STATEMENT OF WORK
TRIRIGA Project Number: 1093310
S-6 Stand Alone Demo Revised 10-08-2020
1. The description of proposed work/scope of work includes, but is not limited to, the following items:
REQUIREMENTS for the project are as follows:
a. Provide all work and materials associated with demolishing and removing S-6 (B-6) in its entirety.
b. The demolition project will include locating and capping all utilities leading to and from S-6 (usually within the first joint if applicable).
1). The water line shall be capped East of the security gate at the East side of the East hydrant North of taxi-Lane H by replacing the “T” at the hydrant with an “L,” so as not to affect the fire department’s flight line hydrants.
2). The electrical transformer shall be disconnected and removed and the electrical system shall be rendered inactive back to the transformer N of the security gate.
3). The lift station shall be dismantled and removed. The sewer system will be capped/sealed at the point nearest to the removal of said lift system.
4). The abandoned liquid fuel shut-off vault will be removed, as will the hoses leading to the building from said vault. The contractor shall also remove and dispose of the propane tank per industry standards.
5.) The geothermal well shall be deactivated. The individual wells for the heat pump shall be temporarily capped after the heat-transference fluid is flushed and replaced with potable water. The supply line to the building needs to be severed and capped per State of Missouri-Department of Natural Resources’ guidelines.
6.) An in ground enclosure (authorized by Base Communications) shall be placed in a location, chosen by COMMUNICATIONS and approved by CONSTRUCTION, to facilitate a “splice” of the base Communications link.
c. The BCE will submit an “Airfield Construction Waiver” request prior to award for approval by the installation commander.
d. This demolition project will require site work demolition (service work), grading for drainage (construction;
which may require the introduction of additional “fill” materials to meet said drainage requirements), and sawing asphalt and/or curb at the point of origination of the demolition. Asphalt lots and drives WILL NOT BE REMOVED and will be allowed to remain in place.
e. Proper signage is required to indicate a construction zone for vehicular and pedestrian traffic in the area.
f. As indicated in Atch 9, a pre-demolition asbestos survey has been completed with two instances of friable situations and two instances of non-friable situations. Remediation per state guidelines must be part of the contractor’s bid with all asbestos-laced materials removed and disposed/encapsulated in certified/permitted landfills.
g. Assume paint on the tunnels leading into the building contain lead in the paint used on the metal surface and will need to be abated.
h. The contractor shall accomplish all grading and seeding (Kentucky 21) according to Missouri Natural Resources Conservation Service Missouri Agronomy Specification 723 and Conservation Practice Standard 342.
OPTIONS for the project are as follows:
i. Another option for the scope of work is to demo and haul off unacceptable fill (products other than concrete and steel), and collapse the concrete second floor and walls into the undisturbed basement. The Missouri DNR allows clean fill (concrete, rock, etc.) to be entombed as “fill” as long as the product has been cleared for asbestos/pollution prevention plan, and trimmed of supporting re-bar, rubble material with a breaker/hammer or track material into the basement. This option would save trucking and landfill fees, cut out 50% of the demo (since the basement floor and 2/3's of the basement walls would not be disturbed), and limit the amount of "fill" that would need to be hauled up from the area next to the Lemay gate.
j. All materials that are able to be recycled shall be recycled. Recycling protocols should consider such items as corrugated metal used in the ten (10) basement readiness tunnels, stairwell handrails, exterior handrails, and exterior building corrugated metal.
PLACEHOLDER FOR POST SITE VISIT
2. Contractor shall comply with the attached Contracting Language titled, “Solid, Construction, Demolition, and Deconstruction Waste Requirements” provided below for this project.
3. Major requirement/code documentation includes but is not limited to: United Facilities Criteria (UFC) 422-01 Security Engineering: Entry Control Facilities / Access Control Points, 27 Jul 2017 and/or SDDCTEA Pamphlet 55- 15 Traffic and Safety Engineering for Better Entry Control Facilities, Army Standard for Access Control Points and Army Access Control Points Standard Design.
4. All design and construction will be in accordance with base contract agreements and AFOSH standards. Any and all codes found on the Building Design Guide will be met..
5. Design Criteria: the project shall be designed in accordance with the latest codes and criteria as of the date listed at the top of this page to include, but is not limited to: the Whiteman Design Compatibility Standards, energy conservation considerations, and all appropriate codes (i.e., Uniform Building Code, National Fire Protection Code, National Electrical Code, National Plumbing code, and other applicable DOD and Air Force regulations, Manuals, Unified Facilities Criteria, Air Force Specific Facilities Criteria, and Engineering Technical Letters).
6. In addition, the system installed will meet the most recent NFPA code and must comply with the latest version of UFC 3-600-01, Fire Protection Engineering for Facilities, with latest changes. All painting, marking, and other requirements are to comply with latest applicable code and changes as of the date listed above. Latest applicable codes with latest changes include, but are not limited to the following:

7. MATERIALS AND SERVICES FURNISHED BY THE GOVERNMENT: On request, the Government will furnish blueprints of available as-built drawings that are pertinent to the facilities involved. However, these drawings are not warranted to show conditions as they actually exist. The Base Civil Engineer (BCE) will obtain MAJCOM approval to the proposed clear zone activities. In addition the BCE will submit an “Airfield Construction Waiver” for approval by the installation commander. The designer shall verify (by field investigation) information shown on the as-built drawings (which is relevant to the project) for accuracy to ensure a quality-designed project.

8. AS BUILTS: Three copies of completed construction drawings (as-built drawings) on CD or DVD will be required upon completion of this project that includes high-resolution pdf’s and AutoCAD 2015 drawings. In addition, digital photos of the area before project start and after project completion will be supplied when security requirements permit. Paper copies of as-built drawings are not required.
