About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA462125Q0021 for Catholic Chapel Musician services at McConnell Air Force Base. The Q&A addresses key details about contract billing, performance expectations, and form completion requirements. Highlights include: the current contract (FA462121C0006) is a recompete, billing is accomplished by "units/sessions" typically lasting 1.5 hours (1 hour service plus 30 minutes prior), and special circumstances like Easter Vigil Mass exceeding 2.5 hours can be billed as two separate units. Contractors must complete specific blocks on the SF 1449 form, including Block 17a (CAGE code), and submit unit pricing on page 3, with a total of 122 units available for pricing.

The solicitation uses a Lowest Price Technically Acceptable (LPTA) evaluation approach, with technical acceptance based on meeting the Performance Work Statement requirements and price being the primary selection criteria. The contractor will provide musical support for weekly masses, rehearsals, and up to 18 special events, responsible for musical planning, coordination, and performance while leading volunteer musicians and ensuring diverse musical repertoires. Questions were to be submitted by 12:00 PM CST on 30 May 2025 to specified Air Force contact personnel, with the evaluation process involving reviewing offers in pairs until two technically acceptable submissions are identified.

Q&A -FY26 – Catholic Chapel Musician FA462125Q0021

Q1. Is there any contractor currently performing this service?

- If yes, would you kindly provide us with the contract number?

- If no, would you kindly provide us with the latest contract number that has performed this service or similar?

Answer: yes, current contract number: FA462121C0006.

Q2. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: Incumbent Contract Number: FA462121C0006, Catholic Chapel Music Director/Musician/Accompanist services.

Q3. I noticed that the Unit is labeled in "hours." I am wondering, in a case such as an Easter Vigil Mass which can last anywhere from 2-4 hours. Does this still get billed as 1 unit or if it goes longer, does it get billed as multiple?

Answer: The unit of measure changed from “Hours” to “Each” in the solicitation.

In addition, Performance Work Statement, Catholic Chapel Music Director/Musician/ Accompanist, 30 May 2025, Chapter WIII, Working Hours and Absence Periods was revised to include paragraph e, which states the following information: “A unit/session is typically approximately

1.5 hours; consisting of 1 hour in worship service/Mass/rehearsal length and the 30 minutes prior. If a worship service/Mass exceeds 2.5 hours, it can be billed as two separate units/sessions.”

Q4. Does the contract allow for partial units, for example if a Mass goes for an hour and a half, or if a Mass runs short at about half an hour or 45 minutes how would that work?

Answer: The unit of measure changed from “Hours” to “Each” in the solicitation.

A unit/session is typically approximately 1.5 hours; consisting of 1 hour in worship service/Mass/rehearsal length and the 30 minutes prior. If a worship service/Mass exceeds

2.5 hours, it can be billed as two separate units/sessions.

Q5. In the performance work statement, the contractor is to be at the Chapel 30 minutes prior to Mass. Does these 30 minutes count as part of the billing making a standard Mass billed for 1.5 hours as most Masses are about an hour long?

Answer: The PWS identifies a period for pay as “units/sessions” (VIII c, d) (IV n “52 weekly Mass/worship services on Sunday, and 52 weekly rehearsals. Up to 18 special events/services…” VI states “each service and rehearsal is approximately one hour, and arrival at least 30 minutes prior is required….With the exception of Easter Vigil these Masses are usually also approximately one hour.” Billing is accomplished by units/sessions not clock hours.

Q6. I am wondering if any prep or planning time for liturgies are also counted as billable hours?

Answer: No. The PWS identifies a billable unit as a “unit/session” identified as weekly Mass/worship service and/or rehearsal.

Q7. Questions about the form itself. Do I need to fill out the blanks on page 3? I see the blocks that I am to fill out on page 1, I just wonder if I need to input information on pricing on page 3 as well. Also, I just wanted to clarify that in Block No 24 that says amount, is that to be the total amount for a single line item taking my unit price times the allotted 122 units?

Answer: Per Instructions to Offerors--Commercial Products and Commercial Services, Specific Instructions, Volume III. Evaluation Factors for Award in solicitation:

(a) Complete SF 1449 (solicitation form), blocks 12, 17a, and 30a, b, c.

(b) Insert quoted unit prices into SF 1449, page 3 to complete required pricing fields.

I also just want to double check that the "Code" in Block 17A is supposed to be my Cage Code?
