About this file

This document is a Questions and Answers (Q&A) response for a federal contract solicitation related to Integrated Access Control Point (IACP) camera system installation and maintenance services.

The solicitation addresses repair and replacement of 19 existing cameras across three gates, installation of CAT6 cabling, three UPS units with 18-hour battery backup capability at each IACP, and four years of monthly maintenance and servicing. The quote deadline is 18 September 2026 at 1400 MDT. The base contract period is 120 days for installation, with four optional 12-month service years, totaling approximately 52 months maximum duration. All specifications in Appendix C are mandatory, including redundant failover servers, 90-day and 120-day video retention, license plate recognition, 360-degree viewing cameras, and 18-hour UPS backup. Existing fiber transport paths and serviceable equipment (network switches, cabling, coaxial cameras with compatible encoders) may be reused if compatible and functional. Cameras are identified in a controlled unclassified (CUI) document accessible via Attachment 6. WiseNet Wave perpetual camera licenses for 19 channels are required; the current system version is unknown. Installation labor is classified as Electronics Technician, Maintenance II (23182) under wage determination 15-5405. Contractors must obtain favorable National Agency Check with Inquiries (NACI) clearance before on-site work begins. CMMC Level 2 (Self) assessment and SPRS affirmation satisfy eligibility requirements. No installation restrictions apply during winter conditions, and no historic structure designations affect the work.

Text version

1. Quote deadline. SF1449 Block 8 lists 18 Sep 2026 at 11:00 AM, while the Instructions to Offerors list 18 Sep 2026 at 1400 MDT. Please confirm the controlling date and time.

a. Updated the solicitation to reflect the correct time of 18 Sep 2026 @ 1400 MDT

2. CLIN 0001 evaluated price. CLIN 0001 requests both a repair unit price and a replacement unit cost for 19 cameras. How will the Government compute the evaluated price for CLIN 0001? HPSI has assumed the evaluated price is 19 cameras at the replacement unit cost, with the repair unit price provided for reference. Please also confirm whether the Government has identified which of the 19 cameras it considers repairable.

a. The cameras are identified in the CUI document that can be requested via Attachment 6 – MFR UNCI Receipt.

3. Existing camera inventory. Please provide the make, model, form factor (fixed, PTZ, multi-sensor), mounting (pole, structure, canopy), and location by gate of the 19 existing IACP cameras, or confirm that this information is contained in the CUI CMD document. HPSI has assumed the 19 cameras are distributed across Gates 1, 2, and 3 and that no IACPs beyond those three are in scope.

a. Per the solicitation, this information is provided in the CUI document that can be requested via Attachment 6 – MFR UNCI Receipt.

4. Appendix C specifications. Appendix C lists redundant failover servers, 90-day and 120-day video retention, license plate recognition, 360-degree viewing, 18-hour battery packs, and operation without grid AC power. The CLIN structure covers cameras, CAT6, three UPS units, and installation only. Are the Appendix C items minimum requirements for this award, or a reference specification? Specifically, please confirm whether new servers, storage, or LPR cameras are required, and whether the 18-hour battery requirement applies to the three UPS units in CLIN 0003.

a. Appendix C is a reference for clarity on things that may be found in the PWS. New servers, storage and LPR’s may be required if the currently installed equipment is unrepairable. The 18-hour battery requirement does apply to the three (3) UPS units in CLIN 0003.

5. WiseNet Wave capacity. Please provide the current WiseNet Wave version at BDOC, the number of camera licenses currently available, and the recording server storage capacity.

HPSI has assumed 19 new WiseNet Wave perpetual camera licenses are required and that the existing BDOC recording server has capacity for 19 channels at 4K without server or storage additions.

a. Unknown what the current wave version is.

6. Transport path to BDOC. PWS 1.3.5 requires a point-to-point connection off AFNet. What transport currently carries IACP video to BDOC (fiber, copper, wireless), who owns it, and is the Contractor expected to reuse it? HPSI has assumed the existing transport path is reused and that CLIN 0002 CAT6 work is confined to camera drops and gate-side network equipment.

a. The pathway is fiber from each of the IACPS in-place already. Reuse or replacement of the fiber in-place is expected.

7. Cabling condition. Please describe the extent of the splicing and daisy-chain deficiencies referenced in PWS 1.3.1: approximate number of runs affected, whether existing conduit and pathways are usable, and typical run length from camera to the nearest gate-side switch or relay point.

a. Refer to CUI document, not well-versed to talk to this.

8. UPS sizing. For CLIN 0003, please identify the intended location of each UPS (one per gate?), the loads to be protected (cameras and switches only, or additional equipment), and the required runtime.

a. UPS at each IACP. Cameras are to be protected, 18 hours.

9. Servicing CLINs 1001 through 4001. PWS 1.5.2 states the monthly servicing price is invoiced only in months where on-site service is performed. For evaluation, will the Government multiply the monthly price by 12 for each option year? Please also clarify the relationship between the warranty year (PWS 1.4.3 and 1.8) and Option Year 1: HPSI has assumed Option Year 1 servicing covers labor for service calls, since parts are covered by warranty, and that Option Years 2 through 4 cover both labor and parts.

a. Correct for both.

10. Contract term. FAR 52.217-9(c) states a maximum duration of 42 months, but the base period of 120 days plus four 12-month option CLINs totals approximately 52 months.

Please confirm the intended maximum term.

a. Updated solicitation to reflect correct Maximum term.

11. Service Contract Act. The 52.222-42 table is blank. Which wage determination classifications does the Government anticipate for this work? HPSI has assumed Electronics Technician, Maintenance II (23182) for installation and service labor under WD 15-5405.

a. Correct.

12. CMMC and CUI release. Please confirm that a CMMC Level 2 (Self) assessment and affirmation in SPRS satisfies the eligibility requirement, and confirm the expected turnaround for release of the CMD Non-Nuclear equipment approval list once SPRS is verified, given the 18 September due date.

a. CMMC Level 2 (Self).

13. Attachment references. The Instructions to Offerors cite "Attachment 1 - Offeror Response Form" and "Attachment 5 - MFR UNCI Control and Receipt," while the attachment list numbers them 3 and 6. The Response Form is also titled "Visitor Control Center Camera System." Please confirm the correct attachments for this solicitation.

a. Fixed the Attachment 1 - Offeror Response Form.

b. The attachment list numbers are not relevant to the Attachment number of each document.

c. Fixed the title of the Response Form.

14. Base access and background checks. PWS 4.3.4 requires a favorable NACI. Please confirm whether the NACI must be complete before technicians begin on-site work, and the typical processing time, so HPSI can plan against the 120-day completion requirement.

a. Must be completed before site work, processing time unknown.

15. Winter work. Depending on award timing, the 120-day period may fall in December through March. Are there installation restrictions during winter conditions at the gates that would affect schedule?

a. No

16. Historic structures. Are any of the gate structures or mounting locations designated historic under PWS 4.17?

a. No

17. The PWS states that the equipment specifications must be “equal to or better than” those identified in Appendix C. Please confirm whether every characteristic in Appendix C is mandatory and must be included in the pricing and technical solution for CLINs 0001– 0004, including:

• Redundant servers with automatic failover;

• The applicable 90-day and 120-day video-retention requirements;

• License-plate recognition capabilities;

• Fixed wide-angle and/or PTZ cameras with 360-degree viewing capability; and

• UPS or battery backup capable of operating for at least 18 hours.

a. Every characteristic is mandatory.

18. Please also clarify whether the three UPS units under CLIN 0003 must each provide the full 18-hour backup capability.

a. Yes, must provide the full 18 hours. That’s why it was put in there.

19. May the existing network switches, cabling, and other supporting infrastructure be reused if found serviceable and compatible? Is the contractor required to remove and dispose of any existing equipment that will no longer be used?

a. Reuse if serviceable, dispose of equipment that is not used.

20. For the existing coaxial/analog cameras, may the contractor repair and integrate them into the Wisenet WAVE system using compatible encoders or converters, or must these cameras be replaced with native IP cameras?

a. You can repair and integrate.

21. Please identify the required installation or mounting locations for the new network switches and three UPS units at each IACP. If specific enclosures, racks, or mounting configurations are required, please provide those requirements.

a. Not particular where they are mounted as long as it’s in a safe location, out of general usage areas.

22. May serviceable existing camera cabling be reused where it meets the applicable performance and testing standards, or is new CAT 6 cabling required for all 19 camera locations regardless of existing cable condition?

a. Reuse where applicable.
