustrate and support the proposed concepts and ideas.

Design Alternatives Submittal:

The Design Alternatives Submittal is expected to outline global conceptual design alternatives, each with a listing of overall design parameters and assumptions, calculation summaries, descriptions of proposed material, strategies and options considered, and a list the Design Consultant’s issues or concerns that may, in the Design Consultant’s view, impact safety during construction and/or normal operations, or the quality, and cost execution efficiency outcomes of the project.

In addition, the Design Alternatives Submittal shall highlight the site conditions and provide a list of any unique requirements for the project that MAFB will have to investigate and/or provide.

The Design Consultant shall allow a period of a minimum of 10 working days (more for larger, complex projects) for MAFB to review and comment on the BOD, and shall not proceed to the next phase until receipt of MAFB’s approval on proposed scope and design strategy. The Design Consultant is expected to incorporate the selected alternatives to only include the agreed upon strategy and outcome in the 35% Concept Development Submittal.

35% Concept Development Submittal:

To prepare for this submittal, the Design Consultant is expected to have reviewed the project requirements against available as-built documents and field conditions, and is able to address such issues as space constraints and/or suitability to accommodate MAFB’s requirements, environmental controls, power and utility sources and capacities, and any new requirements that need building modifications in order to support the stated scope.

Typically, this submittal will include a preliminary cost estimate(s), concept calculations, preliminary concept drawings, narrative reports, and sketches, list of specification sections, cut sheets and other forms of literature sufficient to communicate design intent.

In this deliverable, the Design Consultant is expected to have finalized and captured the material selected from the Design Alternatives Submittal into a preliminary form of traditional construction concept documents comprised of conceptual floor plans, equipment schedules, preliminary installation details, and project specifications by discipline for MAFB’s review and comments.

Construction Documents (CD) Phase (Type B):

Upon approval of the BOD, The Design Consultant shall proceed to the next phase by producing the project’s construction documents for submittal to the MAFB COR. The construction document phase shall consist of three milestone deliverables (65% & 95% Design, and Design Complete (IFB Documents)), each concluding with a design presentation submitted to MAFB for review and comments. The Design Consultant shall allow a period of a minimum of 10 working days (more for larger, complex projects) for MAFB’s review and comments and shall not proceed to the next phase or perform any additional design activities until receipt of MAFB’s approval and instructions to proceed to the next phase.

The sequential submittals shall demonstrate progression towards achieving the final biddable and construction worthy documents.

65% and 95% Design Submittals:

In each of these two submittals, the Design Consultant is expected to have reviewed and, where applicable, incorporated MAFB’s comments, reviewed and analyzed new, revised or updated literature, and assessed and incorporated any changes deemed necessary to carry on the design effort towards completion.

The 65% and 95% design submittals shall each consist of progress design drawings showing layout and necessary architectural, structural, mechanical, and electrical improvements, and material schedules and construction details and specifications.

The 95% design submittal shall essentially represent the complete construction document and the submittal shall also include a complete and updated construction cost estimate(s), copies of design calculation sheets, and edited specifications. The Quality of the 95% submittal shall be such that the Government can utilize the submitted documents to initiate procurement of construction contracts.

At this stage of the design, and at the IFB, the Principal engineer or Senior Architect shall ensure all design disciplines are coordinated and synchronized to provide a holistic and well-coordinated design and to ensure seamless construction. The AE is responsible for the accuracy and content of plans and specifications. Government review does not relieve the AE from the responsibility of conducting thorough in-house reviews prior to submitting to the Government. The names of each reviewer along with the particular areas reviewed will be submitted by separate letter entitled Certification of Quality Control. The letter will also address the total number of hours spent by these individuals in the review process

The COR may, at his/her discretion, invite a third-party firm for coordination purposes, to review the design and/or to participate in reviewing and providing input on the Design Consultant’s work.

Design Completion – Issued for Bid Document (IFB):

In this submittal, the Design Consultant shall incorporate MAFB’s comments from the previous reviews and further develop the construction documents such that they are complete and ready to be released to solicit contractor bids and start construction.

This submittal shall consist of complete and updated design drawings of building layout, plans and details of building and utility improvements, specifications booklet, cost estimate(s) and narrative Statement of Work (SOW).

At this stage of the design, again the Principal engineer or Senior Architect shall ensure all design disciplines are coordinated and synchronized to provide a holistic and well-coordinated design and to ensure seamless construction. The AE is responsible for the accuracy and content of plans and specifications. Government review does not relieve the AE from the responsibility of conducting thorough in-house reviews prior to submitting to the Government. The letter will also address the total number of hours spent by these individuals in the review process.

Contractor Manpower Reporting - The Contractor (A/E) shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.

On Ramp Procedures - The Government reserves the right to re-open competition at any time during the term of the contract. In the event an on-ramp is used, the Government will advertise the re-opening of the competition on Sam.gov, and awardees shall meet the criteria established in the initial synopsis. The evaluation and selection of awardees for any on-ramp will be exactly the same as the evaluation and award criteria used for the AE initial basic contract awards. The anticipated number of awards will be announced in the re-opening announcement posted to Sam.gov. Successful on-ramp awardees will compete with any existing or remaining contractors for all future TOs. Any additions due to on-ramps will not impact the AE ceiling. The ordering period for new awardees will not exceed the overall maximum term of the original IDIQ contract, including options (i.e., will not extend past the dates established at initial award). The Government will not consider unsolicited requests for addition.

Task Order Execution

a. All Task Orders will be executed in accordance with FAR 36.606, Negotiations, as follows: (1) The Government identifies a firm that most closely meets the needs of the required work to be performed based on the qualifications, specialized experience and technical competence; (2) The Government may take into consideration, but all inclusive of, other factors such as capacity, past performance, location of the firm; and (3) This determination is sent to the Contracting Officer, along with the required documents, for task order solicitation.

b. Request for Proposal. As each project is identified for execution under this contract, the A&E will be notified through an Fair Opportunity Proposal Request (FOPR) with all of required documents to respond to the solicitation. Each FOPR will include a SOW and, if necessary, attachments, which may include drawings, reports, and other, related information.

c. Task Order SOW. FOPRs under this contract will include a site or project specific SOW. The individual task orders will provide the A&E the location, description of work, and performance schedule. Additional specific requirements will be identified with the FOPR and the related site specific SOW.

d. Firm’s Response to FOPR. The contractor is required to respond to the FOPR within the time period stated on the FOPR or communicate to the Contracting Officer why they cannot meet the time specified in the FOPR and request a time extension to the FOPR.

The firm shall respond with the documents stated in the FOPR. Documents will include a technical proposal, hourly fees for each discipline, to be in compliance with the statutory fee limitation, if applicable, and any other timely documentation requested in the FOPR.

e. Negotiation. The Contracting Officer may negotiate with the firm on the discipline mixture, hourly fees, work to be performed, and any other factor determined necessary by the Contracting Officer.

f. Proposal Evaluation. The Government will evaluate the firm’s proposal and will determine if the firm’s proposal is acceptable, based on the criteria in the FOPR, and the price fair and reasonable. The Government may elect to award to the firm once funds are available.

g. If the Government determines that the firm is not acceptable and/or a fair and reasonable price cannot be negotiated, the Government may elect to terminate the negotiation and select another firm within the pool under this program and repeat the same process with the newly identified firm.

h. The AE shall be required to commence work, when the task order is issued, upon completion of design kick off meeting. The A&E shall execute the work, and complete the entire project not later than the completion time specified in the task order. Before execution, the A&E must ensure that all project related permits are available.

i. As required under the task order, the A&E must receive approval from the CO on all site specific plans (i.e., Health and Safety Plan (HASP), Work Plans, etc.) prior to initiating any on-site activity.

j. The A&E will be notified of the authorized Point of Contact for each task order at award of that task order.

k. As attachments to the SOW the Government will provide, as necessary, applicable project background information.

l. Notifications. The A&E is reminded that neither they nor any of their sub-contractors are to accept direction or to proceed with any activity outside of the scope of any particular task order without written authority. Any discrepancy in interpretation of the SOW for that task order shall be brought to the attention of the CO for resolution. In the event of conflict, the issue will be decided by the CO. Upon completion of a task order, the A&E shall notify the CO.

m. Task orders may cover the entire range of general A&E services.

Contract Administration - This contract does allow for decentralized ordering. The Contracting Officer may allow another agency, outside Malmstrom AFB, to place an order. The administration of each contract, and award of all task orders will be the responsibility of the office/agency that executes the award of the task order and will maintain contracting authority from inception through closeout. Award and administration of task orders thereto will be conducted in accordance with FAR Part 36.6 and DFARS Part 236.6.

Base Access/AT - While on MAFB property, including MAFB Missile Field sites, during the performance of work under this contract, all personnel are required to abide by all real world FPCON measures, RAMs, shelter-in-place, evacuations, lock-down notices as directed (i.e. mandatory badge / ID check, hand carried items will be searched, etc.).
