About this file
This is Amendment 0002 to a Request for Quote (RFQ) for recycling center operations services at Fairchild Air Force Base, Washington. The amendment is issued by the 92nd Contracting Squadron and is effective June 15, 2026, for solicitation FA462026QA271 (original solicitation dated June 1, 2026). The amendment extends the RFQ due date from June 16, 2026 at 10:00 AM PT to June 24, 2026 at 10:00 AM PT.
The amendment provides responses to seven contractor questions regarding contract performance requirements and includes a revised Performance Work Statement (REV1). Key clarifications include: contractors must perform preventative maintenance on all Government-Furnished equipment listed in Appendix B regardless of active use status; equipment breakdown responses are handled case-by-case with contractors expected to implement practical alternatives to continue operations; special event access (primarily flightline during air shows) is coordinated on Fridays for staging and removed by Sunday evening; recycling center operating hours must be at least four hours per day for at least two days per week with specific days/times approved by the Contracting Officer's Representative; and all workload data, container sizes, and service frequencies are contained in Appendices A, B, and C. The incumbent contractor is Corporate Waste Solutions, LLC, under contract FA462024C0008. Offerors must acknowledge receipt of this amendment prior to the extended deadline using one of three specified methods or risk rejection of their offer.

SUMMARY OF CHANGES
The purpose of this Amendment is to provide responses to questions submitted by prospective contractors, to revise the Performance Work Statement, and to extend the RFQ due date/time.
1. Responses to Contractor Questions All questions and answers are provided below. All applicable revisions have been incorporated into Attachment 1: Performance Work Statement (REV1).
Q1: Attach. 1 - Performance Work Statement Section 2.1.9 – Equipment Maintenance and Repair - Please clarify whether the contractor is responsible for performing preventative maintenance on Government- Furnished equipment that is currently not in operation or not actively being used during contract performance period.
A1: Yes. The contractor is responsible for performing maintenance per equipment manual recommendations on all Government-Furnished Facilities and Incidental Property (GFF/IP) listed in Appendix B, regardless of whether the equipment is actively used daily. PWS Section 2.1.9. has been updated via this amendment to explicitly state that maintenance requirements apply to all listed property, including items that are currently idle or not in active use.
Q2: Attach. 1 - Performance Work Statement Section 2.1.9 - Please clarify the Government’s expectations and required contractor response in situations where Government-Furnished equipment becomes unserviceable or non-operational, resulting in reduced operational capability or delays in recycling operations. Specifically, what performance standards or contingency requirements apply while awaiting repair or replacement approval/processes?
A2: Timelines and contingency expectations are handled on a case-by-case basis due to the wide variety of equipment. For example, replacing simple items (e.g., recycling bags) is expected to be resolved the same day, whereas major equipment (e.g., a baler) may require several days for a technician. In the event of a breakdown, the contractor is expected to utilize practical alternative means to continue operations. The Government will review and approve replacement recommendations as expeditiously as possible based on the specific equipment.
Q3: Attach. 1 - Performance Work Statement Section 1.1.3 - For special events, please clarify the Government’s requirements regarding contractor access to facilities/installation. Specifically, how will access be coordinated for contractor personnel and vehicles in support of these events?
A3: The primary limited-access area for special events is the flightline, which typically only impacts operations during base Air Shows (historically held on a Saturday-Sunday). The flightline is opened to contractors on Friday morning to stage equipment, and equipment must be removed Sunday evening (usually around 4:00 PM PT). Access for both staging and removal will be closely coordinated with the Government to accommodate aircraft schedules.
Q4: Attach. 1 - Performance Work Statement Section 2.1.9.2 - Please clarify the anticipated Government response timeline for review and approval when equipment is determined to be beyond economical repair and replacement is recommended by the contractor.
A4: Please refer to the Government's response to Question 2. Because the complexity of equipment varies greatly, the anticipated Government response timeline for review and replacement approval will be handled on a case-by-case basis and processed as expeditiously as possible.

Q5: Attach. 1 - Performance Work Statement PWS Sections 2.0, 2.1.2, and 2.1.10 – Recycling Center Operating Hours - The PWS requires the contractor to operate the Recycling Center, process recyclable materials received through the Recycling Center drive-through drop-off area, and maintain safe customer access to the facility. However, the PWS does not identify the required operating hours for the Recycling Center.
Please clarify the Government's required hours of operation for the Recycling Center, including any requirements for customer access, minimum staffing levels, weekend operations, federal holiday operations, and after-hours support.
A5: PWS Section 4.4, Hours of Operation, has been added into the PWS via this Amendment. The Recycling Center must be open for customer service for at least four (4) hours per day, at least two (2) days per week.
Specific days/times must be approved by the COR. The updated PWS also includes the list of observed Federal Holidays. (The numbering of the paragraphs 4.4 through 4.23 has been updated accordingly, to accommodate the inserted paragraph.)
Q6: Are there any appendices, workload data, maps, or additional documents that contain information on the container sizes and anticipated collection schedule or service frequency requirements?
A6: All requested workload data, including container sizes and anticipated service frequencies, are currently detailed in Appendix A, Appendix B, and Appendix C of the PWS.
Q7: Is this a new requirement, or is there an incumbent contractor currently performing this work?
A7: The incumbent contractor on the current Recycling contract is Corporate Waste Solutions, LLC, under contract number FA462024C0008.
2. Revised Performance Work Statement
a. Attachment 1: Performance Work Statement is hereby replaced with Attachment 1: Performance
Work Statement (REV1). Attachment 1: Performance Work Statement (REV1) supersedes and replaces all previous versions of the Performance Work Statements.
3. RFQ Due Date Extension
