FA4626-09-R-0014 Contractor Questions Vol 1
1. 01000 3.9 requires utility outages to be given 10 days in advance. Work at each site will not require 10 days to complete. Can this notice be shortened, or will we have to make an extra trip to site to switch over?
Ans: This can be shortened. The outage should be projected in advance and then it will be verified by the Missile Engineering inspector closer to the date.
2. 01000 3.11 C.3. requires 1 hour per workday by the quality control manager. May this requirement be performed by the on-site supervisor?
Ans: Yes, the role can be filled by the on-site supervisor.
3. Will payment for stored materials be allowed?
Ans: No
4. Will there be a final inspection required at each site at the completion of the project, or will inspections be done at each site as work progresses?
Ans: Final inspections will be completed at each site as the work progresses.
5. Note 13, detail 7 on sheet E3.O calls out to thread and cap conduits in the main breaker and panel LDA. I do not believe there is adequate room in these enclosures to get a threader on these conduits. May we cut the conduits off and seal them with a waterproof sealer?
Ans: If capping is not possible the conduit may be filled with and approved sealer.
6. Sheet E1.O has a schedule of feeder lengths. Do these lengths allow for conduit inside and outside, and in boxes?
Ans: The feeder lengths provided on the project drawings are the original length of conduit needed for the sites.
7. Several photos were provided at the pre-bid. The photo of site H-06 shows an area of rock that will have to be trenched thru. How many sites have this rock?
Ans: For bidding purposes, assume half the sites have some length of rock that needs to be trenched through.
8. Malmstrom has an actual chart showing mileage and travel duration to each site from the base. This also includes a map to each site. Can this be made available for bidding?
Ans: See attached chart. The map is on sheet C2.0 of the drawings.
9. This project will require locates by one-call and Malmstrom personnel. It will take two trips to each site, one to mark trenching for the locate call, and one to verify locate markings. Can this be done before notice to proceed is issued?
Ans: This may be worked with the assigned Missile Engineering inspector.
10. We discussed the option of re-using the existing conduits if wire could be pulled out. As I think of this more and more, it really is not much of an option. These are being changed because we could not pull the wires out with a line truck the first go around, and I think it would be futile to try pulling them out now.
Ans: The warranty requirements will not change if the existing conduits are reused.
11. Note 7 of detail 1 on sheet E3.O calls out for pipe wrap around the rigid couplings and 6” beyond each side. Specification 16110 2.1 F says that conduit and fittings in direct contact with earth shall receive 2 coats of applied coal tar paint. Which is required, the specification, the detail, or both?
Ans: Due to time restraints and no open trench restrictions, it is understood that the application of coal tar paint will occur in the shop beforehand to allow curing time. The pieces will then be assembled on-site and the couplings should then be wrapped since the entire assembly cannot be painted.
12. The rigid steel conduit has to be sand blasted and then painted with cold tar paint, completely assembled, and left for 7 days, but you are only allowed 7 days at the site. How do you suggest we accomplish this?
Ans: The painting of all parts will have to be completed at the shop ahead of time. Complete assembly will not be required during the 7 day cure time. *Open holes on the site will not be allowed overnight*.
