About this file
This memorandum documents evaluation factors for Catholic Musician Contracts at McConnell Air Force Base. The procurement process involves ordering received offers from lowest to highest price, with the lowest three offers selected for an on-site technical proficiency evaluation. The evaluation will be conducted by a team from the 22 ARW Chapel and procurement office during normal business hours, assessing musicians' skills through two primary components: a rehearsed 3-minute musical piece and a 10-minute sight-reading performance.
Prospective performers will start with 20 points and lose points for technical discrepancies during the evaluation. The rehearsed piece segment allows 10 points, with each technical deficiency resulting in a 1-point deduction. The sight-reading segment also allows 10 points, permitting up to 3 technical deficiencies before point reductions begin. The final selection will be based on best value to the Government, weighing both price and technical proficiency score. Interested parties can contact the contracting officer at 316-759-6866 or mohammed.diallo@us.af.mil for additional information.
