About this file

This is Amendment 0001 to a federal solicitation (FA462026QA223) issued by the 92nd Contracting Squadron at Fairchild Air Force Base, effective July 23, 2026. The amendment provides responses to 11 contractor questions and revises the Statement of Work (REV1).

The contract involves environmental waste management and fluid recovery services at Fairchild AFB. Key service CLINs include: disposal of used oil, contaminated fuel, glycol, and other fluids collected from various equipment (CLINs X001-X005); parts washer and gun wash equipment servicing (CLINs X006-X015 at firm-fixed prices per service event); reimbursable parts and labor for government-owned equipment repairs up to $500 per occurrence absorbed by the contractor, with costs exceeding $500 reimbursed on a cost-plus-10% markup basis under CLIN X016 (NTE $7,000 per period); and de-icing fluid collection estimated at 7,000 gallons annually. All per-gallon unit prices must be all-inclusive of mobilization, transportation, labor, treatment/disposal facility tipping fees, and administrative overhead, with services provided as-needed within five business days. The contractor must maintain two personnel with AF IMT 483 airfield driving certifications and is solely responsible for spill cleanup costs resulting from contractor actions or negligence. Required post-award submittals include waste manifests, receipts, and quarterly/annual reports. The incumbent contract (FA462023P0087) awarded to Environmental Compliance Consultants, Inc. had a total value of $241,858.00 including all option periods.

SUMMARY OF CHANGES

The purpose of this Amendment is to provide responses to questions submitted by prospective contractors and to revise the Statement of Work.

1. Responses to Contractor Questions

All questions and answers are provided below. All applicable revisions have been incorporated into

Attachment 1: Statement of Work (REV1).

Q1: For the disposal rates of CLIN X006 through CLIN X015, is the rate based on gallons of each unit capacity? For example, CLIN X006 states "Type= Gun Wash, Capacity = 5 Gallon, Unit = Each":

Would the price for disposal be based on the 5 gallons for each Gun Wash unit?

A1: The unit price for CLINs X006 through X015 is a firm-fixed price per 'Each' service event, as specified in the Pricing Schedule. This all-inclusive price must cover all labor, materials, solvent, transportation, and disposal costs associated with servicing one unit, as detailed in SOW Sections 2.1, 2.2, 2.3, and 2.9. The capacity listed (e.g., 5 Gallon) is descriptive of the equipment and does not define the unit of payment.

Q2: What is the contaminated fuel contaminated with, and is this fuel in fuel bowsers?

A2: Contaminants may include water, sediment, or other petroleum/oil/lubricants (POLs). The

Government will characterize the contaminated fuel. Per SOW Section 2.6, fuel determined to be non-recyclable and non-hazardous will be managed under this contract. Fuel that is non-recyclable and characterized as hazardous waste is outside the scope of this contract. Contaminated fuel is typically stored in 55-gallon drums, other approved containers, or fuel bowsers.

Q3: Mobilization and Minimum Order Quantities: The Pricing Schedule (Attachment 2) requires a unit price per gallon for various fluid streams (Used Oil, Fuel, Glycol, etc.), yet SOW sections 2.4 through

2.7 state these services are provided "as needed" within five business days. Will the Government allow for a minimum pick-up quantity or a flat-rate mobilization fee per request to ensure the recovery of transport and labor costs for low-volume collections?

A3: No. The per-gallon unit price submitted for each CLIN must be inclusive of all costs, including mobilization, transportation, labor, and any administrative overhead, regardless of the volume collected per service call. Contractors should factor the "as needed" nature of these services and the potential for low-volume pickups into their pricing.

Q4: Clarification of Reimbursable Parts and Labor (CLIN X016): SOW Section 2.10 states the

"contractor shall be responsible for replacement parts and labor costs up to but not exceeding $500.00 per occurrence" for Government-owned equipment. However, the Pricing Schedule labels this CLIN as

"Reimbursable Parts and Labor" with a Government-set NTE amount of $7,000. Please clarify if the contractor is expected to absorb the first $500 of every repair occurrence as a firm-fixed cost, or if those costs are fully reimbursable under CLIN X016.

A4: The intent is for CLIN X016 to function as a Not-to-Exceed (NTE) reimbursable fund for parts and labor for repairs on Government-owned equipment above $500 per occurrence. The contractor is responsible for absorbing up to not exceeding $500 of repair costs per occurrence for all Government-owned equipment. All approved repairs on Government-owned equipment exceeding $500 will be reimbursed on a cost plus no more than 10% markup basis for parts and labor rate to be negotiated prior

Amendment 0001 Page 3 to work being accomplished, chargeable against CLIN X016, up to the total NTE amount of $7,000 per period.

Q5: De-icing Fluid Collection Volume: SOW Section 2.8 and Appendix C indicate de-icing fluid is collected from Bldg 2025 (7,000-gallon capacity) up to four times per year. However, Appendix B and the Pricing Schedule list the annual estimated quantity as only 7,000 gallons total. Please clarify if the intended annual estimate is 7,000 gallons (one full tank) or 28,000 gallons (four full tank evacuations).

A5: The intended annual estimated quantity is 7,000 gallons total. While the service may be requested up to four times per year, the total estimated volume to be collected annually is not expected to exceed

7,000 gallons.

Q6: Spill Liability and Government Equipment: SOW Section 4.2.1 states the contractor is "solely responsible for the costs associated with any spill clean-up occurring from services provided". Will the

Government clarify if this liability extends to spills caused by the mechanical failure of Government-furnished equipment (e.g., aging parts washers or tanks) during the performance of service, or if liability is limited to contractor negligence and contractor-owned equipment?

A6: Per SOW Section 4.2.1, the contractor is responsible for the costs of any spill clean-up that is a direct result of the contractor's actions, negligence, or the failure of contractor-owned equipment. If a spill is determined to be caused solely by the catastrophic failure of Government-owned equipment, and not by the contractor's improper handling or operation, liability will be assessed on a case-by-case basis.

The contractor is expected to conduct a service inspection as per SOW Section 2.1 and immediately report any equipment deficiencies that could lead to a spill.

Q7: Airfield Driving Certification Redundancy: SOW Section 5.2 requires two primary drivers to obtain an AF IMT 483. Given the criticality of these drivers for unescorted airfield access, what is the

Government’s policy regarding re-testing if a driver fails to achieve 100% on the initial attempt, and is there a limit to the number of personnel the contractor may send through the training to ensure operational redundancy?

A7: The Government will allow two (2) contractor personnel to hold an active AF IMT 483 at any given time. Re-testing policies are subject to the rules of the Airfield Management office and will be communicated during training.

Q8: Waste Disposal Fees: Please confirm that all Treatment Storage Disposal Facility (TSDF) tipping and disposal fees are to be included in the contractor's per-gallon unit price and are not separately reimbursable.

A8: Confirmed. All TSDF tipping, disposal, and any other associated fees must be included in the contractor's firm-fixed-price per-unit or per-gallon rates. They are not separately reimbursable.

Q9: If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?

A9: The incumbent contract is FA462023P0087, awarded to Environmental Compliance Consultants, Inc. The total contract value, including the base and all option periods, was $241,858.00.

Amendment 0001 Page 4

Q10: Are there any changes in the previous scope to new one?

A10: Yes. Offerors are advised that there have been changes to both the Statement of Work and the

Pricing Schedule compared to the previous contract. All quotes must be based exclusively on the requirements and documents provided in the current solicitation on SAM.gov.

Q11: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

A11: Yes. Required post-award submittals, including but not limited to waste manifests, receipts, and quarterly/annual reports, are detailed in SOW Section 4.1, Documentation.

2. Revised Statement of Work

a. Attachment 1: Statement of Work is hereby replaced with Attachment 1: Statement of Work

(REV1). Attachment 1: Statement of Work (REV1) supersedes and replaces all previous versions of the Statement of Work.

All other items remain unchanged.
