About this file
This is Amendment 0004 to solicitation FA462026QA234, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective June 22, 2026. The amendment addresses vendor questions regarding the fabrication of tamper-resistant metal cases and incorporates a revised Salient Characteristics document (Attachment 4, Rev. 01). All offerors are required to acknowledge receipt of this amendment prior to the solicitation deadline; failure to do so may result in offer rejection.
The amendment provides clarification on 23 vendor questions regarding case specifications. Key requirements clarified include: cases must be constructed from 1/16" and 3/16" steel sheets with welded seams, internal hinges, and overlapping lids for tamper resistance; hinges must be 13-1/2" long continuous (piano) hinges with 3/8-inch knuckles; handles must be 3 3/4" chest-style handles centered on front and back, positioned 3 3/4" from the bottom; bottom mounting plates consist of two 5" x 5" x 3/16" steel plates with 90-degree countersunk holes (1/8" depth); a welded lock hasp (no external padlock required) and chain lid stop are mandatory; finish must be enamel paint, Federal Standard FS 36173 (AMC Gray/Subdued Gray); and the hasp style must match existing cases in appearance only. Detailed engineering drawings and blueprints referenced in Amendment 002 provide exact dimensions, tolerances, cutout specifications, and hole spacing layouts. Delivery is required to 600 S. Hansell Ave., Fairchild AFB, WA 99011. Offerors must complete and return blocks 15a, 15b, and 15c with their proposals.

SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Answer questions posed by interested vendors.
2. Incorporate a revised Salient Characteristics titled Attachment 4 – Salient Characteristics Rev. 01
All changes as a result of this amendment are annotated in red in the revised documents.
Q6: The square brown metal plate is mentioned in the 4th line of requirements: Two 5" x 5" x 3/16" steel plates welded to the bottom of the box. The gray/silver colored plates with the oblong hole and 4 corner attach points aren't accurately described anywhere. I think the next point tries to explain, but falls short: Bottom plates featuring cutouts with two countersunk holes (90 degrees, 1/8" depth). Please provide clarity at your earliest convenience.
A6: Please see Amend 002 for blueprints
Q7: Can the Government provide exact mounting plate dimensions and hole spacing for the aircraft floor plate interface?
A7: Please see Amend 002 for blueprints.
Q8: Is the contractor required to provide the locking mechanism/padlock, or only the welded lock hasp provision?
A8: No locking mechanism required; only the welded lock hasp
Q9: Is there a required finish specification (paint type, color code, powder coat, corrosion resistance requirements, etc.)?
A9: Enamel paint, FS 36173 (Fed Std 595), commonly known as Air Mobility Command (AMC) Gray or Subdued Gray.
Q10: Are the provided photos representative enough for fabrication, or are additional drawings/dimensioned schematics available?
A10: Please see Amend 002 for blueprints.
Q11: Are minor commercial manufacturing variances acceptable so long as the units meet the stated functional and dimensional requirements?
A11: Commercial manufacturing variances are not acceptable if they do not meet what is listed in the salient characteristics and shown in the provided blueprints.
Q12: Could you please provide the engineering drawings or blueprints for the Dash-21 floor plates? The fabricator needs the exact dimensions and bolt spacing layout to accurately machine the bottom mounting holes and finalize the quote.
A12: Please see Amend 002 for blueprints.
Q13: Could you please provide any official drawings, blueprints, or schematics showing the exact spacing and dimensions for the bottom mounting holes? The vendor specifically needs to verify the bolt spacing layout and Dash-21 system references, as they cannot accurately machine the 90-degree, 1/8" deep countersunk holes from text or photos alone.
A13: Please see Amend 002 for blueprints.
Q14: Is there a dimensioned drawing available for the case?
A14: Please see Amend 002 for blueprints.
Amendment 0004 Page 3
Q15: The solicitation mentions the cases are constructed from 1/16" and 3/16" steel sheets, but it does not clearly state which parts are 1/16" and which are 3/16". I assume the bottom mounting plates are 3/16", but we would need confirmation on the box walls, lid, lip, brackets, latch reinforcement, etc.
A15: Please see Amend 002 for blueprints.
Q16: Bottom mounting plates: The spec calls for two 5" × 5" × 3/16" steel plates welded to the bottom of the box. We need the exact location of those plates. We also need dimensions for the cutouts and the countersunk holes, including spacing, diameter, and orientation.
A16: Please see Amend 002 for blueprints.
Q17: Is there a required latch or hasp style? Does the latch need to match the existing cases exactly? Is there a preferred part number or supplier?
A17: Hasp needs to match in style only.
Q18: The spec calls for internal hinges centered on both the box and lid, but does not list hinge size, style, material, or quantity. Please confirm whether the hinges need to match the existing cases shown in the photos.
A18: Please see Amend 002 for blueprints.
Q19: The photos appear to show a chain or lid stop, but I do not see that specifically called out in the written requirements. Is the chain/lid stop required?
A19: Chain lid stop is required.
Q20: The spec says handles are centered on the front and back, with the top of the handle positioned 3 3/4" from the bottom. Is there a specific handle style, size, or load rating required?
A20: Spec should say 3 ¾ chest style handle centered on front and back.
Q21: The spec says the cases must be painted, but does not identify color, paint type, coating thickness, primer, or finish. Is powder coating an acceptable finish in lieu of traditional paint?
A21: Enamel paint, FS 36173 (Fed Std 595), commonly known as Air Mobility Command (AMC) Gray or Subdued Gray.
Q22: The spec says the container must be tamper resistant so that once locked, any attempts to remove material are evident. Please clarify how the government expects this to be demonstrated or achieved. For example, welded seams, internal hinges, protected latch, no external fasteners, etc.
A22: Welded seams, welded on henge and hasp, the lid overlaps the body.
Q23: Please confirm whether the listed dimensions are outside dimensions. Are there any tolerance requirements?
A23: Please see Amend 002 for blueprints.
Q24: Our company had planned on using 12” long continuous hinge instead of the 13-1/2” long as noted on drawing. Can you please confirm whether this is acceptable for the boxes?
A24: This is not acceptable.
Q25: It looks like you have omitted the chain. Can you please confirm?
A25: Chain lid stop is required.
Q26: Our fabrication partner has indicated that a piano hinge with a 1/2-inch knuckle is readily available;
however, a 3/8-inch knuckle hinge is currently unavailable from their suppliers. Would a 1/2-inch knuckle piano hinge be acceptable provided all other functional and dimensional requirements are met?
A26: This is not acceptable.
Amendment 0004 Page 3
Q27: Our fabrication partner proposes using handles that are approximately 3-3/8 inches wide with a 325-pound pull capacity. Would these handles be acceptable provided they meet the operational requirements of the CMF box and do not negatively impact fit, form, or function?
A27: 3 3/4” (or larger) required for the handle size. 3 3/8 is too small, especially if wearing gloves.
Q28: What is the delivery address?
A28: 600 S. Hansell Ave. Fairchild AFB, WA 99011
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
