Q1: Which wage determination occupation code should we use for plow drivers and sidewalk snow blowing personnel?
A1: The following wage determination classifications were identified in Attachment 2 - Wage Determination 2015-5537 (Rev. 24):
Q2: Is there an incumbent for this contract? If so, can you provide award ID?
A2: Yes, the current contract award ID is FA462020D0007. Current Contract Ceiling Value:
$2,309,530.30
Q3: Is this a new solicitation?
A3: Yes, this is a new solicitation for this requirement during this period of performance.
Q4: What is the previous contract award total, by year, and per service?
A4: Previous award information can be accessed by award ID FA462020D0007. Current Contract Ceiling Value: $2,309,530.30.
Q5: Do you require all plots to be plowed when the COR calls for service? or will the COR ask for plowing specific lots?
A5: The PWS states in 1.3, third sentence that “One notification by an authorized individual to the contractor equals a full response to the workload specified by the caller.” Through information from current and past CORs, there was never a time that less than a full Priority 1 push or a full Priority 2 push (or a full push of both) was officially requested.
Q6: Do you allow staking?
A6: Due to base wide irrigation systems, staking is not done more so than has already been accomplished. Most fire hydrants and obstacles such as these have the 3 ft snow poles attached to them already.
Q7: Do you require snow depth measurements per plow for pricing? For example, are plows for snow depths below 6 inches considered one plow vs. plows for snow depth above 6 inches considered two plows?
A7: All measurements during a snow event are taken from the websites located in paragraph
1.2 and paragraph 1.2.1 of the PWS. There is additional clarification governing the 6 in comments specified above in paragraph 1.6 of the PWS.
Q8: Are multiple calls for service in a single day considered multiple plows for payment purposes? or are those considered the same plow?
A8: Paragraph 1.3 of the PWS gives examples of this, but the third sentence is the best answer to this question, “One notification by an authorized individual to the contractor equals a full response to the workload specified by the caller.” So this would be billed based on the workload specified by the caller for each call made. The only exception to this would be for a call to re-accomplish an area that was clearly missed by the contractor during the allotted time for which ever Priority and workload was called. This is outlined in the underlying table of paragraph 4.0.

Q9: What are the details surrounding a Requirements Contract? How does one work?
A9: The contract will have a max value ($2,750,000.00) with minimum and max order values (as stated in the combo), and the government will reserve the right to cut task orders as funding permits. IAW FAR 52.216-18 Contractors will be paid for work completed and money will be obligated only for required work based off Government determination. The Ordering Period is from 1 October 2025 through 31 March 2031, which includes one base year and four option years. The Government will update the Wage Determination each year. The Government reserves the right to extend services by written notice within 5 days. The Government may extend the term of this contract by written notice to the Contractor NLT 30 days before the contract expiration; provided the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. The total duration of this contract shall not exceed five (5) years.
Q10: How will proposals be assessed?
A10: Please refer to the RFP Combo Synopsis/Solicitation, IAW 52.212-2 Evaluation. A full breakdown of evaluation criteria and methodology is included and must be followed to be considered a responsive, interested party.
Q11: Are ATVs available for use on this Contract? Specifically on sidewalks? Are loaders allowed?
A11: As long as the vehicle operator has an appropriate license (if applicable), we don’t dictate how the contractor meets the requirements of the PWS.
Q12: Does Point of Entry remain the same for the entirety of the Contract? Is this the only location Contractors can use? Can it change?
A12: The main Point of Entry is the Main Gate, which is the location of the staging area. Any other entry points may be accessed within operating hours of the applicable gate attempted, but the only 24 hour access point is the Main Gate.
Q13: Can the Staging Area Change if the Contractor requests it?
A13: No, the Contractor Staging Area (highlighted in purple on the map in the PWS) is the staging area for all base contractors that require the use of a staging area for vehicles and equipment, not just the snow contract.
Q14: Is this an essential service on Fairchild AFB?
A14: Yes, Snow Removal is considered an essential service on Fairchild AFB.
Q15: How long does it take for Contractor to be paid when the Government is invoiced, and they approve it?
A15: Once the invoice is submitted, the COR will typically confirm/verify work done matches with the invoice that same day. Once verification is complete, the invoice is approved and sent to DFAS for processing. This typically takes 1-2 weeks in total, but can be faster (barring any invoice submission errors).
Q16: Does it matter where Contractor starts plowing when called out for a Priority 1 or Priority 2 push?

A16: The government does not dictate how the contractor meets the requirements of the PWS.
Requirements for timelines are in Para 1.4 and 1.5 of the PWS.
Q17: Is there any designated areas that the Government wants the snow pushed to in the different parking lots?
A17: As long as it does not block the items listed in Para 1.5 and 1.6, no. The COR will coordinate communication between the awardee and theSnow Barn to work out some of the areas where both the Contractor and the Snow Barn personnel may be in close proximity, so that they can agree on where both are planning to push snow, so that neither plows the other into a snow bank.
