STATEMENT OF WORK (SOW)

FOR

PURCHASE AND INSTALLATION OF

PELCO CAMERAS VIDEO SURVEILLANCE

AT

BUILDING 2050

FAIRCHILD AFB, WA

16 JUNE 2023

1. DESCRIPTION OF SERVICES. The Contractor shall provide a Certified VideoXpert Video Management System, Pelco Security Cameras, and Surveillance System to purchase and install a combination of (31) fixed, and Pan, Tilt, Zoom (PTZ), Internet Protocol (IP), Infrared (IR), and Power over Ethernet (POE) cameras from the respective areas to the building’s network switches. These cameras shall be integrated onto the existing Pelco VideoXpert camera system. All installed components will be VideoXpert compatible. The contractor shall perform in accordance with all federal, state, local laws and regulations and manufacturer’s recommendations and specifications, operator and maintenance manuals and this Statement of Work (SOW).

1.1. Scope of Work.

1.1.1. Exterior Camera(s) (Depicted as “E”).

1.1.1.1. Will be an outdoor color viewing capable contained in an environmental housing with a heater. See Appendix B for minimum camera zooms and approximate field of view distances for determining a person.

1.1.1.2. Exterior Cameras E1 and E2 will be Pelco Spectra Enhanced 7 Series IR Look-Up, PTZ, POE infrared minimum of 200 meters, low-light performance, auto-focusing, video encoding H.264/H.265, frame rate up to 60 frames, 2 Mega Pixels (MP), 40X optical and 10X digital zoom, aspect ratio 16:9.

Minimum resolution 1920 x 1080. For web interface Firefox, Google Chrome, or Explorer is required for accessing cameras.

1.1.2. Interior Fixed Cameras (Depicted as “I”). Will be Pelco Sarix Professional 4 indoor dome, Part SRXP4-5V10-EMD-IR, color viewing and dome lensed with covers obscuring camera directions.

Cameras must have the capability of autofocus, IR minimum of 30 meters, low-light performance, day and night, auto-focusing, video encoding H.264/H.265, POE, have audio capability, and frame rate up to 60 frames. Minimum resolution 2560 x 1440. For web interface Firefox, Google Chrome, or Explorer is required for accessing cameras. See Appendix B for minimum camera zooms and approximate field of view distances for determining a person.

1.1.3. Government Furnished Equipment (GFE). Communication switches are available. Switches will have available copper RJ-45 ports, 1gbps, Power over Ethernet (PoE)+ (802.3at, with backwards compatibility to 802.3af), 370W of available PoE power. Switches will be Juniper, with single Power Supply Unit (PSU). No additional Cybersecurity required by the contractor. The 92 CS Infrastructure is responsible for programming all GFE switches.

1.1.4. Equipment. The contractor shall provide ladder(s), lift or other means for elevation accessing high points regarding cameras, boxes, conduit, etc. The contractor shall provide all tools, equipment, and other specialized tools for installation. The contractor is responsible for all damaged caused from installing cameras, conduit, boxes, etc.

1.1.5. Cabling and Connection.

1.1.5.1. All camera Ethernet runs will be CAT 6 and run between each respective camera and GFE switches. Splices not permitted. Cables will not lay on ceiling tiles. Cables may run in existing cable trays or affixed to sheetrock walls above ceiling. CAT 6 Cables will terminate by American National Standards Institute (ANSI) Telecommunications Infrastructure Standard (TIA) / Electronic Industries Alliance (EIA) T568B Standard unless otherwise dictated by hardware specifications. Cables can free run above ceiling.

1.1.5.2. There will be no loose or poorly fitted connections.

1.1.5.3. Exterior camera connections will be in exterior waterproof enclosures.

1.1.5.4. Pull through enclosures can be used. Enclosures used for exterior purposes shall be weatherproof.

1.1.5.5. All cabling shall be neat, organized, labeled, and have relief loops (minimum 24 inches). Cabling shall not be bent, crimped, any shape that degrades signal quality.

1.1.5.6. Ethernet cable will be purple color.

1.1.5.7. There will be no exposed wires, cables, etc. Only exposed cables may reside in communication/electrical rooms.

1.1.5.8. Ethernet switch connections will be labeled in accordance with Appendix B.

1.1.5.9. Each communication’s room connection will contain a 24-port CAT 6 patch panel and will terminate in ANSI/TIA/EIA T568B Standard on the back side of the patch panel.

1.1.5.10. Above ceiling exposed cabling will be a minimum of 3 feet from lighting and 120 VAC or higher, electrical boxes, etc., electrical sources. However, wires concealed within EMT can be within 3 feet of lighting and electrical sources.

1.1.5.11. Any new pathways through sheetrock will be sealed with fire caulk. If running wire through existing cable trays with a fire block, and after cable is ran, ensure block is in its original configuration.

1.1.6. Power Over Ethernet (POE) Injectors: Are allowed for longer distances and installed per manufacturer’s installation instructions. Injectors are required to be on an UPS, this cannot share the switch UPS. Note: There will be no electrical extension cords plugged into the UPS.

1.1.7. Camera Mounting.

1.1.7.1. Cameras requiring mounting boxes the contractor will affixed and supplied by the contractor.

1.1.7.2. When the walls consist of concrete, mounting box(s) can be used. Mounting boxes shall not be glued to the concrete.

1.1.7.3. Camera mounting devices must handle high winds in excess of 50 MPH. Drilling into the building for the purpose of mounting cameras and running cable is authorized.

1.1.7.4. Pre-existing external camera mounts can be re-used provided threads are not cross-threaded, no cracks in the mount, and mount to roof plate is not cracked, and has all bolts/screws. Mount and base plate must be in working order. Contractor is responsible for inspecting mount prior to re-using and will provide digital photos to 92 SFS Electronic Security Systems before signing off on camera project. The Government is not responsible for pre-inspecting mount. If mount is determined to be replaced, contractor will purchase a new mount and ensure there is a waterproof seal between mount and roof.

1.1.8. Conduit.

1.1.8.1. There will be no exposed cabling.

1.1.8.2. If conduit is required, conduit shall be electrical metallic tubing (EMT).

1.1.8.3. Liquid tight flex conduit shall be used between the camera and camera junction/pull through box or for complicated runs of three feet or less.

1.1.8.4. Conduit fittings shall be the applicable fittings for each respectable conduit types.

1.1.8.5. Conduit will be hidden where possible and will only be visible when other options are no longer acceptable.

1.1.8.6. Exterior cameras may have exposed conduit.

1.1.8.7. Other than flex, EMT and junction/pull boxes attached to brick will be painted black, conduit attached to sheetrock will color match existing paint.

1.1.8.8. All exterior conduit fitting swill have waterproof compression connectors.

1.1.9. Mounting hardware and face plates. Pelco mounting brackets and camera housings will stay their original color.

1.1.10. Uninterrupted Power Supply (UPS). If POE injectors are used, UPS must be purchased by the contractor and maintain 30 minutes of battery backup power for POE injector and fiber media converter.

If used, UPS will have an external visible label affixed to the top stating the battery tested date.

1.1.11. Camera Recordings. Once all cameras are successfully added to the base camera network, the 92 SFS/Electronic Security Systems (ESS) will add cameras to the pre-existing Pelco VXS2-T144-12, VideoXpert Storage Server, T-Series, RAID 6, 144TB.

1.1.12. Camera Licenses.

1.1.12.1. The contractor shall purchase 31 camera applicable licenses for an offline VideoXpert and 144 TB recording. Contractor responsible for activating those licenses with VideoXpert Toolbox. Coordinate VideoXpert Toolbox access with 92 SFS/ESS.

1.1.12.2. After activation, the contractor will email 92 SFS/ESS all license(es), entitlement(s), activation keys and associated paperwork.

1.1.13. Naming Convention. Each camera location has a designated name that will not change. See Appendix B for camera locations/labels.

1.1.14. Appendixes. Appendixes D through H show hallways with blue and yellow shaded areas and in some cases a red arrow depicting camera field of views (FOV).

1.1.15. VideoXpert Programming. The contractor shall provide the Media Access Controls (MAC) along with their ID numbers to the 92 SFS ESS. Once cameras are communicating on the base network, ESS will program and assign each camera to the new storage manager. The contractor is responsible for assigning the camera name in the web user interface to Appendix B.

1.1.16. AS-Builts. Will contain the following: Camera locations; naming convention; wire type [i.e., Ethernet Type (i.e., CAT 6 Shielded, CAT 6 Unshielded, etc.]; camera ID, patch panel port number;

router number and port, POE Injector (Manufacturer, Model and Serial Numbers, warranty timeframe) locations; Camera manufacturer and date; and Camera model and serial number. A router picture depicting the installed equipment and listing installed equipment provided to the Government. The Government will not provide AutoCAD building floor plans/drawings.

1.1.17. Equipment Testing.

1.1.17.1. Prior to Government testing all cameras will have the latest firmware installed.

1.1.17.2. Before connecting to the base network, each camera feed will be viewed by the contractor. Upon successful camera video views, the contractor will provide each camera’s MAC to 92 SFS/ESS 48 hours prior to testing. The 92 SFS/ESS will forward those MACs to 92 CS Infrastructure. The 92 CS will add those MACs to the applicable network switches.

1.1.17.3. Once the MACs are added to the respective network switches, 92 SFS/ESS will inform the contractor and schedule a date for testing.

1.1.17.4. Upon installation, each camera shall be tested for the following: Recording, live feed, using VideoXpert software verify each camera can be viewed based on the degree coverage (i.e., Fixed, 180, 360 degrees), zoom close, far, up, and down, validate picture quality (color washout, brightness), camera views are not pixelated or distorted, checking camera obstructions, distortion, tearing, hum-bars, rolling, camera movement, choppy/fluid, clean lens (free of dirt, smudges, cracks, protective film), pixilation and artifacts, be free of dirt, smudges, and cracks.

1.1.18. Final Acceptance. This SOW shall be used for the Government Acceptance Test. The contractor will provide the written notice to the Government 48 hours prior to the final acceptance date and time.

Upon receiving the final acceptance, the 92 SFS/ESS will conduct a final walk through and report any discrepancies to the contractor. Closeout documents will not be signed until all items in the SOW are accepted by 92 SFS/ESS.

1.1.19. Work Site. The contractor shall clean the work sites at the end of each installation day, remove, and dispose of all debris to an off-base location. Clean cardboard may be recycled at the base Recycle Center.

1.1.20. Installation Manuals, Guides, and Pamphlets. The contractor will provide soft or hard copy of all manufacturer installation manuals, guides, etc. literature to the Government.

1.1.21. Quality Control. The contractor shall utilize their own internal quality control processes and procedures in performance of this requirement, to guarantee quality services, develop, and implement procedures to identify, prevent, and ensure non-recurrence of unsatisfactory services. The Government will conduct random Quality Assurance Evaluation (QAE) of all contractor work. Should there be instances of repeated unsatisfactory performance, the contractor’s quality control plan and supporting documentation shall be made available to the government upon request.

1.1.22. Warranty. The contractor shall honor standard warranties by Pelco after the Government Acceptance Test (GAT). Acceptance by the government will be pursuant upon a completed test and certification of the installed equipment. Installed equipment will be newly purchased and not stored on a shelf whereby the warranty is voided or nearly warrantied. Prior to GAT, the contractor will provide the Government each installed component’s warranty manufacturer due date, date of purchase, model number, serial number, and warranty expiration date.

1.1.23. Electrical Room Requirements:

1.1.23.1. Per the National Electrical Code (NEC) Article 100, all electrical rooms must be capable of being reached quickly for operation, renewal, or inspections without requiring those to whom ready access is requisite to take actions such as to use tools (other than keys), to climb over or under, to remove obstacles, or to resort to portable ladders, and so forth.

1.1.23.2. Per the National Electrical Code (NEC) Article 110, Width of Working Space. The width of the working space in front of the electrical equipment shall be the width of the equipment or 762 millimeters / 30 inches, whichever is greater. In all case, the workspace shall permit at least a 90-degree opening of equipment doors or hinger panels.

1.1.23.3. Per the National Electrical Code (NEC) Article 110, Height of Working Space. The workspace shall be clear and extend from the grade, floor, or platform to a height of 2.0 meters / 6 ½ feet or the height of the equipment, whichever is greater. Within the height requirements of this section, other equipment that is associated with the electrical installation and is located above or below the electrical equipment shall be permitted to extend not more than 150 millimeters / 6 inches beyond the front of the electrical equipment.

1.1.23.4. Per the National Electrical Code (NEC) Article 110, Depth of Working Space.

1.1.23.4.1. Nominal Voltage 0 - 150, 900 millimeters / 3 feet.

1.1.23.4.2. Nominal Voltage 151 - 600, 1.2 meters / 4 feet.

1.1.23.4.3. Nominal Voltage 601 - 1000, 1.5 meters / 5 feet.

1.1.24. Electrical Outlets:

1.1.24.1. If additional electrical outlets are required, the contractor is responsible for providing the required electrical outlets and terminating with the electrical breaker panel.

1.1.24.2. This installation will be performed by a license electrician.

1.1.24.3. The breaker will be labeled for the corresponding camera(s).

2. GENERAL INFORMATION.

2.1. Hours of Operation. Normal hours of operation are Monday – Friday, 0730-1630 excluding federal holidays or when the Government facility closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

2.2. Certifications. The contractor or subcontractor shall provide the Government with current (not expired) training documents/certificate copies upon new and/or recertification of manufacturer certification for Pelco and VideoXpert 3.20 and later systems, hardware, software, and equipment installation. The contractor or subcontractor will maintain recertification standards with Endura and Pelco policies for the duration of the contract period of performance.

2.3. Access to Base Network. No required for the contractor.

2.4. Base Access. Will be in accordance with the local base policies.

2.5. Physical Security. The contractor shall be responsible for safeguarding all government equipment, information, and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials secured. Additionally, all resources (e.g. maps, publication/ instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period. The contractor shall not take any photographs of camera equipment, components, cables, power supplies, flightline, aircraft, etc. without receiving consent from the Government.

2.6. Utilities. The government will provide electricity and water services if required, to the contractor.

2.7. Escorts. When required, contractors escorted by military members (appointed by Government point of contact).

BLDG. 2050 PELCO CAMERA INSTALLATION

1.0. DESCRIPTION OF SERVICES. The contractor shall deliver and install fixed and Pan, Tilt, and Zoom (PTZ), Internet Protocol (IP), Infrared (IR), and Power over Ethernet (POE) cameras for Bldg. 2050.

2.0. SCOPE OF WORK DEFINED. The contractor will deliver via approved shipping method and install cameras.

3.0. GOVERNMENT FACILITIES AND SERVICES. The Government shall receive shipment at the 632 Westover St, Bldg. 2447E Fairchild AFB WA, 99011, Fairchild AFB.

4.0. GENERAL INFORMATION.

4.1. Hours of Operation: Normal hours of operation are Monday through Friday 7 AM – 4 PM.

5.0. CONTINUATION OF MISSION ESSENTIAL FUNCTIONS. IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized Government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.

6.0. SALIENT CHARACTERISTICS.

6.1. Contractor/vendor will provide and install 31 Pelco cameras with licenses.

6.2. Interior cameras will be as follows: Will be Pelco Sarix Professional 4 indoor dome, color viewing and dome lensed with covers obscuring camera directions. Cameras must have the capability of autofocus, IR minimum of 30 meters, low-light performance, day and night, auto-focusing, video encoding H.264/H.265, POE, have audio capability, and frame rate up to 60 frames.
