SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Answer Contractor Proposed Questions Listed Below
2. Extend the due date for receipt of proposals to 14 September 2023 at 1 PM Pacific.
3. Provide updated combo “FA462023QA146 Combo Rev 1 7SEP23 Dorm-2050 Cameras” this updated combo provides for a revised CLIN structure, clarifies the evaluation criteria under FAR 52.212-2(b) and replaces 2d Lt. Hannah Wieber with SSgt Shaun Scanlan as a government POC on this solicitation.
Q1: SOW’s for Buildings 2257,2259, and 2050 do not specify acquisition of an additional Pelco NVR for storage expansion to site’s existing NVR’s. Please confirm that no additional NVRs are requested as part of this proposal for storage expansion.
A1: No additional NVR storage required as the base has ample storage availability.
Q2: Is shielded Cat6 cabling requested for any of the exterior camera locations on Buildings 2257,2259, or 2050? Is it acceptable for all Cat6 cabling to be non-shielded as it will be encased within conduit on all exterior locations?
A2: Unshielded CAT 6 is authorized. Please ensure the cable jacket is purple in color.
Q3: Clin 001, 002 (Building 2257, 2259) - Are the existing comms conduit paths containing Category cabling from the 2nd floor Comms rooms to other floor mech rooms able to be purposed for additionally routing camera cabling through building? No NIPR line air-gapping distance requirements apply to existing category cabling within buildings?
A3: Pre-existing communication conduits may also be used for running CAT 6 cables. Just no power with data. Could you expand on “No NIPR line air-gapping distance requirements apply to existing category cabling within buildings?”
Q4: Clin 003 (Building 2050) – Are exterior camera locations E1 and E2 able to be placed alternatively from the locations shown on SOW drawings? Alternative locations on the exterior of Building 2050 may provide more efficient conduit pathing while still affording a 180-degree FOV of tarmac areas in front of hanger doors.
A4: No, you must stay at present locations for Bldg. 2050 exterior. Elevation is also key for video surveillance.
Q5: Clin 003 (Building 2050) – What is the required mounting height of exterior camera locations E1, E2?
A5: At the present location, typically a boom lift is required to access those cameras. Unknown on the actual height, best guess a 120ft Boom lift should be able to access those cameras.
Q6: Clin 003 (Building 2050) – What is the requested mounting height of interior camera locations I27, I28, and I29? Are camera able to be mounted to the exterior walls of the office space areas facing roll-up doors, or are cameras requested to be installed at the height of the overhead rafters spanning above the enclosed office spaces within Building 2050.
A6: I27, I28, and I29 are vehicle rollup doors, installation recommended height approximately 10 ft from floor.
Cameras were spec out viewing from a wall mount perspective.
Q7: Clin 003 (Building 2050) – Exterior camera locations E1 and E2 are expected to result in cabling distances greater than those supported for non-supplemented Cat6 POE/data transmission. Is an equipment design incorporating appropriately sized POE extender devices acceptable to be implemented to extend POE and data for these camera locations? POE extender devices would result in one base-end extender module installed within the connecting Comms closet, and one device-end extender module installed within a weatherproof enclosure.

A7: Power over Ethernet Extenders/Injectors authorized. Exterior cameras 1 and 2 fiber media converters are not located at the communication room, instead closer to each respective camera in a metal enclosure that contains UPS, fiber media converter, camera power supply (analog power), and an encoder. Inside the metal enclosures there are available power for POE Extenders/Injectors.
Note: If POE injectors are used, UPS must be purchased by the contractor and maintain 30 minutes of battery backup power for POE injector and fiber media converter. If used, UPS will have an external visible label affixed to the top stating the battery tested date. The UPS inside the enclosure will not be re-used for the POE injector.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
