About this file

This is Amendment 0004 to Solicitation FA462026QA271, issued by the 92nd Contracting Squadron at Fairchild Air Force Base on 23 June 2026. The amendment extends the RFQ due date from 24 June 2026 at 10:00 AM Pacific Time to 6 July 2026 at 10:00 AM Pacific Time. The contracting officer is Kathleen L. Rauch (kathleen.rauch@us.af.mil).

The amendment addresses contractor questions, revises the Performance Work Statement, and updates submission deadlines. In response to a contractor question regarding wood pallet collection requirements, the government clarified that no roll-off containers are utilized at individual collection points; instead, pallets are stacked at each location and the contractor must collect them weekly, transport them to the on-base Recycling Center, and consolidate them for sale to market once approximately 500 pallets accumulate. The amendment replaces Attachment 1: Performance Work Statement (REV1) with REV2 and Attachment 4: Past Performance Questionnaire (REV1) with REV2. The Past Performance Questionnaire due date is extended to 6 July 2026 at 10:00 AM Pacific Time. Offerors must acknowledge receipt of this amendment prior to the extended RFQ due date by completing and returning one copy of the amendment, acknowledging receipt on each offer copy, or submitting a separate letter or telegram with solicitation and amendment number references.

Amendment 0004 Page 2

SUMMARY OF CHANGES

The purpose of this Amendment is to provide responses to questions submitted by prospective contractors, to revise the Performance Work Statement, to revise the Past Performance Questionnaire’s due date/time, and to extend the RFQ due date/time.

1. Responses to Contractor Questions

All questions and answers are provided below. All applicable revisions have been incorporated into

Attachment 1: Performance Work Statement (REV2).

Q8: After reviewing the workload data, we noted the wood pallet requirement indicates an estimated average of 25 tons per year with weekly pickup at the identified collection points. Could you please confirm whether there is a required or preferred roll-off/container size for this requirement, or if offerors are expected to determine the appropriate container size based on the workload data provided?

A8: There are no roll-off containers utilized at the individual wood pallet collection points. Pallets are stacked (e.g., on the ground or loading docks) at each identified location. The contractor is responsible for collecting these stacked pallets weekly, transporting them to the on-base Recycling Center, and consolidating them. Historically, once approximately 500 pallets are accumulated at the Recycling

Center, they are sold/transported to market. PWS Section 2.1.3 has been updated to reflect this process.

2. Revised Performance Work Statement

a. Attachment 1: Performance Work Statement (REV1) is hereby replaced with Attachment 1:

Performance Work Statement (REV2). Attachment 1: Performance Work Statement (REV2) supersedes and replaces all previous versions of the Performance Work Statements.

3. Past Performance Questionnaire

a. Attach. 4 - Past Performance Questionnaire (REV1) is hereby replaced with Attach. 4 - Past

Performance Questionnaire (REV2).

b. The Past Performance Questionnaire’s due date is hereby extended to 6 July 2026 at 10:00 AM

(Pacific Time)

4. RFQ Due Date Extension

a. The RFQ due date/time 24 June 2026 / 10:00 AM PT is hereby extended to 6 July 2026 / 10:00

AM PT.

All other items remain unchanged.

Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
