SUBJECT: Solicitation Questions for GHLN 24-1256 Maintain Radio Towers, FA461324Q0001

Q1: Are you able to provide photographs of the tower at the Facility 3656 location?

Govt Answer: See attachment 1

Q2: Are you able to provide the height and model of the tower at the Facility 3656 location?

Govt Answer: All Towers are a Rohn SSV. Tower 3565 is 209’ tall.

Q3: In the 04 – Metals section of the Description of Service Requirements section B, it states that the contractor shall replace six (6) rusted/corroded bulb sockets with new, in kind, sockets. Can you please provide the specifications for the bulb sockets?

Govt Answer: Refer to pages 4-22 of this document.

Q4: In the 06 – Electrical section of the Description of Service Requirements section A 1., it states that the bulbs shall be the same make and type of the existing bulbs or equal. Can you please provide details of the existing bulbs?

Govt Answer: Refer to pages 4-22 of this document.

Q5: What are the types (monopole, self-support, etc.) of each tower?

Govt Answer: All Towers are a Rohn SSV.

Q6: What are the heights of each tower?

Govt Answer: B-01 is 205'; D-01 is 188'; G-01 is 168'; L-01 is 205'; O-01 is 205'; 3656 is 209'.

Q7: What are the types of bulbs installed and required to swap at each tower?

Govt Answer: Refer to pages 4-22 of this document.

Q8: Confirm the bid date and time listed above are unchanged.

Govt Answer: Solicitation response deadline extended to January 11th at 2:00 pm MST (Mountain Standard Time), refer to Amendment 01 issued 27 Dec 2023.

Q9: Construction cost estimate or a construction cost range for the project.

Govt Answer: This requirement is not a construction. It is considered a service, therefore, no magnitude is given.

Q10: Planholders list/bidders list and Non-Mandatory pre-bid attendance list:

Govt Answer: The CUI drawings that were provided to bidders who have verified NIST SP-800 171 basic assessment and signed MFR UCNI Doc (refer to Attachments 4, 4a, 4b, 6, 7) will have details necessary to complete the offer. Site visit is not offered at this time.

Q11: Any addenda that have been released, please attach.

Govt Answer: Refer to solicitation posting. Amendment 01 released 27 Dec 2023 with corresponding changes.

Q12: Requesting requirement for NIST 800-171 related to this effort, to be removed from the RFP or an explanation be provided that identifies why it applies to this Scope of Work.

Govt Answer: Refer to DFARS 252.204-7018 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services. As prescribed in 204.2105 (c), use the following clause: PROHIBITION ON THE ACQUISITION OF COVERED DEFENSE

TELECOMMUNICATIONS EQUIPMENT OR SERVICES (JAN 2023)

Definitions. As used in this clause— “Covered defense telecommunications equipment or services” means—

(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation, or any subsidiary or affiliate of such entities;

(2) Telecommunications services provided by such entities or using such equipment; or

(3) Telecommunications equipment or services produced or provided by an entity that the Secretary of Defense reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.

As of Jan 2023, requirements that have covered defense information, such as Controlled Unclassified Information (Drawings) in this project, require offerors to submit a verified basic assessment of NIST 800-171. If company was a subcontractor to a Prime, the Prime was responsible for providing a verifiable NIST SP 800-171.

Q13: The Period of Performance is identified as 60 calendar days. Unless there is another requirement which demands that the work be completed during the winter months, requesting that the performance period be revised to those months where there is less risk related to weather.

Govt Answer: Winter suspension will be allowed once contract is awarded. Period of Performance begins once the suspension has been lifted.

Q14: Given the need to resolve the above questions, we respectfully request that the Due Date for offers be extended a minimum of 7 days.

Govt Answer: Per Amendment 01, solicitation response deadline extended to January 11th at 2:00 pm MST (Mountain Standard Time).

Full Electrical System Protection Manufactured from mild steel, Allied’s Rigid Conduit is highly resistant to damage from impact yet ductile to facilitate bending.

The 3/4” taper NPT threads (ANSI B1.20.1) are full cut and hot galvanized after cutting. Color-coded end cap thread protectors keep the threads clean, sharp and also provide instant trade size recognition. Even sizes are color-coded blue, 1/2 sizes black, and 1/4 sizes red.

Coatings Hot-dip galvanized inside and out to provide galvanic corrosion protection. Also topcoated with a compatible organic layer to protect against white rust. The inside surface is evenly coated for wire-pulling ease, even through multiple 90° bends.

EMI Shielding Allied Rigid Steel Conduit is very effective in reducing the effects of electromagnetic field levels for encased power distribution circuits, shielding computers and other sensitive electronic equipment from the effects of electromagnetic interference.

Codes & Standards Compliance Standard Galvanized Rigid Steel Conduit produced by Allied is precision manufactured for dependable, long-lasting value and ultimate protection for electrical conductors. Covered by article 344 of the National Electrical Code® (NEC), rigid steel conduit is highly resistant to damage from impact. It can be installed in all occupancies and locations, including Class I Division 1 hazardous locations. Rigid steel conduit is recognized as an equipment grounding conductor in Section

250.118 of the NEC. It is listed to Underwriters Laboratories Safety Standard UL 6 and is manufactured to ANSI C80.1, both of which have been adopted as Federal Specifications in lieu of WWC 581.

Kwik-Couple Rigid steel conduit is listed to UL 6 and UL 514B and is manufactured in accordance with ANSI C80.1. Kwik-Couple Rigid Steel conduit is Listed for Concrete-tight applications.

Installation of Rigid Metal Conduit shall be in accordance with the National Electrical Code and UL General Information card #DYIX.

Master bundles conform to NEMA standard RN2.

Specification Data To specify, Rigid Steel Conduit and Kwik-Couple Rigid Steel Conduit include the following: Rigid Steel Conduit shall be hot-dip galvanized and manufactured by Allied Tube & Conduit.

Threads shall be hot galvanized after cutting. Rigid steel conduit shall be listed to UL Safety Standard 6 by a nationally-recognized testing laboratory with follow up service. It shall be manufactured in accordance with ANSI C80.1.

Note: Federal specification WW-C-581, Class 1, Type A has been superseded by UL Standard 6, which has been adopted by the federal government.

Designed for Quality and Efficiency At Wheatland Tube, we leverage our experience and the latest technologies to provide a consistent, high-quality product with on-time deliveries. We manufacture FasTrak Plus EMT from mild steel strip in state-of-the-art ERW mills with the industry’s leading in-line galvanizing process that applies molten zinc to the outside diameter. A clear coating is then applied to the outside diameter to inhibit rust and reduce storage stains. The inside diameter is sprayed with a proprietary coating for corrosion resistance and easy wire pulling. The product is then inspected visually and with instruments to ensure all meet the product standard specifications. Our complete in-house production capabilities and quality control programs provide consistency in production.

Green and Sustainable FasTrak Plus EMT contains recycled steel content of various amounts, depending on the steel manufacturing process, and will provide decades of reliable service if properly maintained. Conductors may be easily removed and new conductors or cables inserted. Future circuits may be added in the same conduit, as permitted by the code. At the end of its life, the steel may be fully recycled.

Weathered masonry and soft or porous cement board must be brush blasted or power tool cleaned to remove loosely adhering contamina-tion and to get to a hard, firm surface. Apply one coat Loxon Condi-tioner, following label recommendations.

Performance tiPs

Stripe coat all crevices, welds, and sharp angles to prevent early failure in these areas.

When using spray application, use a 50% overlap with each pass of the gun to avoid holidays, bare areas, and pinholes. If necessary, cross spray at a right angle

During the early stages of drying, the coating is sensitive to rain, dew, high humidity, and moisture condensation. Plan painting schedules to avoid these influences during the first 16-24 hours of curing.
