About this file

This document is a contract clauses document (FA461326Q1041) that incorporates federal acquisition regulations by reference and provides full text of selected clauses for a Department of Defense solicitation.

The document includes clauses incorporated by reference from the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and agency-specific regulations. Key clauses address cybersecurity maturity model certification (CMMC) compliance, requiring contractors to maintain current CMMC status at specified levels (Level 1 through Level 3) for information systems processing Federal Contract Information (FCI) or Controlled Unclassified Information (CUI). Additional clauses cover buy American requirements, covered defense telecommunications equipment prohibitions, safeguarding of defense information, payment procedures through the Wide Area WorkFlow (WAWF) system, labor standards, small business set-asides, and various compliance and representation requirements. The contract incorporates deviations 2026-O0038 and 2026-O0040 for numerous clauses, indicating modifications to standard federal requirements. Specific routing data for WAWF payment processing identifies DoDAAC codes including F87700 (Pay Official), FA4613 (Issue By and Admin), and F1Y3EA (Inspect By and Service Approver). The document provides full text for provisions including 252.204-7017 (Covered Defense Telecommunications Equipment Representation), 252.232-7006 (WAWF Payment Instructions), 52.222-42 (Equivalent Rates for Federal Hires), 52.216-25 (Contract Definitization), 252.225-7000 (Buy American-Balance of Payments), and 252.204-7021 and 252.204-7025 (CMMC Certification Requirements). This is primarily a regulatory framework document establishing contractual obligations rather than a solicitation for specific products or services.
