Asbestos Survey Prior to Demolition Building S – 6

Asbestos Pre-Demolition Narrative

Between March 27, and April 13, 2020, I visually conducted a Regulatory required Asbestos Inspection and Bulk Sample Survey for asbestos containing material at Building S - 6, at Whiteman Air Force Base, Knob Noster Missouri.

Samples were drawn from the interior and exterior of suspect materials located in a two story building that served originally as a Readiness Prepared Center and then later as a office building for a variety of base Wings and Departments.

To the best of my knowledge no inspections in this building, except for the abatement of the building boiler room in 1989, of the same homogenous suspect surface materials, Thermal System Insulators, and Miscellaneous Materials have been previously performed. This inspection and survey was conducted in accordance with MO Department of Natural Resources State of the Art Work Practices in proving the negativity of suspect asbestos containing materials as found in MODNR Publication Asbestos: Inspection Report Requirements, Air Pollution Control Program fact sheet dated 10/2009 under “Asbestos Inspection Requirements”.

Based on this fact and as required by the OSHA regulations, all surfacing materials and thermal system insulations installed during the time period of building construction must be presumed to be asbestos containing until their negativity can be proven by regulatory required bulk sample analysis.

The Building S – 6 Footprint and building layout is a first floor that is an earth contact construction with only the roof of this floor above ground level. The building is set into an elevated mound or earthen berm that was used for protection against nuclear bomb attack back in the days of Détente. There exist 10 steel drainage type culvert tunnels that serve as access to the subterranean First floor. These are situated with 3 on the North side, 3 on the South side, and 2 on the East and West ends of the first floor. Each tunnel has a set of double doors on the end at street level with another set of double doors accessing the First floor that is below ground level. The footprint of the first floor is 250 linear feet long and 75 linear feet wide. There are hallway double division door that separate the First floor into two sections. The East Section of the First floor is 86 linear feet long and 75 linear feet wide. The West Section of the First floor is 164 linear feet long and 75 linear feet wide. There are two hallways, one on the

North side, and one on the South side of the First floor with offices on each side of the hallways and offices and restrooms between the hallways. The Second floor sets atop the First floor, and is 155 linear feet long and 77 linear feet wide.

There is a single hallway running the length of the floor with offices on either side of this hallway and Restrooms on the South side of this hall. The Second floor is wider than the First floor and the over hang on the North and South sides is resting on the earthen fill as cover. I would guess as blast protection in some manner. There are double door entries to the Second floor on the North, South, East, and West sides of this floor at ground level. There are concrete sidewalks that lead up the incline of the earthen mound from street level to these double door entries. The HVAC at the time of inspection was forced air, hot water, and roof top units. There had been an old boiler system in a Boiler room located on the NE side of the First floor and slightly below First floor level. The entry to this Boiler room is via the NE tunnel with a door on the West side and down steps.

This Boiler room was totally abated in 1989 by abatement contractor, “ Applied Mechanical Insulation “, and all appropriate Regulations followed. I can attest to this because our firm conducted all required Air Monitoring and Project Oversight for Base Engineering and the U S Corp. of Engineers at that time. This was the ONLY abatement activity that we were involved with on S – 6 in the renovations thru time of the facility. The building at present is in fairly good condition both interior and exterior with no noticeable water leaks or structural damage. The insulation is fiberglass and plastic in the Boiler room and even though it was installed in the later 1980’s, it appears like it was installed last week. The offices and hallways in the facility are still filled with chairs, desk, cabinets, etc., etc., but overall the structure appears sound.

Enclosed please find results for the bulk samples submitted to our NVLAP Accredited Laboratory for analysis from the above referenced project.

The asbestos analysis was performed using Polarized Light Microscopy (PLM) with dispersion staining in accordance with EPA test method for the determination of asbestos in bulk samples, EPA/600/R-93/116. If the submitted sample(s) was layered, the components of sub-samples were analyzed and reported separately. The asbestos is reported per fiber type and percentage of content. The data provided here in is related only to those samples submitted for analysis. Samples that are comprised of greater than one percent ( 1 %) asbestos, are to be considered an Asbestos Containing Material ( ACM ).

Verification by PLM point counting is available by request from the client. With PLM limitations and the matrix of floor tile, any floor tile sample found to contain NO asbestos, may need verification with TEM analysis upon the clients request. Additional fees will apply.

One samples analytical percentages of Suspect materials per this report were found to contain “ greater than 1% “ or “ trace “ amounts of Asbestos as denoted in the July 15, 2014 letter from MODNR referencing the enforcement of proper analytical procedures under the Asbestos NESHAP (40 CFR Part 61, Subpart M ).

The Client should note that USEPA has recommended that all samples under 10% asbestos be point counted because it has been their findings that there are false positives as well as false negative results when analysis is done by PLM estimation. If the Client wishes to have further analysis completed on the Positive or Negative for Asbestos samples in this report please contact NEC as to that effect. Additional fees will apply.
