| QUESTIONS AND ANSWERS | ||
| QUESTIONS | ANSWERS | |
| 1 | A_AE MAC RFQ - Item 1.3 Task Orders. "However, please note, that if a Firm is submitting a proposal on a task order as a Prime, then the Firm cannot submit a proposal on the same task order as a subcontractor." |
Regarding this clause, is the government's intent to either discourage or prohibit a Firm who is proposing as a Prime Contractor from also being a Subcontractor on another team? If not, will team scoring be negatively affected if a Firm proposing as a prime is also included as a sub consultant on a different team?
| A Firm can be a Prime Contractor, and a subcontractor on another team for the AE MAC IDIQ contract with no negative scoring. However, at the Task Order level, if a firm wants to submit a proposal as a Prime Contractor, then they can not submit as a Subcontractor on the same Task order. | ||
| 2 | Can a Firm submit a SF330 as the prime and also be on another team or multiple teams as a sub? | A Firm can be a Prime Contractor, and a subcontractor on another team or multiple teams for the AE MAC IDIQ contract. However, at the Task Order level, if a firm wants to submit a proposal as a Prime Contractor, then they can not submit as a Subcontractor on the same Task order. |
| 3 | A_AE MAC RFQ - Item 1.4 North American Industry Classification. The primary North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services. |
Regarding the NAICS Code is it the governments intent to preclude an architectural led team as a Prime Contractor on this solicitation? If architectural led teams are permitted and are considered small businesses, would they be required to fall under the Engineering small business size of $16,500,000 or the architectural small business size of $7,500,000?
| It is not the government's intent to preclude an architectural led team as a prime contractor on this solicitation. The primary North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services and has been historically utilized in Malmstrom AFB requirements for Architecture and Engineering services. The PSC code utilized in this requirement is C219 which is specific to Architecture and Engineering. The government will be validating all firms are registered under the appropriate NAICS code upon receipt of proposals. | |
| 4 | A_AE MAC RFQ – Item 5.3 (B) Submission Requirements. “Submit up to five (5) relevant projects, accomplished within the past three (3) years that best demonstrate…” |
And A_AE MAC RFQ – Item 5.5 Past Performance. “Within the past three (3) years shall mean from the date of package submission to three (3) years prior.” And “The term “substantially complete” shall mean a fully designed project with construction of the facility/project more than 80% complete.”
Regarding the above sections can the government clarify the allowed time frames? First does “accomplished” refer to design or to construction? Second many times on our past projects with the DoD there is an extended period of time between when design is complete and projects are constructed. Is the government’s preference to show substantially completed construction projects or substantially completed design projects? Since the Construction schedules are out of the control of the designer and sometimes delayed or cancelled, the 3-year limit is quite restrictive. Is the government willing to extend the time period from 3 years to 5 years?
| Item 5.3 (B): Accomplished does refer to construction of the facility/project and the government is willing to extend the time period from 3 years to 5 years. Therefore, this section will be changed to read "Submit up to five (5) relevant projects, accomplished within the past five (5) years that best demonstrate your relevant experience to the solicitation requirements." Item 5.5: The government is willing to extend the time period from 3 to 5 years. Therefore, this section will be changed to read "Within the past five (5) years" shall mean from date of package submission to five (5) years prior." | |
| 5 | A_AE MAC RFQ – Item 5.6 Location. “Firms with satellite offices, and geographically separated offices may meet this requirement.” |
Can the government clarify if a Prime Contractor who does not have an office within the 4 hour requirement, but does have a subcontractor with an office within the 4 hour area would still earn the 10 points in this section?
Also, can a definition for the term “satellite office” be provided? Does that office need to be established at the time of submission of this RFQ?
| The subcontractor's office can be used for this rating. Therefore, this section will be changed to -"Firms (Prime and/or Subcontractor) with satellite offices, and geographically separated offices may meet this requirement. Definition of Satellite Office is: A leased out office space, address required on the submission for verification. The office does need to be established at the time of submission of this RFQ to receive full points. | |
| 6 | A_AE MAC RFQ - 3. Selection for task order competition |
3.1 Technical Acceptability. In accordance with the Brooks Act, and FAR 16.500(d), Malmstrom AFB will select firms for task order award selection using lowest price technically acceptable as the procedures set forth in FAR 16.505 (b)
3.2 Fair Opportunity. The contracting officer will ensure fair opportunity is given to all IDIQ holders by notifying all IDIQ holders of a new task order requirements through a fair opportunity proposal request"
Is it the government’s intention to have each task order open to competition among all 8-firms or will several firms be short-listed and the task order only offered amongst the short-list? Additionally, will task order selection be awarded based on lowest price technically acceptable for each instance?
| The government's intention is to have each task order open to competition among all selected AE MAC IDIQ firms (unless it is a small business set aside, as stated in 1.1). The final task order selection will be awarded based on lowest price technically acceptable for each instance. | |
| 7 | In reading through the subject solicitation, we had a question regarding the paragraph 5.6. Location in the general geographical area of Malmstrom AFB (within 4 hours drive from Malmstrom AFB MT). |
A.Definitions:
-4 Hours is measured by using the free online web mapping service, www.google.com inputting driving directions criteria from the firm's physical address to Malmstrom AFB, MT 59402 -Firms with satellite offices, and geographically separated offices may meet this requirement.
Will the government accept sub consultant offices within the 4-hour driving radius as geographically acceptable to achieve the 10 points?
| The subcontractor's/sub consultant office can be used for this rating. Therefore, this section will be changed to -"Firms (Prime and/or Subcontractor) with satellite offices, and geographically separated offices may meet this requirement. | ||
| 8 | (Submission Requirements): Please clarify that this is a physical submission (1 original, 3 copies, and 1 CD) rather than an electronic submission (email, DoD Safe, etc.). | This is a physical submission. |
| 9 | (This is Not a Request for Proposal): If this is a physical submission (1 original, 3 copies, and 1 CD) rather than an electronic submission (email, DoD Safe, etc.), we request that an extension be given to the submission deadline to prepare for this submission format. | This is a physical submission and no extension will be granted at this time. |
| 10 | (Submission requirements): Please clarify page count and page count exceptions because Part 1 includes parts A-H of the SF330 Part I but the solicitation section 7. Submission Requirements states "All pages submitted will be considered as part of the page count with the exceptions of cover letter (limited to 1 page), Part I, Part II, JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms, and past performance submissions." | Items not included within page restriction counts are as follows: Cover letter (limited to 1 page), Part I Section H, Part II Section G/JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms. |
| 11 | (5.2 Professional qualifications necessary for satisfactory performance of required services): Please clarify if 20 disciplines means 20 different disciplines with as many individual resumes within the page limit or if 20 different disciplines means 20 individual resumes. | 20 different disciplines means 20 individual resumes. |
| 12 | (5.3 Specialized experience and technical competence in the type of work required, and 5.5 Past Performance on Contract) Paragraph 5.5 requests projects that are both "within in the last 3 years" and "substantially complete" and then at the end requires that the Past Performance Questionnaires are the same as teh projects included in response to Paragraph 5.3. However Paragraph 5.3 has only requires projects that have been "accomplished within the last 3 years" with no requirement for substantial completion. 1) Do Projects provided to respond to Paragraph 5.3 have to also be "substantially" complete? 2) Can Projects and Past Performance Questionnaires be provided to respond to 5.5 where the design has been "accomplished within the last three years" without having construction be "substantially complete". 3) Must the responses to paragraph 5.5 be restricted to only those provided in response to paragraph 5.3? | 1) Projects provided in response to 5.3 must also be "substantially" complete. 2) Projects and PPQs in response to 5.5 must have construction that is "substantially" complete. 3) Responses to Paragraph 5.5 does not need to be restricted to only those provided in response to paragraph 5.3. |
| 13 | (Section 3.1) Respectfully request clarification on Paragraph 3.1 which seems to indicate that AE task orders would be selected based on LPTA? This is contrary to how USACE, NAVFAC and AFCEC have awarded AE task orders, which has been based on qualifications and then negotiated, per the Brooks Act. LPTA has been used to award construction task orders, have typically not been used for AE task order awards. The Brooks Act (Public Law 92-582, 40 U.S.C. 541 et seq.), which was enacted on October 18, 1972, establishes the procurement process by which architects and engineers (A/Es) are selected for design contracts with federal design and construction agencies. The Brooks Act establishes a qualifications-based selection process, know as "QBS," in which contracts for A/Es are negotiated on the basis of demonstrated competence and qualification for the type of professional services required at a fair and reasonable price. Under Brooks Act procurement procedures, price quotations are not a consideration in the selection process. | The AE MAC IDIQ contracts will be awarded based on Brooks Act procurement procedures. This will give the government a pool of the most highly qualified, multi-disciplinary Firms, who will then compete for task orders with "lowest price technically acceptable" as the selection factor. |
| 14 | After reviewing the solicitation, can you please provide an exact list of the “key personnel resumes/disciplines” that are required for this submission? | Key personnel/disciplines are: Mechanical/Electrical, Civil/Structural, Architectural, Fire Protection, and Environmental as stated in RFQ section 5.1(2) |
| 15 | (1.3 Task Orders): The RFQ states that the task orders will be awarded on “lowest price technically acceptable” basis. The Statement of Work (page 9) states: “All Task Orders will be executed in accordance with FAR 36.606, Negotiations, as follows: (1) The Government identifies a firm that most closely meets the needs of the required work to be performed based on the qualifications, specialized experience and technical competence; (2) The Government may take into consideration, but all inclusive of, other factors such as capacity, past performance, location of the firm; and (3) This determination is sent to the Contracting Officer, along with the required documents, for task order solicitation.” |
Please clarify how the task orders will be competed/awarded.
| The task orders will be awarded on a "lowest price technically acceptable bases" as all AE MAC IDIQ firms will be multi-disciplinary firms that can execute the task orders. The SOW will be corrected to reflect this. | |
| 16 | (5. IDIQ Selection Criteria 5.1, (2) – Notes “specialized experience, technical competence in the area of Fire/Civil/Mech/Elec.” 5.2, (A) – Notes “All technical disciplines listed in Attachment 1 of this advertisement shall be represented in order to obtain the most favorable rating.”): |
Assuming the Statement of Work is Attachment 1, we are not seeing a specific list of disciplines. Please clarify which disciplines will be evaluated as part of the selection criteria.
| Key personnel/disciplines are: Mechanical/Electrical, Civil/Structural, Architectural, Fire Protection, and Environmental as stated in RFQ section 5.1(2) | |
| 17 | (5. IDIQ Selection Criteria, 5.5, (D) Past Performance/Basis of Evaluation): |
This section request PPQs. However, it further states: “Evaluating past performance may include information provided by the firm…..”. Please clarify if the contractor should provide additional information such as CPARS? If so, where should this information be included?
| The Government will pull any CPARs. The submission package and PPQs are the items requested for evaluation by the firm. | |
| 18 | (7. Submission Requirements): |
This section states: “Submit the attached past performance questionnaire (PPQ) filled out by the client. As an alternative to the prescribed PPQ form, information previously completed by a client may be submitted as long as the information contained is substantially the same information in the attached PPQ form. Past performance submissions shall be submitted under a separate tab labeled “Past Performance”. Include DUNS number for prime firm or JV partners in Part I.”
Please confirm that CPARS evaluations and/or previous PPQs will be accepted in lieu of a new PPQ?
It should further be noted, that based upon our experience the AF will not fill out PPQs.
| The government will pull CPARS, the PPQs need to be sent directly to the Contracting office as noted in 5.5 (b). Section 7 will be corrected to reflect this. | |
| 19 | (7. Submission Requirements): |
Tab E and Tab H are duplicative. Please clarify if the same information is to be included in both Tabs.
| Tab H has been removed. | |
| 20 | (7. Submission Requirements): |
This section states:
“Responses shall not exceed 50 pages single-sided print or 25 pages double-sided print.”
and “All pages submitted will be considered as part of the page count with the exceptions of cover letter (limited to 1 page), Part I, Part II, JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms, and past performance submissions.”
Please clarify page count. The above states Part I is not included in page count. Part I includes Sections A through H. Section H is Additional Information. Typically, a page limitation is applied to Section H.
| Items not included within page restriction counts are as follows: Cover letter (limited to 1 page), Part I Section H, Part II Section G/JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms. | |
| 21 | (7. Submission Requirements): This section states: “Please Submit one (1) original and four (3) copies……” |
Please clarify whether we should submit three or four copies.
| Firms will need to submit one (1) original and three (3) copies, and one (1) electronic copy on a CD/DVD. | |
| 22 | (7. Submission Requirements): |
This section specifies hard copies are required.
Given that many firms are still work under “work from home” protocol, would you reconsider electronic submittals.
| Only physical submittals will be accepted. | |
| 23 | (7. Submission Requirements): |
Please Submit one (1) original and four (3) copies, and one (1) electronic copy on a CD/DVD… Given that many firms are still work under “work from home” protocol, would you reconsider electronic signature on the original copy?
| Firms will need to submit one (1) original and three (3) copies, and one (1) electronic copy on a CD/DVD. | |
| 24 | (8. This Is Not A Request for Proposal): |
Inquires are being accepted until March 3, 2022.
Will the government consider extending the deadline to the response due date to allow at least 3 additional weeks after all questions are answered?
Responses to our questions may significantly impact our response to this solicitation, particularly as they pertain to key disciplines and PPQs.
| At this time an extension is not being considered. | |
| 25 | I have an inquiry regarding A-E Contracts FA462618D0002 and FA462619DA002. |
I noticed that the government issued a solicitation for the A-E MAC program under FA462622R0001, which will consolidate several individual IDIQs for Malmstrom AFB. I wanted to ask if the services under the said A-E contracts will be part of the program?
| These Current IDIQ contracts will not be a part of the AE MAC program. | ||
| 26 | Please clarify the criteria for an eligible project. With the following three solicitation statements, “Within the past three (3) years’ shall mean from date of package submission to three (3) years prior,” and “Past performance relates to how well a firm has performed on substantially completed projects, within the past three (3) years,” and “The term ‘substantially complete’ shall mean a fully designed project with construction of the facility/project more than 80% complete.” Nearly all of our design projects completed within the past three (3) years have not been built yet, and we have no control over the timeline for the construction, which is oftentimes dictated by funding availability. Are design projects that have not yet been constructed eligible for consideration? If designs with 80%+ completed construction projects are desired, can the eligible years be extended to the past five or ten years, which allows for design and construction to occur? Larger design projects typically take longer than three years to get to 80% complete in construction. | The government is willing to extend the time period from 3 years to 5 years. Therefore, this section will be changed to read "Submit up to five (5) relevant projects, accomplished within the past five (5) years that best demonstrate your relevant experience to the solicitation requirements." Item 5.5: The government is willing to extend the time period from 3 to 5 years. Therefore, this section will be changed to read "Within the past five (5) years" shall mean from date of package submission to five (5) years prior." Design projects that have not yet been constructed are not eligible for consideration. |
| 27 | We request an extension of one to two weeks after all questions have been answered, so that we can adequately address the solicitation based on the answers to the questions. With printed copies due on March 9 and questions due March 3, we would not have enough time to ship the proposal while adequately addressing government responses to the questions posed. | At this time an extension is not being considered. |
| 28 | Per solicitation language, “All pages submitted will be considered as part of the page count with the exceptions of cover letter (limited to 1 page), Part I, Part II, JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms, and past performance submissions.” Please clarify that Part I and Part II of this language should be omitted from the list of exceptions to the page count. Part I and Part II are the submission documents | Items not included within page restriction counts are as follows: Cover letter (limited to 1 page), Part I Section H, Part II Section G/JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms. |
| 29 | We would like to confirm that we may use our own SF 330 form as long as the proposal contains the same information and is submitted in Adobe PDF. | The SF 330 Form used must be the one provided, or pulled directly from the GSA website. |
| 30 | Per Section 5.2, A. “All technical disciplines listed in Attachment 1 of this advertisement shall be represented in order to obtain the most favorable rating. Resumes should be submitted for each discipline, principal, project manager, and other support personnel for up to 20 disciplines, that will handle work for the solicited task orders.” Please clarify where in Attachment 1 the technical disciplines are listed. Or is the Malmstrom AFB requesting we propose up to 20 disciplines based on the work described in attachment 1? | Contractor can submit up to 20 disciplines. Key personnel/disciplines are: Mechanical/Electrical, Civil/Structural, Architectural, Fire Protection, and Environmental as stated in RFQ section 5.1(2) |
| 31 | “Identify the firm's past and present workload and convey the understanding of being able to handle several task orders concurrently and within prescribed deadlines/constraints.” |
In RFQ paragraph 5.1(3) on page 5/13 of the RFQ, it is stated for evaluation purposes: “Capacity, staffing, workload. Maximum score of 20 Points.” On what criteria will workload be evaluated? Is the government looking for balanced workload for a set period of time, capacity to handle surges in workload, or something else?
| See RFQ section 5.4 for evaluation factors on "Capacity, staffing, workload." | ||
| 32 | Tabs E and H both list Specialized Experience and Technical Competence. Should Tab H be deleted, and the information provided under Tab E, Section H? | Tab H has been removed. |
| 33 | Can a government-completed CPARS for a project be submitted in lieu of a completed PPQ? | The government will pull CPARs for any government work completed. If private industry or outside Federal work has been completed a PPQ will need to be submitted for that work. |
| 34 | “Completed Past Performance Questionnaires are to be emailed or mailed from the client directly to the Government Contracting Officer and are not to be submitted via the firm.” Also, “As an alternative to the prescribed PPQ form, information previously completed by a client may be submitted as long as the information contained is substantially the same information in the attached PPQ form. Past performance submissions shall be submitted under a separate tab labeled “Past Performance.” These statements are contradictory, can the government please clarify if previously submitted PPQ forms can be submitted with the proposal in lieu of asking previous clients to complete new PPQ forms, and if so, under which tab should they be included? | This has been corrected in Amendment 1. The PPQs will be submitted directly to the Contracting office, and is not a part of the submission package by the Firm(s). |
| 35 | “Please Submit one (1) original and four (3) copies.” Please clarify the number of required copies. | Firms will need to submit one (1) original and three (3) copies, and one (1) electronic copy on a CD/DVD |
| 36 | 5.5 Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. |
The solicitation states that firms shall have questionnaires submitted from the client directly to the government contracting officer and not submitted via the firm.
Would the government accept CPARS in lieu of new questionnaires submitted directly from the client?
| The government will pull CPARs for any government work completed. If private industry or outside Federal work has been completed a PPQ will need to be submitted for that work. | ||
| 37 | The RFQ Paragraph 5.2 Part A says “All technical disciplines listed in Attachment 1 of this advertisement shall be represented in order to obtain the most favorable rating.” Attachment 1 is the Statement of Work and pages 2-5 list a variety of technical disciplines from community planning to seismic design. Are all technical disciplines considered of equal value, or are the technical disciplines considered the major headings such as Architectural, Landscape Design, Sprinkler & Fire protection and so on? | Key personnel/disciplines are: Mechanical/Electrical, Civil/Structural, Architectural, Fire Protection, and Environmental as stated in RFQ section 5.1(2) |
| 38 | The RFQ Paragraph 3 Selection for Task Order Competition states: |
Technical Acceptability. In accordance with the Brooks Act, and FAR 16.500(d), Malmstrom AFB will select firms for task order award selection using lowest price technically acceptable as in the procedures set forth in FAR 16.505 (b).
Section 3.1 appears to be a violation of the Brooks Act and FAR 36.601-3(c). Is it the intent of the government to compete task orders by price?”
| The AE MAC IDIQ contracts will be awarded based on Brooks Act procurement procedures. This will give the government a pool of the most highly qualified, multi-disciplinary Firms, who will then compete for task orders with "lowest price technically acceptable" as the selection factor. | ||
| 39 | The RFQ Paragraph 5.2 Part allows the submission of up to 20 resumes. Should the 20 resumes be in different technical disciplines, or are multiple resumes in the same discipline acceptable (or preferred)? | The 20 resumes should be in different technical disciplines. |
| 40 | Are projects completed by the prime contractor considered more relevant than those projects completed by teaming partners? | All projects included in the submission package hold the same value. |
| 41 | The RFQ Paragraph 7 states “As an alternative to the prescribed PPQ form, information previously completed by a client may be submitted as long as the information contained is substantially the same information in the attached PPQ form.” The standard government CPARS covers the same information as described in Paragraph 5.5 Part B: |
- Project description, Contract amount, Dates, and Client information;
- Providing a dialogue and a resulting rating for the areas of Quality, Professionalism, Cooperativeness, Problems, Adherence to schedule, Cost control, and Customer satisfaction;
- Answer the question - "Would you award this firm another contract?"
Given that the already completed CPARS contain the same information, will final and interim CPARS be acceptable in place of PPQs?
The government will pull CPARs for any government work completed. If private industry or outside Federal work has been completed a PPQ will need to be submitted for that work.
