The document addresses contractor inquiries regarding removal and disposal of telecommunications equipment from two Air Force buildings. Key details include: 34 Nortel DMS-100 cabinets require removal; Building 65 contains 72 GNB Type 100G 25 batteries (24 per stack, 3 stacks, each 73 inches tall, 33.5 inches wide, 26 inches deep) with no raised-floor environment; Building 1284 contains 24 batteries (1 stack) with 2 cells leaking; Building 1284 Room 188 has 1 row of 3 cabinets and 2 two-post racks; Building 65 Rooms 100/105 contain multiple cabinet rows (Row A: 9, Row B: 9, Row C: 7, Row D: 2, Row 2: 208). Cabinets and racks must be palletized and disposed through Base Supply, while associated cabling and hardware may be disposed separately or recycled off-site. Cabinet wiring and cards are intact with extra cards separated by type. The contractor may salvage external wiring/cabling for paid recycling but must determine salvage value independently. Removal of UPS power sources should be included in bids, though removal may be delayed pending third-party power rerouting for ancillary systems. Floor plans are available as attachments; photographs are available upon request due to CUI classification.

11)

Paragraph 1.2 of the PWS states: “Contractor will be required to provide their own disposal means, i.e., roll-off dumpster. A site scrap or asset credit is allowable for this project.” Must all equipment be disposed of through the base logistics office, or is off-site disposal or recycling permitted?

Cabinets and racks will be palletized and disposed of through Base Supply. All associated cabling and other hardware will need to be disposed of separately or recycled.

12)

Are all cabinet wiring and cards intact? For the extra cards you mention, are they separated by type, or are they combined together?

Wiring and cards are intact. Extra cards are separated by type.

13)

Should the solicitation price reflect the asset credit? If so, what is the current credit, and how is it calculated—by total truck weight, individual item weight, or another method?

The government does not calculate, issue, or pay an asset credit; rather, the contractor has the discretion to salvage and transport the external wiring/cabling off-base for paid recycling. The method of calculating this salvage value is entirely up to the contractor, keeping in mind that the racked equipment itself must still be palletized and turned into the Logistics office per PWS Section 1.3

14)

Will the entire uninterruptible power supply (UPS) system be dismantled, or will DC power continue serving active telephone, alarm, transmission, or emergency systems? Should removal of these power sources be included in our bid?

Removal of power sources should be included, but there may need to be a removal delay until 3rd party power can be rerouted for ancillary systems.
