About this file

This document is a Questions and Answers record from a site visit conducted at F.E. Warren Air Force Base on April 16, 2026, regarding indoor range cleaning and maintenance services at Building 1591 (CATM Range). The file provides clarification on facility operations, contractor responsibilities, and performance standards for the incumbent contract FA461325P0038.

Key operational parameters include: range shutdown duration limited to one week maximum per cleaning event (Monday-Friday as needed); estimated annual usage of 700,000 rounds across three bays with a 25-meter range; typical cleaning frequency of once per year, with the last cleaning conducted in October 2025. The contractor is responsible for transporting and recycling spent lead shot collected by the auger system during annual deep cleaning operations. Contractors may operate the range air handling system during cleaning, use site restroom facilities, and park equipment trailers overnight in a fenced area behind the range. The facility will be 100% shut down during cleaning activities with no concurrent use by other personnel. Confirmation wipe samples should focus on areas where individuals may lay or kneel on the floor, with an acceptable average measurement of 200 mg per 0.1 square meter. Waste profiling sample results should be provided to the government team as soon as laboratory results are ready, rather than waiting for the standard 72-hour requirement. The contractor is not responsible for painting, striping, or maintenance on equipment other than the bullet auger system. Building layout and photographs are available through Google Maps or prior site visit documentation, and equipment manuals and specifications will be provided to the awardee upon request.

Yes. Easy to operate. Controls near control room, simple on and off.

10. Is the contractor responsible for transporting and recycling the spent lead shot collected by the auger system?

Yes. Auger runs regularly, but a deep clean is needed once a year to clean out.

The intent would be to conduct sampling and provide results to team as soon as lab has them ready, so that they can make a quick decision that cleaning was satisfactory.

16. Is an average of less than 200 mg per 0.1 sq/m measurement acceptable. Note that in some cases with heavily used ranges, certain areas may continue to read high even after extensive cleaning.

Per Bio, yes, an average of 200 mg per 0.1 sq/m would be acceptable.
