Malmstrom AFB Architectural and Engineering Services
Indefinite Delivery/Indefinite Quantity Multiple Award Contract Request For Qualifications

1. CONTRACT INFORMATION
1.1. Small Business. This Multiple Award Contract (MAC) is being procured as full and open with a partial 25% small business set aside, in accordance with the Brooks Act (Public Law 92-582; 40 U.S.C.
Chapter 11), as implemented in Federal Acquisition Regulation (FAR) Subpart 36.6, for Architect- Engineer (A-E) services, to be performed for Malmstrom Air Force Base (MAFB), MAFB missile field and Montana Air National Guard (MANG). This is an unrestricted Brooks Act acquisition open to A-E firms of all sizes. A-E firms will be selected for negotiation based on demonstrated competence and qualifications for the required work, as stated herein.
The resultant contract will contain a partial small business set aside in accordance with DFARS 219.502- 2(3) and FAR 19.502-4(a), as 25% will be reserved for this multiple-award procurement. The appropriate NAICS code for this contract is 541330. The small business size standard classification for this contract is $16,500,000. Award is intended to be made to a target of eight (8) businesses in which a minimum of (2) two businesses will be small businesses.
Should at least two small businesses receive a contract award, at the Contracting Officer’s discretion, task orders may be set aside for small businesses in accordance with FAR 16.505(b)(2)(i)(F) for any action below the simplified acquisition threshold. Any small business awarded a contract will be allowed to compete for any task order, including those not set aside for small businesses.
Large businesses will be required to submit a subcontracting plan in accordance with FAR 52.219-9 Small Business Subcontracting Plan along with their rate proposal. The following are the anticipated small business subcontracting goals. These goals apply to all subcontracted dollars and not the total contract value.

Small businesses will be required to comply with FAR 52.219-14, Limitations on Subcontracting.
Firms must state the words (LARGE BUSINESS) or (SMALL BUSINESS) in parentheses after the name of firm in PART I, Section B, Block 5, of the SF 330. If a firm is competing for this contract under a contractor team arrangement as defined in FAR Subpart 9.6, the firm must submit, along with their SF 330, a written agreement identifying the contractor team arrangements and fully disclosing the company relationships. In the event this written documentation is not complete at the time of the SF330 submission, the partnership or joint venture (JV) shall submit a notarized letter of intent documenting the intent to form the partnership or JV to act as a potential prime contractor for award of this contract and fully disclosing the company relationships. The partnership or JV may (but need not) be in the form of a separate legal entity. The paperwork must demonstrate how the partnership or JV will remain effective for the duration of the seven-year contract. The documentation verifying the team arrangement, partnership or JV will not be considered part of the page limit for SF 330 submission.
1.2. Contract Capacity. The aggregate capacity for this procurement is ninety million U.S. dollars ($90,000,000.00). The Government intends to award a target of eight (8) Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts with a shared capacity of $90,000,000.00. Each awarded contract will have a seven (7) year ordering period consisting of a five (5) year basic performance period and subsequent one 2-year option period of performance. Awards are expected to be made by approximately April 2022.
1.3. Task Orders. Award of task orders under this IDIQ contract are anticipated to vary from a minimum of $2,500.00 to a maximum of $2,000,000.00 per task order. The task order maximum may be exceeded with agreement between the Contractor and the Government. A minimum guarantee of $500.00 for the contract will be funded at award. Should the firm be selected for Contract, the minimum guarantee will be applied to the initial task order. Each task order will have a project-specific period of performance. The task orders issued under the awarded contracts will be competed under Fair Opportunity, FAR 16.505 (b), with the exception of orders set aside for small businesses as allowed by FAR 16.505(b)(2)(i)(F). When Fair Opportunity is provided, all firms awarded an IDIQ contract, including any small business, may compete for selection as the most highly qualified firm for that task order, with task order award evaluation being based on lowest price technically acceptable. However, please note, that if a Firm is submitting a proposal on a task order as a Prime, then the Firm cannot submit a proposal on the same task order as a Subcontractor. The Government reserves the right to ask for updated SF- 330s later, or at task order level, from the firms awarded a contract under this announcement.
1.4. North American Industry Classification. The primary North American Industry Classification (NAICS) code for this acquisition is 541330 Engineering Services.
1.5. Contract Eligibility Requirements. To be eligible for contract award, a firm must be registered in the Department of Defense (DoD) System for Award Management (SAM). Register via the SAM website at https://www.sam.gov or by contacting the Service Desk at 1 -866-606-8220. Firms must register prior to the due date for response to this RFQ in order to enable the Contracting Officer's review of SAM exclusions.
1.6. Service Contract Labor Standards. The awarded IDIQs will require the wages and benefits of applicable service employees be at least equal to those determined by the Department of Labor under the provisions of the Service Contract Labor Standards (41 U.S.C. chapter 67, formerly known as the
Service Contract Act of 1965), the applicable provisions of the Fair Labor Standards Act of 1938, as amended (29 U.S.C. § 201, et seq.), and related Secretary of Labor regulations and instructions (29 CFR parts 4, 6, 8, and 1925), as determined relative to the employee's office location, not the location of the work. 2. SELECTION FOR IDIQ NEGOTIATION AND AWARD
2.1. Regulatory Requirements. In accordance with the Brooks Act, FAR Subpart 36.6 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 236.6 will be utilized to compete and select the IDIQ awardees. Negotiations shall be conducted in accordance with FAR 15, beginning with the most preferred firm in the final selection. FAR 16.505 will be utilized when competing the subsequent task orders.
2.2. Evaluation Procedures. In accordance with FAR 36.602-3(a) through (d), DFARS 236.602-1(a) and DFARS Procedures, Guidance, and Information (PGI) 236.602-1; Malmstrom AFB will review and evaluate the Standard Form (SF) 330s submitted in response to this RFQ. Malmstrom AFB may hold discussions with the most highly qualified firms regarding concepts and the relative utility of alternative methods of furnishing the required services described in this RFQ; and based on the above, determine the firms most highly qualified to perform the required services described in this RFQ.
2.3. Evaluation Board. In accordance with FAR 36.602-3, Evaluation Board Functions, an A-E Evaluation Board has been established to review responses to the solicitation, evaluate firms, hold discussions with the most highly qualified firms (target of eight (8)), and prepare a selection report for the designated Selection Authority (SA). Firms will be ranked according to the numerical scores as evaluated by the Evaluation Board. Pursuant to FAR 36.602-4, Selection Authority, final selection(s) will be made by the Chief of the Contracting Office (COCO). This final selection shall be a listing, in order of preference, of the firms considered most highly qualified to perform the work. All firms on the final selection list are considered “selected firms.” The Contracting Officer may conduct simultaneous negotiations with the “selected firms” starting with the most preferred firms in accordance with FAR 36.606.
2.4. Request for Price Proposal. Firms are put on notice that the “selected firms” with which the Contracting Officer will be issued a Request for Price Proposal worksheet and will be required to submit a Fixed-Price Rate Proposal to include hourly fees, overhead, and other costs for each calendar year of the 7-year ordering period for negotiation by the Contracting Officer prior to contract award. These rates will also include a profit not to exceed (NTE) rate, which will allow Contractors to change profit as they see fit for each task order. The resultant negotiated agreement will be incorporated into the contract and used in the pricing of all Firm-Fixed-Price task orders. Task orders awarded during a calendar year will utilize that calendar years rate for the entire duration of the task order.
2.5. Unsuccessful Negotiations. If a mutually satisfactory contract cannot be negotiated with the most preferred firms, the Contracting Officer shall notify the firm that negotiations have been terminated.
The Contracting Officer shall then initiate negotiations with the next firm on the final selection list. This procedure shall be continued until a mutually satisfactory contract has been negotiated with the optimal number of firms deemed necessary.
2.6. Construction Contracts with Architect-Engineer Firms. In accordance with FAR 36.209, Construction Contracts with Architect-Engineer Firms and FAR 36.606(c), Negotiations, all interested firms are hereby put on notice that no construction contract may be awarded to the firm that designed the project or to its subsidiaries or affiliates.
2.7. Audit Requirements. Firms must have a third party audit of indirect rates prepared prior to submission of rate proposals. The audit provided must support the indirect rates being proposed. Labor and indirect rates will be negotiated prior to award of the contract.
3. SELECTION FOR TASK ORDER COMPETITION
3.1. Technical Acceptability. In accordance with the Brooks Act, and FAR 16.500(d), Malmstrom AFB will select firms for task order award selection using lowest price technically acceptable as in the procedures set forth in FAR 16.505 (b).
3.2. Fair Opportunity. The Contracting Officer will ensure fair opportunity is given to all IDIQ holders by notifying all IDIQ holders of new task order requirements through a Fair Opportunity Proposal Request
(FOPR).
3.3. FOPR Requirements. The FOPR will include a description of the work requirements and seek interest from the IDIQ holders. However, in some cases, the selecting official may request additional information from the IDIQ holders specific to the task order that may not be apparent on the Standard Form (SF) 330 that is on file. In most cases, the information provided in response to a FOPR will be brief, requiring minimal effort to prepare on the IDIQ holder’s part.
3.4. Task Order Award. Each task order issued shall be firm-fixed price and funding shall be cited on individual task orders.
4. PROJECT INFORMATION AT TASK ORDER LEVEL
4.1. A-E Services. Typical requirements for A-E services to be provided include architectural and engineering designs of new facilities (buildings, structures, utilities, systems), through all design phases, from pre-concept/parametric, to concept level, to final 100% design; major/complex repair and renovation of existing facilities; engineering studies; construction phase services; preparation of DD Form 1391s; planning and design charrettes; Building Information Modelling (BIM); landscape architecture/design; site investigations; and other general engineering activities. Other types of A‑E services may include environmental studies; pipeline assessments; real estate and utility master planning; hydrology and hydraulics; geotechnical surveys and subsurface exploration.
4.2. Scope of Services. The scope of required A-E services covers the area of responsibility (AOR) of United State Forces Malmstrom Air Force Base (MAFB), MAFB missile field, MANG, and surrounding agencies throughout the state of Montana. Representative types of facilities that may be the subject of design or planning services include, but not limited to, training and operations structures; administrative buildings; military housing such as unaccompanied enlisted barracks and dormitories, officers’ quarters, and accompanied/family housing; food service such as military dining facilities and commercial restaurants; healthcare facilities such as hospitals, medical clinics, dental clinics, and veterinary clinics;
communications facilities; fuel storage and dispensing facilities; religious facilities (chapels) and other family services (schools, libraries, child/youth centers); recreational and athletic facilities such as gymnasiums and multiple-purpose sports fields; airfield structures and pavements; and utility systems such as communications, power, water, gas, and sewers. Design of blast hardening; Collective Protection
Systems (CPS); and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) protection may be required for some facilities. Designs may be required to comply with Sustainable Design/Leadership in Energy and Environmental Design (LEED) and Energy Policy Act (42 U.S.C. § 13201 et seq.). All design documents will be required to be based on metric system units. Specific design development phase requirements will be defined in each task order by MAFB depending on the project complexity. Design deliverables will follow MAFB design standards format. All drawings will be AutoCAD release 2020 generated and word processing will be Microsoft Word 2016 and spreadsheets in Excel office 2016. The Government will periodically update the software and version requirements. Text font shall be Times New Roman size 12. Provide word documents and Adobe Acrobat PDF files for every section of the specifications. AE is required to utilize AIA CAD-layering guidelines. Provide AutoCAD PCP or CTB file for drawings. (This file should contain pen assignments for width, color, and number of each pen used in the plotting of drawings), along with the scale each drawing is to be plotted out. Use only standard AutoCAD fonts for drawings. Final drawings will be put on CD and then plotted from the CD using AutoCAD. Detailed instructions will be provided by the government along with specific submittal requirements.
4.3. Technical Requirements. All technical aspects of design work will be required to comply with current technical criteria that include U.S. national codes and regulations, the Unified Facilities Criteria (UFC), Air Force Instruction (AFIs), DoD Criteria and Standards, and current building and safety codes.
The details of these requirements will be included in each task order Statement of Work issued with the task order FOPR.
5. IDIQ SELECTION CRITERIA
5.1. Evaluation Board. Submissions received in response to this notice will be evaluated by a board of engineers and others in accordance with FAR Part 36.6 and Brooks Act. A Registered Professional Engineer shall chair the selection board. The evaluation board will hold discussions with the top 8, most highly qualified firms during the final selection process. In the event of a tie or split, the government reserves the right to award to more firms, fewer firms, or none at all. Evaluation shall be based on selection criteria for a total of 100 points:
(1) Professional Qualifications, adequate disciplines, registration, training/education. Maximum Score of 30 Points.
(2) Specialized Experience, technical competence in the area of Fire/Civil/Mech/Elec. Maximum Score of 25 Points.
(3) Capacity, staffing, workload. Maximum Score of 20 Points.
(4) Past Performance, evaluations, quality of work, meets schedules. Maximum of 15 Points.
(5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Maximum of 10 Points.
Firms will be ranked in order of the most highly qualified according to the following selection criteria.
5.2. Professional qualifications necessary for satisfactory performance of required services.
A. Submission requirements:
- Submit personal resumes that best demonstrate the firm's professional qualifications, including specific licenses and registrations relevant to the solicitation requirements. All technical disciplines listed in Attachment 1 of this advertisement shall be represented in order to obtain the most favorable rating. Resumes should be submitted for each discipline, principal, project manager, and other support personnel, for up to 20 disciplines, that will handle work for the solicited task orders.
- Each resume package will be submitted on an SF330 Section E. One additional page (any format) may be attached to the resume, but the total resume may not be longer than two (2) pages in length (SF330 Section E and one additional page). Identify Professional Engineer licenses, certifications, and state licensed.
B. Basis of Evaluation:
- The evaluation of professional qualifications will include but is not limited to the subjective assessment of the firm's individual resumes as required in the solicitation.
- Firms unable to demonstrate required qualifications necessary to perform these kinds of designs may be considered as non-awardable. Failure to provide requested data may negatively impact a firm's rating.
- Higher ratings for this may be given when the firm's specific personnel demonstrate excellent or very good credentials, beyond those usually expected and relevant to the solicitation.
Maximum Score for these criteria is 30 points.
5.3. Specialized experience and technical competence in the type of work required, including but not limited to, experience in energy conservation, pollution prevention, waste reduction, Leadership in Energy and Environmental (LEED) Design and the use of recovered/recycled materials.
Specialized experience pertains to the types and volume of work previously or currently being performed by a firm that are comparable to the types of work covered by this requirement.
A. Definitions:
-Experience measures the degree to which a firm has completed projects relevant to subject solicitation.
- Specialized work means design projects similar in scope, size, construction features, dollar value, and complexity as on an Air Force Base. This includes the ability to analyze existing facilities and building systems, develop economical solutions for upgrading, and repair to meet new requirements. Also, work experience with Department of Defense and Air Force construction standards such as the Unified Facilities Criteria, Sensitive Compartmented Information Facilities, Special Access Program Facilities, and antiterrorism/force protection standards. Projects submitted outside these parameters will be assigned lower ratings.
- Similar dollar value is considered construction projects of $100,000 and greater.
- Similar complexity is considered projects of an operational likeness and similarity to this solicitation.
- "Within the past three (3) years" shall mean from date of package submission to three (3) years prior.
B. Submission Requirements
- Submit up to five (5) relevant projects, accomplished within the past three (3) years that best demonstrate your relevant experience to the solicitation requirements. A firm is at risk of receiving a lower rating if fewer than two (2) relevant projects are submitted.
- Complete and submit an SF330 Section F data summary sheet for each project. Each project data package may not be longer than two (2) pages (SF330 Section F and one additional page) in length and may include verbiage, graphics and photos.
- Projects may include Federal, State, or local Government, as well as private industry projects.
Firms are responsible for providing project description and applicable experience in sufficient detail to permit evaluation of project relevancy.
Failure to provide requested data, accessible points of contact, or valid phone numbers could result in an offeror being considered less qualified. The office/branch/individual team member must have completed all projects provided in the SF 330 and, likewise, must actually perform the work under this contract. The Government will exclude from evaluation consideration projects not performed by the office/branch/individual team member.
C. Basis of Evaluation:
-The evaluation of specialized experience will include but is not limited to the subjective assessment of the firm's resume of the type of work required in the solicitation.
-Firms unable to demonstrate proven competence to perform these kinds of projects may be considered as non-awardable. Failure to provide requested data may negatively impact a firm's rating.
-Higher ratings for this may be given when a proposal demonstrates project examples of excellent or very good examples of projects relevant to the solicitation. Maximum Score for these criteria is 25 points.
5.4. Capacity to accomplish multiple task orders up to $2,000,000.00 per task order within the required time frame.
Identify the firm's past and present workload, and convey the understanding of being able to handle several task orders concurrently and within prescribed deadlines/constraints.
A. Submission Requirements
- Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's approach to accomplishing multiple, concurrent task orders with emphasis on meeting prescribed deadlines.
B. Basis of Evaluation:
- Evaluation of this factor will be a subjective assessment of the firm's ability to clearly demonstrate an understanding of multiple task order project goals and requirements set for the completion of multiple, concurrent task order projects within prescribed deadlines. Maximum Score for these criteria is 20 points.
5.5. Past Performance on contracts with Government agencies and private industry in terms of cost control, quality work, and compliance with performance schedules.
Past performance relates to how well a firm has performed on substantially completed projects, within the past three (3) years.
A. Definitions:
- Past performance is a measure of the degree to which a firm satisfied its customers in the past and complied with applicable laws and regulations.
- Government agencies are defined as local, state, and federal entities.
- Private industry is defined as non-governmental clients.
- Within the past three (3) years" shall mean from date of package submission to three (3) years prior.
-The term "substantially complete" shall mean a fully designed project with construction of the facility/project more than 80% complete.
B. The solicitation will require the following:
- Firms shall have customers complete Past Performance Questionnaires and customers shall submit them directly to the Government.
- Past Performance Questionnaires shall include specifics for each project submitted, but not be limited to, the following information:
- Project description, Contract amount, Dates, and Client information;
- Providing a dialogue and a resulting rating for the areas of Quality, Professionalism, Cooperativeness, Problems, Adherence to schedule, Cost control, and Customer satisfaction;
-Answer the question - "Would you award this firm another contract?"
- Firms shall have previous clients submit design and construction projects Past Performance Questionnaires that are the same as the projects included in its proposal for Relevant Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact. Failure to provide requested data or to provide an accessible point of contact may negatively impact a firm's rating.
- Completed Past Performance Questionnaires are to be emailed or mailed from the client directly to the Government Contracting Officer and are not to be submitted via the firm. In order for the client evaluation to be considered, the Past Performance Questionnaires must be received no later than the due date/time of the SF 330 package.

- The design firm shall have a minimum of three (3) past performance questionnaires, and a maximum of five (5) submitted by their clients.
- Firm to submit Past Performance Questionnaire to clients that:
- Are knowledgeable of the firm's past performance.
- Are willing to be interviewed by the Government using the past performance questionnaire.
- In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS` numbers of firm team members (partnership Joint Venture, or parent company's subsidiary or affiliate), inquiries of owner representative(s), and any other known sources not provided by the firm.
- While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the firm.
C. Submission requirements:
- Questionnaires: Firm is at risk of receiving a lower rating if fewer than three (3) Past Performance Questionnaires are received. Firms are however limited to no more than five (5) Past Performance Questionnaires total. Ratings will not be affected by a firm that supplies more questionnaires than another. The number of ratings merely helps to clarify a firm's true past performance record. If more than 5 questionnaires are received, only the first 5 questionnaires received will be reviewed. Projects may include Federal, State, or local Government, as well as private industry projects.
D. Basis of Evaluation:
- Failure to provide requested data or to provide an accessible point of contact (POC) may negatively impact a firm's rating.
- The evaluation of past performance may include but is not limited to the assessment of the firm's commitment to customer satisfaction, timely delivery of quality work, the firm's record of conforming to specifications, successful implementation of quality control procedures;
adherence to schedules; and history of reasonable and cooperative behavior.

- Firms unable to demonstrate proven competence to perform projects similar to the requirements of the solicitation may be considered ineligible for award.
- Higher ratings for this may be given when a proposal demonstrates excellent or very good ratings for past performance and customer satisfaction on projects relevant to the solicitation.
- Higher ratings may be given for the following:
- Demonstration of design experience most relevant to the requirements of this solicitation.
- Demonstration of sustainable design experience (e.g. LEED projects).
- Specific work with Department of Defense Agencies, with the highest rating given to work with Department of the Air Force
- Evaluating past performance may include information provided by the firm, inquiries with previous customers, Government databases (Past Performance Information Retrieval System (PPIRS), Architect-Engineer Contract Administration Support System (ACASS)), and any other publicly available sources.
- While the Government may elect to consider data obtained from other sources, the burden of providing detailed, current, accurate and complete past performance, experience, and safety information rests with the firm.
- Maximum Points for these criteria is 15 points.
5.6. Location in the general geographical area of Malmstrom AFB (within 4 hours drive from Malmstrom AFB MT).
A. Definitions:
- 4 Hours is measured by using the free online web mapping service, www.google.com inputting driving directions criteria from the firm's physical address to Malmstrom AFB, MT 59402.
- Firms with satellite offices, and geographically separated offices may meet this requirement.
B. Submission requirements:
- Provide a narrative, (maximum of one 8 ½" x 11" page) that discusses the firm's location.
C. Basis of Evaluation:
- Firms located more than 4 hours from Malmstrom AFB, MT will be given 0 points.
- Firms located within 4 hours of Malmstrom AFB, MT will be given the full amount of 10 points.
6. ON/OFF RAMP
6.1. Off Ramp: Each Indefinite Delivery Contract (IDIQ) holder is expected to successfully perform the terms of their subsequent task orders, and to promptly improve performance when it does not meet the terms of the orders.
If an IDIQ holder fails to meet these expectations, it is the Government’s intent to “off-ramp” the Contractor by:
a. Permitting such Contractor’s IDIQ to expire instead of exercising the Option; or
b. Implementing a termination for convenience (if applicable and only if such action is in the Government’s best interest); or
c. Implementing a termination for default, if applicable; or
d. Taking any other action, which may be permitted under the Contractor’s IDIQ terms and conditions.
6.2. On Ramp: Consistent with FAR 16.504(c) (1) (ii) (A), the Contracting Officer (CO) has determined that it is in the Government’s best interest that at all times during the term of the basic contract, there remain an adequate number of IDIQ holders eligible to compete for Orders. Over time, the total number of IDIQ holders may fluctuate due to various reasons including industry consolidation, significant changes in the marketplace or advances in technology, general economic conditions, the Government's exercise of the off-ramp process, or other reasons. Recognizing this, Malmstrom AFB intends to periodically review the total number of IDIQ holders participating and determine whether it would be in the Government’s best interest to initiate an open season to add new contractors to the MAC.
6.3. Open Season Procedures: If Malmstrom AFB determines it would be in the Government’s best interest to open a new solicitation to add new contractors to the IDIQ, the CO may do so at any time provided that:
a. The solicitation identifies the total approximate number of new awards that the CO intends to make. The solicitation will mirror the original RFQ/solicitation with the only exception(s) being incorporation of any amendments issued to the original solicitation and any changes to clauses from the Federal Acquisition Regulation (FAR) clauses or any supplements to the FAR. The potential offerors shall be required to meet the same minimum evaluation criteria established in the original IDIQ RFQ/solicitation for each evaluation factor where minimum criteria was established. The evaluation and selection of awardees will be on the same basis as the evaluation and award criteria used for the original IDIQ award. Existing IDIQ holders may not hold more than one contract under the MAC at any time;
b. The On Ramp solicitation will identify the total anticipated number of new contracts intended to be awarded in response to the On Ramp solicitation notice.
c. The determination to announce a new On Ramp competition may be made on an annual or biannual basis, at the discretion of the contracting officer. The contract-ordering period for any IDIQ holder selected in accordance with the solicitation’s On Ramp procedures will run concurrent with the existing IDIQ ordering period. The terms and conditions of any resulting awards will be materially identical to the terms and conditions of the existing IDIQ holders.
d. The Contracting Officer reserves the right to not exercise remaining IDIQ option periods for IDIQ awardees if it is determined the contractor has not consistently participated in the FOPR process or if performance under orders issued under the IDIQ have not been satisfactory. If a contractor does not consistently participate in FOPRs for reasons other than bonding and/or maximum ordering limitations (MOL), then (a) the contractor acknowledges that abstaining from participation may be reflected on any contract performance evaluation, and (b) the base IDIQ Contracting Officer may determine that it is in the best interest of the Government to terminate the contract or not exercise any remaining IDIQ option periods.
e. Immediately upon on-ramping award, each selected contractor is eligible to submit a proposal in response to any task order RFQ/solicitation and will be eligible to receive task order awards with the same rights and obligations as any other contractor in the MAC pool.
f. The award of any new IDIQ does not increase the overall ceiling of the IDIQs.
7. SUBMISSION REQUIREMENTS
A-E Firms that meet the requirements described in this announcement are invited to submit a completed SF330.
Responses shall not exceed 50 pages single-sided print or 25 pages double-sided print. Include page numbers on pages that will be counted toward the page limitation. Pages not counted toward the page limitation need not have page numbers, but additional pages that are determined to be not applicable will be removed from the submission by the Contracting Officer and will not be evaluated.
Responses must be presented using standard page size (8.5-in. by 11-in.), standard page margins (not less than included on the SF330), and standard font size (12 pt. for all content added by the firm; default font size as included in the SF330 forms available from GSA is acceptable) other than headers, footers, tables, spreadsheets, figures, and graphics which can be provided at not less than 8 point font. Up to five (5) pages of the total page count may be presented on 11-in. by 17-in. page size as long as it is strictly limited to the presentation of tables, spreadsheets, figures, or graphics. All pages submitted will be considered as part of the page count with the exceptions of cover letter (limited to 1 page), Part I, Part II, JV paperwork, front cover, back cover and divider pages/tabs (must not contain information related to selection criteria), pages defining acronyms, and past performance submissions.
Submit the attached past performance questionnaire (PPQ) filled out by the client. As an alternative to the prescribed PPQ form, information previously completed by a client may be submitted as long as the information contained is substantially the same information in the attached PPQ form. Past performance submissions shall be submitted under a separate tab labeled “Past Performance”. Include DUNS number for prime firm or JV partners in Part I.
Résumés submitted under Part I, Section E, are limited to those positions listed in the evaluation criteria above. Résumés will be considered as part of the page limitation. Each résumé under Section E shall be no more than two pages per discipline. Résumés for other positions will not be considered and should not be submitted. Should a firm be selected for contract award, additional positions, labor categories and their associated rates will be subject to negotiation.
Part I, Section D. Organizational Chart of Proposed Team, of the SF330: As an attachment, provide an organization chart of the proposed team. In addition to following the instructions provided in the SF330, identify the overall relationship and lines of authority of the proposed team, including the firm’s proposed team. This attachment will be included in the total page count. (Note: All individuals listed on the organizational chart are not required to have a résumé in Section E nor are all individuals with résumés in Section E required to be on the organizational chart.)
Part II – General Qualifications Special Instructions: Please include a separate Part II for each branch office and each sub-consultant as applicable to this announcement that the offeror intends to use for this contract.
