About this file
This document is a contract clauses excerpt containing provisions applicable to a Department of the Air Force federal contract.
The document establishes an ombudsman function to hear and facilitate resolution of concerns from offerors, potential offerors, and others regarding the acquisition. The ombudsman maintains strict confidentiality regarding concern sources and does not participate in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. If unresolved at the Center/MAJCOM/FLDCOM/DRU level, concerns may be escalated to the Department of the Air Force ombudsman at the Associate Deputy Assistant Secretary (ADAS) office in the Pentagon. The ombudsman holds no binding authority over agency decisions.
The contract prohibits contractors from providing products or services containing Class I Ozone Depleting Substances (ODS), including halons (1011, 1202, 1211, 1301, 2402), chlorofluorocarbons (CFC-11 through CFC-217 and blends R-500, R-501, R-502, R-503), carbon tetrachloride, methyl chloroform, and methyl bromide. Contractors must not provide specifications or documents requiring Class I ODS for testing, operation, or maintenance of any systems or components. The contract also requires contractors to take all reasonable steps and precautions to prevent accidents and preserve health and safety of contractor and Government personnel on Government installations, comply with Department of Air Force Occupational Safety and Health Standards as directed by the contracting officer, and violations constitute grounds for contract termination under the Default clause.
