Bldg S-6 Questions and Answers

1. Q: Does Lead paint on tunnel metal entrances need to be abated/removed, or can demolition contractor dispose of the metal with paint intact?
A: MODNR states that as long as product painted lead paint is disposed of in a certified lead paint dump, the paint does not need to be abated.
2. Q: Does paint extend underground, or only on the exterior above ground level?
A: Unknown, we believe that it is only above ground.
3. Q: Does roof asbestos get manually removed prior to demolition? Or can it be demolished with the building and properly disposed of by the demo contractor?
A: All asbestos must be abated prior to demolition. Since only the parapets have the brown glue attaching the roof membrane, the abatement must be completed before the demo otherwise all of the rubble will be contaminated.
4. Q: Is the abatement contractor to provide daily air monitoring and or clearances air sampling, or will the base be providing this service in house?
A: This is to be done by the contractor. Certified abatement monitors are not currently employed at the base. Hence monitoring is the responsibility of the contractor.
5. Q: Per the Solicitation for FA462521R1001 we would like to request the as-builts and drawings for the facility.
A: All available drawings have been shared via beta.SAM.gov.
6. Q: Will questions asked at the site visit and their answers be shared with all bidders?
A: Yes, posted to beta.SAM.gov
7. Q: Will the sign in sheet from the site visit be shared with all bidders?
A: Yes, posted to beta.SAM.gov.
8. Q: Will a P6 schedule be accepted?
A: The solicitation calls out Microsoft Project or Microsoft Excel but Primavera P6 will be accepted.
9. Q: Will you allow the Project Schedule to be excluded from the 10-page limit for the technical proposal?
A: Yes, the project schedule can be excluded from the page count.
10. Q: Is the Project Schedule confined to the 8 ½ x 11 page size limitation, or will legal size be permitted for the schedule?
A: The project schedule can be formatted for printing to legal sized paper.
11. Q: Part III – Past Performance has a 5 page limit, however item (b) in this section requires qualifications and experience of Key Personnel. Considering there are five keys to discuss in addition to our project experience, will you allow Key Personnel to be excluded from the Past Performance page limit?
A: Key Personnel documentation shall be limited to five pages. Past Performance shall be limited to five pages. A total of 10 pages is (now) allowed.
12. Q: What is the time frame for performance of project?
A: The time frame/period of performance of this requirement is part of the proposal from the contractors. Contractors should include a period of performance along and in conjunction with their project schedule.
13. Q: Is there bid security bonding requirement for this RFP?
A: Per FAR 37.302 bid bonds are not required.
14. Q: Attachment #12- Comms Enclosure. What is the comm enclosure for?
A: To reroute communications lines from the building to the communications manhole. It is for splicing the lines.
15. Q: Does the contractor retains the right to salvage material within the building?
A: The contractor retains the right to salvage material within the building.
16. Q: Are there any as- build drawing for building and the underground Utilities?
A: All available drawings have been posted to beta.SAM.gov.
17. Q: Can the government provide site grading plan?
A: No. Existing drains set the grading plan.
18. Q: Are we terminating the utilities within 5 feet of building?
A: There may be some that can be terminated that close but generally not. Building utilities will be shut off at the nearest terminal (hydrant for water, transformer for electricity, etc.). Old line(s) may be abandoned in place.
19. Q: Can the bid date be extended to two weeks past the date that we receive answers to questions?
A: The solicitation has been extended, please see the amendment posting for extension information.
20. Q: What is the subsurface extent of demolition required? Are slabs and footings to be removed?
A: These can be left or removed.
21. Q: Can the contractor use the building concrete and masonry as fill during restoration of the basement void?
A: Yes if it is properly prepped for that purpose. After abatement, concrete/steel may be used as appropriate fill providing voids are filled to inhibit settling.
22. Q: Please provide a grading plan. A statement was made as to establishing grades that can accommodate a plane overshooting the runway. Please provide specific requirements for final grading in support of drainage and other requirements.
A: Given the location, overshooting is not an issue. The Government requires the contractor to generate a grading plan. The SOW attached to the solicitation is the requirement for this effort. If this comment was made, it was in error and should be disregarded.
23. Q: Is there a seed mix preferred for the restoration?
A: Please refer back to the SOW for this information.
24. Q: Are there preferred or prequalified contractors for the Comm/electrical related requirements?
A: No it is up to the contractor to provide qualified personnel with prior experience and expertise with electrical and communications lines.
25. Q: What grade should the stormwater inlets be adjusted to?
A: These do not require adjustment as they are at curb level currently and the curbs and roadways are to remain.
26. Q: The electrical demolition as defined in the SOW states to remove existing transformer and render the system inactive back to the transformer North of the security gate. Does this include removal of the existing medium voltage switches and any installation of new cable to redirect power feeds?
A: Disconnect at transformer North of security gate as stated in the SOW. Switches can remain and no redirection of power feeds is required.
27. Q: What is the general location of the fiber splices to be completed and the new vault set per SOW? How many fiber pairs enter the area? What is the configuration of the splice regarding the amount of fiber to leave the area?
A: From the existing manhole West of the Western-most tunnel on the Southern face of the S-6 structure, two three-inch fiber-optic capable lines shall be placed (trenched in or directional bored) East between the S-6 structure and the asphalt flight-line staging area.
The two lines shall be trenched in or bored under/through the curb and existing asphalt on the Eastern asphalt ring-road. These two lines shall enter a suitable splice-box that will be located/placed East of the ring-road but not interfering with the existing lighting vault/conduit and the existing manhole. The location of the new splice vault shall be at the discretion of the WAFB CE department. Two lines will then be trenched in/directional bored to the existing splice vault just over 100 feet East of the NE corner of the asphalt ring-road.
28. Q: Due to the proximity of the taxiway, elevation and location of the demo site, and the winter prevailing winds, will a full height containment fence be required during building demolition activities?
A: A 6-foot high chain-link fence is acceptable so winds can move through but fence will still prevent debris to move outside of the work area. The area shall be policed regularly to minimize FOD (foreign object debris) from entering the flight line. This is critical and will be inspected daily. Base FOD guidance will be provided at award.
29. Q: Will the contractor be responsible for running potential outages for all utility demolition/capping activities?
A: Outages will be coordinated with the Government.
30. Q: Line item D in the scope of work states “demolition (service work), grading and drainage (construction which may require the introduction of additional “fill” materials to meet said drainage requirements).” There was one wage decision posted with the solicitation that was regarding service work wage rates. Will the project be encompassed in the service wage rate in its entirety? Or will the contractor be responsible for defining the different scopes of work and adjusting certified payrolls from service to construction rates?
A: Per FAR 37.301, Labor Standards, this effort is governed by 41 U.S.C.chapter 67. This is a service contract effort only and is subject to SCA WD 2015-5089 rev 13 dated 18 May 2020.
31. Q: During the seeding process, will the contractor be required to drill the seed due to the project location and the potential for the traditional mulching activities to blow away and create a bird hazard?
A: This is means and methods to some degree, slit seeding, drilling, and hydro-seeding are all acceptable.
32. Q: Since as-built drawings have not been released, we ask for additional time to review and ask questions based on those documents. Would the Government allow an extension of 4 days from release of as-builts to ask additional questions and 14 days from release of as-builts to return the proposal.

33. Q: Ahrens Contracting, Inc. would like clarification of final site grading for FA4625-20-R-
1006 Bldg. S-6 (B-6) Demolition.
A: Grading should be performed in such a way to shed water and prevent ponding in the area. The assumption is that it will follow the contour of the area and will be determined by the inlet elevations.
