ANSWERS TO CONTRACTOR QUESTION SET’s CATHODIC PROTECTION AT 15 MAFs & SELECT LFs

PN: NZAS 02-2030

3 July, 2018

Question set 1:

1. On a few sites, a directional bore is required in a section of trench that calls more than (2) conduits. This is specified on the plans as sheet note #1 and #3. However, the directional boring sheet note, #6, requires (2) 2" conduits for all bore locations. If the bore is within a section of trench that is specified as a #1 or #3 section, we will need to add additional conduits to the bore to meet that particular section's requirements.

Responses for Question set 1:

For Site A, B, C, D, E, F, G, I, J, K, L, M, O (Does not apply to Site “H”):

Replace Existing Specific Sheet Note “6”, “HORIZONTAL DIRECTIONAL BORE UNDER ACCESS ROAD FOR (2) 2” SCH. 80 PVC C. THE 2”C SLEEVE, WHICH CONTAINS THE 1”C, SHALL BE SEALED WITH DUCT SEAL. THE SPARE 2”C SHALL BE CAPPED THREADED AT BOTH ENDS. SEE DETAIL 6, SHEET E3.3.”

With New Specific Sheet Note “6”: “HORIZONTAL DIRECTIONAL BORE UNDER ACCESS ROAD FOR (1) 1” SCH. 80 PVC CONDUIT AND (1) 2” SPARE CONDUIT. ALL CONDUITS SHALL BE SLEEVED, SEE DETAIL 6, SHEET E3.3.”

For Site “B” (See revised drawing, Amendment 1, Sheet E1.1):

Add Specific Sheet Note “6a”: “HORIZONTAL DIRECTIONAL BORE UNDER ACCESS ROAD FOR (1) 1” SCH. 80 PVC CONDUIT, (1) 2” SCH. 80 PVC CONDUIT, AND (1) 2” SPARE CONDUIT. ALL CONDUITS SHALL BE SLEEVED, SEE DETAIL 6, SHEET E3.3.”

For Site “H” (See revised drawing, Amendment 1, Sheet E1.7):

Delete Specific Sheet Note “6”.

Add Specific Sheet Note “6a”: “HORIZONTAL DIRECTIONAL BORE UNDER ACCESS ROAD FOR (1) 1” SCH. 80 PVC CONDUIT, (1) 2” SCH. 80 PVC CONDUIT, AND (1) 2” SPARE CONDUIT. ALL CONDUITS SHALL BE SLEEVED, SEE DETAIL 6, SHEET E3.3.”

Add Specific Sheet Note “6b”: “HORIZONTAL DIRECTIONAL BORE UNDER ACCESS ROAD FOR (2) 1” SCH. 80 PVC CONDUIT, (1) 2” SCH. 80 PVC CONDUIT, AND (1) 2” SPARE CONDUIT. ALL CONDUITS SHALL BE SLEEVED, SEE DETAIL 6, SHEET E3.3.”

For all sites (See, revised drawing, Amendment 1, Sheet E3.3):

Replace “NOTE” on detail 6 of sheet E3.3, “NOTE: INSTALL ALL SPECIFIED CONDUITS IN SLEEVES. EACH BORE LOCATION SHALL HAVE AN ADDITIONAL 2” SCH. 80 PVC CONDUIT INSTALLED TO PULL BOXES WITH PULL WIRE, DUCT SEAL, AND THREADED CAPS, AS NOTED ON DRAWINGS.”

With new note: “NOTE: INSTALL ALL SPECIFIED CONDUITS IN SLEEVES. IF STEEL SLEEVE(S) IS(ARE) USED IT(THEY) MUST BE BONDED TO THE CATHODIC PROTECTION STRUCTURE WIRE WITH #8 GAUGE WIRE.”

Question set 2:

1. Drawing 4 (Bravo-01) and drawing 12 (Juliet-01) both show an anode well at the new rectifier location. No other sites have this. Is the well requirement correct?

Response - Yes, Specification SECTION 010000 1.1.1, page 4, states: “Work at the MAFs includes, but is not limited to, replacement of rectifiers, structure ground, AC input, new permanent reference cells, new anode wells (at B-01 and J-01 only), rectifier fences, conductors and conduits.”

2. Should we figure an hour for entry/exit at each site?

Response - Specification SECTION 011000 3.2.1.1.6, page 20, states: “Processing onto the LF will require approximately thirty (30) minutes and will not be considered delay time. Processing off site will take up to thirty (30) minutes and shall not be considered delay time. Should work at a site be completed and the Contractor mobilizes to another site during working hours, the time it takes the escort to process off the completed site (thirty (30) minutes), drive to the next site following the Air Force designated primary route at the prescribed driving speeds (25 MPH on gravel, 65 MPH on paved secondary, 65 MPH on Interstate, and as posted all others), and process onto the next site (thirty (30) minutes), shall not be considered delay time. All delay times will be paid as a Crew-hour (Cr-Hr) regardless of the number of Contractor's employees on-site. All entry and exit times will be submitted weekly to the Contracting Officer. These entry and exit times will be used to calculate the weekly security delays to the nearest one-quarter hour.”

Response - Specification SECTION 011000 3.2.2.1.8, page 22-23, states: “Processing onto the MAF will require approximately thirty (30) minutes and will not be considered delay time. Processing off site will take up to thirty (30) minutes and shall not be considered delay time. All delay times will be paid as a Crew-hour (Cr-Hr) regardless of the number of Contractor's employees on-site. All entry and exit times will be submitted weekly to the Contracting Officer. These entry and exit times will be used to calculate the weekly security delays to the nearest one-quarter hour.”

3.We will have well drilling trucks, water trucks, and other equipment. How much will they be searched?
Response - Specification SECTION 011000 3.2.1.1.9, page 21, states: “Vehicles can be searched at all times upon entering and leaving the LF. Contractor vehicles and equipment can be searched by Air Force personnel. Exterior bins and compartments shall be accessible for inspection. Primary emphasis of the searches will be placed on locating large obviously explosive devices, unusual objects, intruders, and other objects of suspicious nature.”
Response - Specification SECTION 011000 3.2.2.1.1, page 23, states: “Vehicles can be searched at all times upon entering and leaving the MAF. Air Force personnel can search Contractor vehicles and equipment. Exterior bins and compartments shall be accessible for inspection. Primary emphasis of the searches will be placed on locating large obviously explosive devices, unusual objects, intruders, and other objects of suspicious nature.”
4.Section 099000 3.4.D.2. calls for painting of the conduits and fittings. The underground conduit is pvc and above grade (per detail 1/E3.1) is pvc coated rigid. Can this specification be removed?

Response – No.

However, Amendment 1, Specifications page 72. Add line “c” to SECTION 099000 3.4.D.2: “c. Unless noted otherwise on the drawings, PVC coated or galvanized conduit shall not be painted.”

5. Can the Quality Control Person also be the On Site Supervisor and have other duties?

Response – Specification SECTION 010000 3.13.2.1, page 11, states: “The Quality Control Manager shall work directly for the company president or owner and must have a minimum of five years of experience as Quality Control Manager or Inspector. Include qualifications in the submitted plan for Government approval.”

Response – Specification SECTION 010000 3.13.3.5, page 12, states: “The Quality Control Manager is required to dedicate one hour per workday towards this specific duty.”

6.Will we need to supply a Porta Potty at the LF’s & MAF’s? Can we leave them outside the fence overnight?
Response - Specification SECTION 010000 3.10.2, page 10, states: “No restroom facilities will be available for Contractor use at the missile sites. It is the responsibility of the Contractor to provide a portable latrine (Porta-Potty) at each site for the duration of construction at each site. Porta-Potty shall be emptied weekly.”
Response - Portable latrine may be left at each site at a location to be determined by the government inspector.
7.Can other equipment (drill trucks, backhoes, etc), be left on site overnight?

Response – Yes. Specification SECTION 010000 3.19.3, page 15, states: “The Contractor will be permitted to store necessary materials and vehicles on site. Only those materials, storage vehicles or equipment mounted vehicles that must remain overnight or over the weekend and directly pertain to the work being performed at the site may be stored. Material must be placed in a designated area per Waste, Processing, and Storage Site paragraph and will not interfere with site access. If the designated area is not of sufficient size to accommodate all of the materials or vehicles, then all excess must be removed from the location. Storage must be coordinated with the Contracting Officer or his designated representative. The Contractor shall submit to the Contracting Officer at the pre-construction conference the size of storage area requested. The Government shall not be responsible for the loss of Contractor material, tools, or equipment.”

8. We will have to do one call for locates. Once we have taken dig permit around, will government go to sites and do their locates?

Response - Specification SECTION 010000 3.19.3, page 15, states: “The Contractor shall be responsible for processing their own Work Clearance Request (AF Form 103) for each site and coordinating with Government inspectors as required. The Contractor is responsible for obtaining all coordination signatures for the permit. This permit shall be completed prior to start of any construction work. The approved permit shall be valid for a period 30 calendar days. TO THE MAXIMUM EXTENT POSSIBLE, ELIMINATE PERMANENT MARKINGS ON PAVEMENT AND CURBS. Location marks shall be removed after 14 calendar days. All markings shall be accomplished with water-based chalk (Aervoe Pacific Inc. 1-800-227-0196 or equal). No paints will be used. Detailed permit procedures and guidelines shall be provided to the Contractor during the Pre-performance Conference. Digging within three feet of buried communications cables, environmental monitoring wells, electrical cables, irrigation systems, and gas lines shall be performed by hand digging until the utility is exposed. The Project Inspector shall be notified three days prior to digging within a three-foot area near this utility. A representative from communications (Telco) must be present during excavation of Communications Cables. The cable piping routes must be marked prior to excavation in the area. The Contractor shall be held responsible for any damage to a marked or identified utility by excavation procedures. Once the utility is exposed, mechanical excavation may be used if there is no chance of damage occurring to the cable or piping system. The Contractor is responsible for all utility locates on site.”

9. Which sites are wet and which are dry from past installations?

Response – Unknown. Previously performed reference cells were conducted on LFs only. All reference cell work for this project will only be conducted on MAFs.

Response – Unknown. CLIN 0012; Wet Reference Cell states: “Work includes the additional cost for a wet reference cell. Work for this item includes installing wet reference cells when groundwater is encountered. Payment will be made for each wet reference cell installed. Payment for this item shall be full compensation for all costs including materials, equipment, preparation, labor and incidental items required to complete the work.”

10. Is the engineer required to be on site or just on staff?

Response - Specification SECTION 264200 3.7.E, page 101, states: “Test Data at each site: The NACE Certified Specialist shall perform all of the testing. Testing shall be in accordance with NACE standards.”

11. Will the Airforce supply a disposal site for the drill mud and cutting/ tailings?

Response - No, Specification SECTION 010000 3.9.1, page 10, states: “All waste shall be disposed of at a properly licensed disposal facility, unless otherwise approved.”

Response - No, Specification SECTION 330523 3.5.E, page 122, states: “Waste drilling mud and cuttings shall be dewatered dried, and stocked piled such that it can be loaded, transferred to a truck, and hauled off-site to a suitable legal disposal site.”

12. Would it be possible to drill/fill 2 wells/2 sites, then leave till the crews are complete at them, to come back? We may be able to save travel costs this way.

Response - No, Specification SECTION 010000 1.1.1, page 4, states: “The Contractor shall only work at one (1) site at a time.”

13. This is a large project and a lot of material will have to be purchased right away. Will stored material be paid on this job?.

Response - Prefer not to, but will be determined on a case by case basis. The cost per site would be minus supplies already paid if that’s the route.

14. As there is no pre-bid or site visit, will all questions and answers be posted on FedBizOpps?

Response - Yes

15. I know that we will have to haul water to the LF’s, But are there any MAF’s that we can use the existing water?

Response - No, Specification SECTION 264200 3.8.C, page 104, states: “Drilling Water: The Contractor is responsible for transporting and supplying water for drilling and mechanical operations.”

Response - No, Specification SECTION 330523 1.4.G, page 119, states: “Unless otherwise indicated, the Contractor shall provide water for the HDD process.”

Question Set 3:

1.Is there a mistake in the specifications for the amperage needed? Should it be 30A 115V instead of 3amps 115V?
Response - No, 3 amps is correct.

2. Universal Rectifier (spec'd in manufacturer) is telling us that GFCI will not work on 208V service. Is the standard duplex outlet acceptable?

Response - Specification SECTION 264200 2.1.B, page 92, states: “Provide a 3 amp, 115 volt a.c. Heavy Duty Commercial Grade GFCI duplex receptacle (Hubbell, Leviton or Pass & Seymour) inside the rectifier cabinet.”

Per Universal Rectifier:

RECTIFIER EXCEPTIONS:

1. The GFCI outlet is not available when a rectifier is running on 208 VAC input. We have quoted the standard duplex outlet.

Response - Specification SECTION 264200 2.1.B, page 92, states: “Provide a 3 amp, 115 volt a.c. Heavy Duty Commercial Grade GFCI duplex receptacle (Hubbell, Leviton or Pass & Seymour) inside the rectifier cabinet.”

2. Front door will have two separate viewing windows, one for DC Volt meter and one for DC Amp meter. Each viewing window will be 2" diameter and there will be one clear 1/8" x 3" x 12" Polycarbonate, mounted on the inside of the door. The viewing window will not have a lid.

Response - Specification SECTION 264200 2.1.E, page 93, states: “Provide an exterior metal cover of not thinner than twelve-gauge sheet metal, hinged at the top, to protect the glass.”

3. The breakers are fully magnetic, not thermal with instantaneous trip.

Response – Ammendment 1, Specification SECTION 264200 2.1.B, page 92:

Replace: …a self-contained circuit breaker with a thermal and magnetic time delay trip element and an instantaneous magnetic trip element in the AC input circuits.

With: …a self-contained magnetic circuit breaker with an instantaneous trip element in the AC input circuits.

4. The door hinges are our standard hinges, they are not fast/spun pin type.

Response - Specification SECTION 264200 2.1.E, page 93, states: “Use fast/spun-pin type hinges, welded on.” Ammendment 1 deletes this sentence from the specifications.”

J-BOX EXCEPTIONS

EXCEPTIONS

1. The door hinges are our standard hinges, they are not fast/spun pin type

Response - Ammendment 1, Specification SECTION 264200 2.2.A, page 94:

Replace: “Use fast/spun-pin type hinges, welded on.”

With: “Hinges must be welded on.”

2. We are not furnishing the label on the inside of the door for reference cell termination.

Reponses - Specification SECTION 264200 2.2.C, page 94-95, states: “Provide an adhesive backed weatherproof label on the inside door of each cabinet indicating reference cell number, wire color, location and depth of each reference cell; also structure test lead letter, wire color and location for each structure test lead wire.”

Question set 4:

1. Some sites may encounter rock 6” to 12” below the surface. Do you have any information about this?

Response - Specification SECTION 312100 3.1.6, page 109, states: “Adverse terrain and soil conditions should be expected to be encountered at some sites. Site contour maps are available for review upon request.”

2. At the LF’s we are to run a new conduit from the existing Rectifier to the new Anode Well. Is there a concrete pad at the existing Rectifier? If there is a pad there, how do we run the new conduit, r&r the part of the pad that we need, replace the whole pad, or run conduit on the surface of the pad?

Response – Reference Drawing Sheet E3.2, DETAIL 1: Connect new conduit with coupler (glued) to existing conduit with new anode wires. Detail shows to cut and reuse existing conduit to the Rectifier with clearance from the existing concrete pad.
