Multiple Award Construction Contract

FA4621-11-R-0010

Questions and Answers

1. Is the intent for the existing laundry equipment to be relocated and hooked up in the new location?? Answer: Yes

2. Will the replacing of hallway ceiling be held off until wall work is completed? Unknown at this time.

3. 1st floor has ceramic tile cove base. Is it the intent for the base to stay and not be replace w/rubber cove base? Answer: Yes.

4. Dining area cabinet base is in poor condition for modifying w/drawers. Should the base be replaced with an approved submittal? Answer: Yes,

5. Bunk room ceiling tile to be replaced. Is the existing grid to be re-used Answer: Yes, the existing grid can be reused.

6. Will the seed project require a full time on site CQC System Manager as indicated in paragraph 1.09 section 01000 of the General Conditions? If so, is that the only duty that that person can perform? Paragraph 1.09.A.3 also indicates several special CQC personnel. Answer: A full time CQC manager is required. The CQC Manager could also be the Project Superintendant. Multiple CQC personnel are not required unless the CQC Manager cannot be on-site as required.

7. Which specialist listed in the matrix are required for the seed project? Answer: Architect with two years experience or person with five years experience construction doing similar work.

8. What are the Safety personnel requirements for the seed project? Answer: A full time CQC manager is required. The CQC Manager could also be the Project Superintendant.

9. Please confirm that the 180 days is for construction and does not include the design time.

Answer: Please see revised PWS. The 200 days is for design and construction and includes the Government design review and the transition from Phase 1 to Phase 2.

10. In the solicitation, 10d indicates that the total aggregate of all task orders shall not exceed

$60 Million. Is that for the base year or the total of all five years if the options are extended?

Answer: The total amount awarded under this contract (base and four options) may not exceed $60 Million.

11. When doing a teaming agreement with a large company can we use their past performance.

Answer: Yes. See Section L-2.5.

12. Is this a design build and do we need to get an architect? Answer: This is a design build project.. All drawings are to be accomplished by competent professional drafting personnel.

Please refer to the matrix at Paragraph 1.09 A. 3.of the Section j01000 General Conditions.

13. The new addendum that might be coming out are you going to change the bid date? Answer:

No

14. We are having a hard time converting the “Package Drawings 1200” converted into a printable format. Is there a way you can have the files converted into a PDF, or let us know what program is being used? Answer: The .dwg files are used in Autocad, a computer assisted design program. The As Builts are being reposted in .pdf. There are more .dwg than .pdf. Converting some of the .dwg files to .pdf exceeded the capacity of the computer. The unconverted .dwg files are mechanical room drawings and are not needed for this project.

15. It was mentioned that there may be page limitations to the proposals, I did not see them, could you please clarify? Answer: See revised Section L. Limited to no more than 3 pages per contract referenced plus five additional pages.

16. In lieu of submitting completed Past Performance Questionnaires for the above procurements, would you accept copies of final CCASS performance evaluations. Answer:

You may use CCASS so long as the contact information is current and the two design build minimum is clearly indicated. CCASS submissions in lieu of PPQ are subject to the page limitation described in the revised Section L-Amendment 3.

17. Section L -2.4 Specific Instruction: Part II – PAST AND PRESENT PERFORMANCE

INFORMATION subpart (b) states: “…and include a minimum of two design-build construction projects…” Are the design-build references required to be from the Contractor’s past performance or can it come from an AE teaming partner? Answer: Yes. Either contractor or AE teaming partner

18. Does all of the task order need to be completely designed, in house or will the government provide the initial sketches and calculations? This is a complete design build. Answer: You have been provided with everything the Government will be providing to prepare your design.

19. Does “in house” design refer to having registered engineer, architect or MEP engineers on staff or can the design be sub contracted? Answer: The design work may be sub-contracted.

20. The reason for asking is that all of the task order projects that we have encountered usually, but not always, involved conceptual design sketches and or statement of work and then the contractor would hire the design team as needed for the specific project. Please clarify.

Answer: The design is up to the contractor. The Government has provided a statement of work, project drawings and as builts. It is the contractor’s responsibility to design in accordance with this requirement.

21. Please confirm that the Final Design will be required to be submitted on Mylar. Answer:

No. Only the final as-builts (post-construction) must be submitted on Mylar.

22. Another job site walk with potential subcontractors be permitted? Answer: Limited walk throughs may be permitted subject to limitations of time and personnel. Please contact Patrick Butler 316-759-4545.

23. Are there liquidated damages associated with this project? Answer: Yes, see revised clause

FAR 52.211-12 Amendment 4.

24. Section D and Section G are not in the RFP; please confirm. Answer: Section D and G are not in the RFP.

25. Are there any page restrictions (no. of pages) for the proposal submittal? Answer: Yes. See revised Section L Amendment 3.

26. Is schedule required to be submitted with the proposal? Answer: No technical requirements are required with the proposal. The offer will be evaluated solely upon price and past performance.

27. Is technical approach required to be submitted with the proposal? Answer: No technical requirements are required with the proposal. The offer will be evaluated solely upon price and past performance.

28. Looking at the finished rooms at the site visit, it looked like the wall texture was a spray on / knock down finish. In my opinion that becomes very messy, especially when you are trying to keep the carpets cleaned. Can we do a hand texture instead for an even modern look and to keep everything clean? Answer: The knock down can be accomplished by hand, as long as it looks like a professional product.

29. There seemed to be some outlets and switches in the walls that are getting demolished in the new weight room. Where are the electrical panels for those rooms? I think they were already in the weight room but I just want to be sure. Answer: The breakers for this area are located in Room 149, Labeled Hose Storage on the drawing, on the east wall of that room.

30. All of the bunk room are to get a new ceiling fan with an independent switch, where is the room on the plans that has the electrical panels to feed those rooms? Answer: The breakers for the fans and outlets in the bunk rooms are located in the Elec/Comm room 123, located next to the women’s restroom on the first floor. There are existing ceiling fans and switches in the bunk rooms, we are just replacing the old ones with new devices.

31. It was also noted in the site visit that Page 2 Item B Bunk Room Hallways requires the installation of cove base. The cove base in the hallways is ceramic tiles. Do you want the ceramic tile removed and replaced? If not, please update the SOW accordingly. Answer: the cove base in the first floor hallway is tile and does not need to be replaced. The cove base in the bunk rooms is vinyl and needs to be replaced with new after the walls are finished with texture and paint. We will update the SOW.

32. Are the second floor restrooms to be redone? The SOW is not clear. Please revise SOW to clarify. Answer: All of the restrooms on the second floor need to be refurbished. This includes the main hallway men’s and ladies’ rooms, the restroom adjacent to the sauna in room 218 and the small restroom in the alarm room next to the kitchenette in room 208.

These restrooms will not need to meet the ADA guidelines.

33. It appears likely that at least some of the leaks noted on the interior are not related to the roof and may be caused by condensation from HVAC ducting. Evaluate and correct interior leaks located at ...." Answer: All of the leaks indicated in the SOW only leak when it rains. The water that was dripping during the site visit was from the HVAC pipes.

34. SOW Paragraph 7.1 (compact disc details), 9 (schedule of submittals), 10.2 (submission of design schedule) refer to paragraph 11.1 for critical details regarding the submissions of designs. Para 11.1 discusses green procurement requirements. These details do not appear elsewhere in the document. Please include the correct paragraph or amend the references accordingly. Answer: The SOW should have read “Para 21.1”, as that is the section concerning submittals of the designs. We have updated the SOW.

35. Are there any hazardous materials that will be encountered? If so, is a report available?

Answer: No hazardous materials should be present.

36. Please provide size and manufacturer of the existing Fire Truck Bay overhead doors which require new lift mechanisms and electric operators. Answer: Doors are approximately 14’ wide x 15’ tall. The one taller door is approximately 14’ wide x 22’ tall. The doors were manufactured by Wayne-Dalton Corp, Mt Hope OH 1-800-764-1457.

37. Statement of Work 1.1.C states “Existing small shower units are to be replaced with larger and taller units.” Please clarify if there is a preference on the type of unit. The specifications provided to not address this. Answer: Minimum height for the waterproof surround material height 6' 6” and minimum 7'for the shower head. The shower head may be mounted overhead. The showers will be tile, solid surface or prefabricated fiberglass of a size at least 36” x 36”.

38. Statement of Work 4.4 Applicable Standards references the Uniform Federal Accessibility

Standard (UFAS). Please clarify if this facility is for able bodied personnel only. Answer: We need to meet ADA codes for the first floor men’s and lady’s rooms commodes and sinks.

39. Statement of Work 1.1.F. states to evaluate and repair the roof condition at: 1. Northeast corner of bunk room 113. Room 113 is a stairway, please clarify if this is the correct space.

Answer: We believe that the roof is leaking where the first floor meets the second story above stairwell #113 and bunk room 110b. It is most likely the flashing where the standing seam metal roof attaches to the building.

40. Statement of Work 1.1.F. states to evaluate and repair the roof condition at: 2. South Corridor ceiling south of weight room. Please confirm this is weight room 227. Answer: The leak is on the first floor in the south end of the building addition, in corridor #140. It is south of the existing weight room #145, just inside the exterior double door entrance.

41. What is available for material storage? Is there a Conex container around the building?

Answer: There is no conex for storage. Any temporary storage will need to be provided by the contractor.

42. Where can a dumpster be placed? Answer: A dumpster can be placed in the parking lot on the north side of the building. Dumpsters must be a minimum of 82 feet from any building.

43. Is there clarification on the cabinetry in the Dining Area? Pricing to replace or new top and backsplash? Answer: With removal of the countertop and backsplash, the existing cabinets may become damaged, so we will change the SOW to reflect replacing the existing cabinets with new ones.

44. Is the quarry tile base to remain or is it to be removed? Answer: The entire quarry tile installation needs to stay intact.

45. Is the ceiling tile and grid an off-white/almond color or standard white? Answer: It is off-white/almond.

46. What would be used as a hazmat shower while we had the planned configuration in place?

Answer: The existing hazmat area shower is currently not in use, so this should not be affected by the new construction.

47. Would you consider acceptance of a mobile shower (trailer) that could be parked next to the building in lieu of renovating the hazmat shower room? Answer: No. The project may extend into the winter months and freezing of the trailer would be an issue.

48. Where is construction parking? Answer: The parking lot located on the north side of the building can be used for construction parking and dumpster.

49. How tall and large is the biggest fireman? Answer: He is huge. See Question/Answer No.

50. What fire concerns are there with enclosing existing kitchenette by local fire inspector?

Answer: Need to extend the partition walls 6” to get the doors away from the stove for safety.

51. Has camera been run down existing floor drains that have smell coming from them looking for slope and obstruction issues? Answer: No

52. What county or state departments have jurisdiction over the Air Force Base? Answer: This is a Federal installation. The Government uses UFC-1-200, Unified Facilities Criteria, and all applicable standards listed in section 4.4.4 of the SOW.

53. Is existing fire inspector okay with doors at weight room swinging out into the corridor and decreasing the corridor width at that point? Answer: The doors should swing in. The SOW and sketch have been updated to reflect this.

54. Is it okay to lose one shower stall in room 116a in order to meet ADA requirements for showers? Answer: We don’t need ADA showers, but in order to install larger showers, it is acceptable to reduce the number of showers from 4 to 3.

55. Women’s restroom #122 appears not to meet current ADA requirements will it need to be upgraded or will site code inspector be okay with the existing figuration being approved.

Answer: This restroom will need to be upgraded to meet ADA requirements.

56. The countertop in dining room 127 did not appear to meet ADA as well will this need to be modified as well? Answer: No, just remove and replace with new.

57. How many bays can we work on at a time? Answer: The work on the doors needs to staged so that only 2 (two) doors at a time are inoperable.

58. Is it possible to use one bay for construction storage? Answer: No.

59. Can windows be removed to deliver second floor materials? Answer: Yes, There is one window that can be removed for material disposal and delivery.

60. Would there be approval for the spraying of any rust on the ceiling grid if it is to stay?

Answer: Yes, spraying the grids would be approved, but the entire room would need to be sprayed in order to get a good color match.

61. Would the ceiling grid require painting to match new tile? Answer: No. The grid would not need painting as long as the ceiling tiles are a good color match.

62. It is our understanding that on the bid form the dollar value converts to units x $1. Is this correct? Answer: Yes. Quantity X Unit Price $1.00 equals Total bid.

63. If only bidding on one task are the remaining bid documents to remain blank? Answer: Yes.

Simply complete the pricing schedule attached to Amendment 1. The pricing schedule contained in the SF 1442 remain blank.

64. Will you post the power point presentation from Monday to FBO? Answer: Yes

65. Is it possible to obtain a visitor pass prior to the bid date in order to enter the base in a timely fashion on the bid day? Answer: Arrangements will be made to meet you at the gate.

66. Will you publish, within reason, vendor supplier clearance prior to delivery of materials?

Answer: Details on how to get your vendor suppliers on base shall be detailed at the pre-performance conference. All vendors making deliveries are required to use the West Gate.

67. For Seed Project proposal requirements on this solicitation is a 20% bid bond for the value of the seed project required? Answer: Yes

68. During the site visit, we observed current contractor replacing ceiling tiles. RFP Scope of

Work includes replacement of the ceiling tiles at first floor bunk rooms. Please clarify.

Answer: The ceiling tiles in bunkrooms are to be replaced under this contract.
