Instructions to Offerors:
RFO Provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services applies to this acquisition and the following addendum applies:
The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Paragraph 52.212-1(b), “Period for Acceptance of Offers,” is tailored as follow: “the vendor agrees to hold the prices in its quotation firm until 1 October 2026.”
To ensure timely and equitable evaluation of quotations, vendors shall comply with all solicitation instructions, contract terms and conditions, technical requirements, representations and certifications, and submission requirements identified in the solicitation.
Failure to meet a requirement may result in a quote being ineligible for award. The response shall consist of three (3) separate parts:
a. Part I – Price
b. Part II – Past Performance
c. Part III – Technical Capability
Specific instructions are as follows:
(a) PART I - PRICE Offerors shall complete and submit Bid Schedule (Attachment 2).
Pricing shall clearly identify all proposed charges. The price quote shall not include information beyond that required by this instruction unless the Offeror considers it essential to document or support Offeror's price position. All information relating to the proposed price, including any required supporting documentation, must be included in this part.
All dollar amounts (unit and extended prices and other price factors) provided shall be rounded to the nearest penny (two decimal places only). This includes base period and option prices. Failure to round unit prices to no more than two decimals may result in rejection of quote.
Submit the Pricing for all CLINs as provided in the RFQ. In doing so, the Offeror accedes to the contractor terms, and conditions as written in the RFQ, with attachments.
(b) PART II - PAST PERFORMANCE Provide no more than five PPQs or references (total of five between the two types – PPQ or reference) of a similar complexity and scope (carpet and tile flooring installation) to this effort performed within the last five years. Submissions after the fifth listed past performance questionnaire/reference will be deleted by the Government and not evaluated. Past performance can include ongoing efforts.
If the Offeror claims there is no past performance, then that status must be identified to the Contracting Officer, in writing, no later than the date/time proposals are due from all Offerors. Lack of any past performance will not automatically disqualify an Offeror.
Past Performance should be recent and relevant. Recent past performance is defined as contracts performed within the last five (5) years from date of issuance of this solicitation. Relevant past performance is defined as contracts that required the Offeror to install flooring, similar to this requirement. At a minimum, previous efforts must have been to remove and install flooring.
(A) Past Performance Questionnaire (PPQ) (Attachment 4). The Offeror should send and request the reference to complete the questionnaire. References should e-mail completed PPQs to the previously mentioned emails above and as stated in the PPQ. Offerors are responsible for ensuring their reference sources receive the questionnaire in time to complete and return the questionnaire to 509 CONS and be received no later than the quote due date.
(B) For each reference, provide:
i. Contracting agency/customer
ii. Contract number
iii. Contract type (FFP, Cost Reimbursement, etc.)
iv. Project title and brief description of contract effort listing comparative data demonstrating relevance to this effort
v. Period of performance
vi. Contract value at time of award
vii. Current value, including all changes and exercised option
viii. Requirement Owner/Contracting Officer’s name, email address, and telephone number
Offerors may also provide available information demonstrating customer satisfaction and quality of performance, including surveys, performance metrics, award fee determinations, CPARS, or similar documentation via Attachment 4 Past Performance Questionnaire.
(c) PART III – TECHNICAL CAPABILITY The Offeror shall provide a concise technical quote demonstrating its capability to provide Flooring services in accordance with the requirements of the Statement of Work (SOW).
The technical quote shall clearly demonstrate the vendor’s understanding of the SOW requirements and ability to successfully perform the required services. The technical quote shall not merely restate or paraphrase the solicitation requirements. Technical quotes shall not exceed fifteen (15) pages.
(End of Provision)
Evaluation Factors:
Pursuant to RFO 52.212-2, Evaluation – Commercial Products and Commercial Services applies to this acquisition.
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
1. Price
2. Past Performance
3. Technical Capability
For the purposes of this solicitation, Past Performance and Technical Capability are equal to Price.
(i) PART I – PRICE Price will be evaluated as Total Evaluated Price (TEP), which is the sum of the base year plus all option years including extension of services. The Government will evaluate total proposed price for fairness and reasonableness.
Failure to include pricing in all CLINs or any item in the Bid Schedule (Attachment 2) shall deem the quote unresponsive and the quote will not be considered for award.
The price quote shall not include information beyond that required by this instruction unless the Offeror considers it essential to document or support Offeror's price position.
All information relating to the proposed price, including any required supporting documentation, must be included in this part.
(ii) PART II - PAST PERFORMANCE The Government will evaluate the Offeror’s recent and relevant experience providing comparable carpet and tile flooring installation services.
The Government may consider:
- Recency of experience
- Relevancy of prior projects
- Similarity in scope, size, and complexity
- Overall confidence in successful contract performance
The Government will primarily rely on information provided by Offeror’s References, completed PPQ’s, and/or from the Contractor Performance Assessment Reporting System (CPARS). However, the Government may use information previously obtained from PPQ’s or data independently obtained from other government and commercial sources in the evaluation process. In the event an Offeror submits a PPQ and it is subsequently determined that the referenced project was formally evaluated in the CPARS, CPARS ratings shall take precedence.
Explain corrective actions taken in the past, if any, for substandard performance and any current performance problems.
Offerors are cautioned to submit sufficient information and, in the format specified.
Offerors are reminded to follow instructions in this document. Offerors may be asked to clarify certain aspects of their submission. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for quote revision or discussion.
Past Performance will be evaluated for performance confidence using the ratings below.
Performance Confidence Assessments Rating Method
Adjectival Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
(iii) PART III – TECHNICAL CAPABILITY The Government will evaluate the vendor’s demonstrated ability to successfully provide Flooring services in accordance with the requirements of the Statement of Work (SOW).
Technical Capability will be evaluated on an Acceptable/Unacceptable basis.
Technical Rating Method Rating Description Acceptable Quotation clearly demonstrates the ability to meet the requirements of the solicitation and Statement of Work with an acceptable level of performance risk
Unacceptable Quotation fails to meet one or more material solicitation or Statement of Work requirements or demonstrates an unacceptable level of performance risk.
If the lowest priced Offeror is not judged to have a “Satisfactory Confidence” performance assessment rating and “Acceptable” technical rating, the next lowest priced Offeror will be evaluated and the process will continue (in order by price) until an Offeror is judged to have a “Satisfactory Confidence” performance assessment rating and “Acceptable” technical rating or until all Offerors are evaluated. Then, the Government will perform an integrated assessment of the Offerors to determine the best value to the Government. The Government reserves the right to award a contract to other than the lowest priced Offeror if the lowest priced Offeror is judged to have a performance confidence assessment of other than “Satisfactory Confidence”. In that event, the Contracting Officer shall make an integrated assessment best value award decision.
If any teaming arrangement is contemplated, provide complete information as to the arrangement, specifically to the percentage of effort the subcontractor(s) will perform. Include any relevant and recent past/present performance information on previous subcontracting arrangements with same partner. If this is a first-time joint effort, each party to the arrangement must provide a list of past and present relevant contracts. Past performance information pertaining to a subcontractor cannot be disclosed to the prime Offeror without the subcontractor’s consent. Provide with the proposal a letter from all subcontractors that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime Contractor. Past performance regarding minor members of joint ventures or teaming arrangements will be considered as highly as the majority member of those arrangements. A minimum of one past performance must be provided by the prime contractor to not solely rely on the subcontractor's past performance.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
Extension of Services. As part of the price evaluation, the Government will evaluate the Option to Extend Services under RFO 52.217-8 by adding an additional six-months of potential extension based on the offeror's final option period prices to the offeror's total price. Price will be evaluated as Total Evaluated Price (TEP). TEP is the sum of the base year plus all option years, plus the six-month extension of services. The extension of services pricing is calculated as one half of option year 4.
NOTE: Although the price evaluation uses Option 4 prices to calculate Extension of Services Amount, in the event the Government extends services under the authority of RFO 52.217-8, “Option to Extend Services”, the unit pricing of the last exercised option period, which preceded the extension, shall remain in effect.
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Revolutionary FAR Overhaul (RFO) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability.
Please provide the names, addresses, phone number, email, and points of contact for all financial institution organizations utilized to assist in determining if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.
(End of Provision)
Offerors are cautioned to submit sufficient information and, in the format specified. Offerors may be asked to clarify certain aspects of their proposal. Note: All provisions will be removed at time of award but shall remain part of the contract file.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Revolutionary FAR Overhaul (RFO) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the RFO and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
