1.2.2. Auger inspection

The Screw Conveyor System (SCS), or auger, is a helicoid conveyor screw with a U-shaped flange formed trough.

The SCS is designed to collect, move, and distribute lead, brass, and other slug and projectile materials from the bullet trap to a central discharge location. As projectiles fall from the trap collection chamber, they are pulled away by a helicoid screw and deposited typically in a large barrel for hands-free operation.

1.2.2.1. The contractor shall inspect entire auger system from the east auger motor to the west auger motor to include the trough to the vertical auger motor. This includes each individual section of the auger housing as well as each auger motor and the auger main junction box, power switch, and associated fuses. Also included is the inspection of Bullet Trap plates, joint strips, deflectors, and deceleration chambers. Contractor shall use Screw Conveyor System Operation & Maintenance Manual Revision 4.0

Inspections/adjustments and maintenance made to the SCS must adhere to the Screw Conveyor System Operation & Maintenance Manual Revision 4.0. The contractor shall check general functionality of the SCS, hanger bearings for wear and damage, and gear boxes for lubrication. The contractor shall remove any items that could cause obstruction and prevent operation of the auger. Debris removed from the troughs shall be collected and containerized in DOT-approved containers for proper disposal by the contractor. If SCS/Auger System is damaged or broken during inspection or cleaning, repairs shall be funded by the contractor.

1.2.2.2. If water is used to clean the firing range, the contractor shall take precautions to prevent water from collecting in the bullet trap/auger. The contractor shall provide and use DOT barrels to collect water used for cleaning.

1.2.3. Dust Collection Unit (DCU) Inspection

The DCU consists of several components: the blower motor, air compressors, the filter bank, the filter access door, the collection drum, and the collection manifold which includes the collector tube, the calibration ports, the blast gate, and the trap access door. The electrical components for each DCU are located alongside the DCU housed inside the main junction box.

1.2.3.1. Inspections/adjustments and maintenance made to the DCU must adhere to the Screw Conveyor System Operation & Maintenance Manual Revision 4.0 and operational testing. The contractor shall inspect, troubleshoot, and perform preventative maintenance on all sections of both DCUs as well as both main junction boxes, associated fuses, and cleaning cyders. This includes checking Photohelic set points, compressors, and adjusting the static pressure controls as necessary and verify and test the purge cycle functionality.

1.2.4. Air Compressor and Air Lines

The contractor shall inspect, troubleshoot, and repair all sections of both air compressors as well as the air lines connecting the air compressors to the DCUs.

1.2.4.1. Inspections/adjustments and maintenance made to the air compressor and airlines must adhere to the Screw Conveyor System Operation & Maintenance Manual Revision 4.0 and operational testing. This includes changing oil and air filters as needed, inspecting, and replacing drive belts as needed, draining water and condensation buildup in the air lines, testing entire system for leaks and repair as needed, and verify correct pressure settings and adjust as necessary. The contractor shall provide the oil and all other materials/equipment needed to maintain the functionality of the air compressors.

1.2.4.2. Post Repair Operational Test. An operational test is required after repairs are accomplished on the screw conveyor system, DCUs, and air compressors. The contractor shall ensure any repairs made to any system continuously operate properly for one hour without incident.

1.2.5. Post Cleaning Threshold

1.2.5.1. 29 CFR 1910.1025, General Industry: LEAD, work areas are to be kept lead free as low as achievable, observation of visible dust, post-cleaning is an indication that the area has not been sufficiently cleaned. This can be verified by Combat Arms personnel. There are currently no established limits for surface contamination in workplaces. However, past post-cleaning testing has demonstrated that proper cleaning can produce results below analytical sensitivity levels.

1.2.5.2. Lab Analysis. The contractor shall conduct swipe surface sampling before and after cleaning each time to compare the results to each other. The contractor shall submit the results to the CO (who will then submit them to BEE) within five (5) business days of receiving the results from the laboratory. Acceptable post-cleaning lead results must be below 200 micrograms per 0.1 sq/m.

1.2.5.3. Post Lead. Upon Government confirmation that lead contamination levels no longer meet the definition of hazardous waste under applicable federal, state, or local standards, the Government will issue written notice to the Contractor authorizing transition to non-hazardous cleaning procedures.

2. Services Summary.

The contractor service delivery requirements are summarized into performance objectives that relate directly to standards of performance required to meet mission essential needs. For the Performance Objective to be met, service delivery must be in substantial compliance with applicable performance standards. The Performance Threshold describes the minimum overall levels of service delivery required for acceptable quality control. Failure to meet these Performance Thresholds means that contractor Quality Control is unacceptable. The following is a list of the key performance objectives that will be verified as contractually compliant by Government personnel; however, inspection of any contract requirement is authorized.
