About this file

This document is a Questions & Answers (Q&A) response for Air Force Solicitation FA462526Q1067. The single Q&A addresses a contractor request to modify the past-performance requirement for prime contractors. A contractor requested that offerors be permitted to satisfy past-performance requirements solely through a proposed major subcontractor's experience on critical flooring work, provided the prime contractor submitted the subcontractor's references, consent letters for past-performance information release, proposed division of work and effort percentages, and a clear management and quality-control approach.

The Government denied this request and affirmed the existing solicitation requirement under Part II, Past Performance. While teaming arrangements are permitted, the Government maintains that a minimum of one past-performance example must be provided by the prime contractor itself, and offerors cannot rely solely on subcontractor past performance. The Government emphasized that the experience of the entity responsible for overall contract management and performance is a critical evaluation factor and justified this requirement to ensure the prime contractor demonstrates relevant capabilities in addition to any subcontractor experience.

Solicitation FA462526Q1067

Questions & Answers

1. Requests that the requirement for at least one recent and relevant past-performance example from the prime contractor be removed or revised. We request that offerors be permitted to satisfy the past-performance requirement through the experience of a proposed major subcontractor performing the critical flooring work, provided the offeror submits: The subcontractor’s relevant references or PPQs, A consent letter authorizing release of past-performance information, The proposed division of work and percentage of effort, A clear management and quality-control approach from the prime. This revision would allow the Government to evaluate the experience of the team actually performing the work without reducing the prime contractor’s responsibility for overall contract performance.

a. Per the solicitation under Part II, Past Performance, teaming arrangements are permitted. However, the solicitation states, "A minimum of one past performance must be provided by the prime contractor to not solely rely on the subcontractor's past performance." At this time, this requirement will not be removed or revised. The Government requires the Offeror (the prime contractor) to demonstrate its own relevant past performance in addition to any experience provided by a major subcontractor. The experience of the entity responsible for overall contract management and performance is a critical part of our evaluation.
