About this file
This memorandum documents evaluation factors for Catholic Musician Contracts at McConnell Air Force Base, detailing the technical proficiency assessment process for prospective performers. The evaluation will involve the lowest three price offers, who will be invited to participate in an on-site technical assessment conducted by the 22 ARW Chapel and procurement office. The evaluation consists of a 10-minute warm-up, a 3-minute rehearsed piece performance on guitar or keyboard, and a sight-reading component where performers are given 10 minutes to review and perform an unfamiliar piece.
Performers will start with 20 points and lose points for technical discrepancies during their performance. The rehearsed piece allows 1 point deduction per technical deficiency, while the sight-reading portion permits up to 3 deficiencies before point reductions begin. The final selection will be made using a best value approach, weighing both price and technical proficiency score. Potential performers can contact the contracting officer at 316-759-6866 or mohammed.diallo@us.af.mil for additional information. The evaluation is part of a solicitation (FA462125Q0021) for Catholic Musician Services at McConnell Air Force Base, with all questions to be submitted by 12:00 PM CST on 30 May 2025.
