SCOPE OF WORK:

1. The scope of work for this project consist of furnishing all parts, material, supplies, equipment, labor, and transportation necessary to accomplish: Inspection and Maintenance of all radio towers at remote Missile Alert Facilities (MAFs) and a booster site under the control of F. E. Warren (FEW) Air Force Base (AFB), Wyoming.

2. The service will be accomplished in accordance with the Specifications and Drawings, Manufacturer’s written recommendations, and all applicable building codes, standards and industry practices. (see ref. pg. 20) Strict compliance with the specifications is required, particularly so as to ensure the satisfactory condition of items listed in the Annual Tower Inspection Report (ATIR) found herein at Appendix III (Appx III).

3. The work shall be performed at MMIII Sites located in Nebraska, Colorado, and Wyoming. The one-way trip distances from FEW AFB to each site are indicated below and listed in Appendix I (Appx I).

4. The Contractor shall keep a copy of the most current Performance Work Statement (PWS) and Drawings on jobsite. The Drawings shall require a sanitization certificate upon completion of the contract.

5. Period of Performance (PoP) for this project shall be 60 Calendar Days.

GENERAL CONDITIONS:

1. COORDINATION: The Contractor shall be responsible for coordinating all phases of operations with the appropriate base personnel through the Contracting Officer (CO) or the authorized representative.

a The Project Coordinator shall be the CO.

b. The Contractor shall coordinate all field work with the Missile Engineering Flight, 90 CES/CEM. All reports, findings and recommendations shall be submitted to Missile Engineering for review and then acceptance by the CO.

c. The Contractor shall verify with Missile Engineering that work can be performed as scheduled before traveling to the work site.

2. TELECOMMUNICATIONS: The majority of work will be at areas where commercial phone service is not available. The following phone numbers are provided for assistance in conducting on-base telephone communications:

3. WINTER SUSPENSION: In the case of Winter Suspension, the Contractor shall notify the Air Force of their intent to stop operations due to weather. The 90th Civil Engineer Squadron Missile Engineering (CES/CEM) will validate that the weather no longer allows work to be performed within the specifications. The contract shall be placed into suspense, and the remaining number of PoP days will be documented. When the CO determines the suspension is to be lifted, a new completion date will be calculated based on the remaining PoP days for the contract.

4. PROTECTION OF PROPERTY: Damage to Air Force property caused by Contractor vehicles, operations, equipment, or personnel shall be repaired at Contractor's expense with no additional cost to the Government. Skilled craftsman in the trade shall repair such damage to the satisfaction of the CO.

5. CLEAN-UP AND DISPOSAL: On a daily basis or more often as necessary, Contractor shall clean all work areas of debris, as well as Contractor tools, equipment, and materials.

a. This includes the exterior/interior of adjacent buildings and parking lot/access road.

b. Material wrappings, containers, etc., which might be scattered by wind or become a hazard shall be placed in appropriate containers, disposed of, or otherwise secured.

c. The work site shall be returned to a like condition in which it was found prior to start of work or to the satisfaction of the CO or designated representative.

d. The Contractor shall be held responsible for proper cleanup and disposal of any hazardous or toxic materials spilled while completing the work in this contract. All cleanups shall be accomplished in accordance with applicable Local, State and Federal regulations.

6. WORK SCHEDULE: Working hours for the Contractor shall be between the hours of 7:30 a.m. (start processing on site) and 4:00 p.m. (terminated work off site) excluding Saturdays, Sundays, and Federal Holidays. An Air Force inspector/escort will be provided during these work hours.

7. VACATING THE WORK AREA: During exercises, natural disaster, and national emergencies or for security reasons, the Contractor may be required to vacate a work area.

8. SMOKING: Smoking is not allowed in government buildings. The Contractor and his/her/their employees may smoke at designated areas outside the building, or in their vehicle.

9. AVAILABILITY OF UTILITY SERVICES: All reasonable quantities of utilities will be made available to the Contractor without charge, with exception to electrical use for equipment.

10. STORAGE: Materials and equipment shall not be stored on Government property.

a. The Government will not supply a facility for stockpile storage or material storage.

Unkempt, insecure, or unsightly storage shall not be allowed.

b. A storage plan may be required if storage containers are to be left near the site, for security considerations.

c. Offsite storage on private property may be accomplished by the Contractor subject to documented written consent of the landowner (Landowner Agreements).

SECURITY REQUIREMENTS:

1. The Contractor and its personnel, to include its employees and any subcontractors, shall comply with pertinent Air Force security regulations while working on the project.

2. SPECIAL SECURITY CLEARANCE: None required.

3. BASE ACCESS: To request access onto F.E. Warren AFB, the Contractor shall submit a separate letter to the CO or authorized representative for each employee/sub-contractor employee requiring entry. Each letter shall be on Company letterhead. It shall provide the employee's information and shall be submitted a minimum of three (3) work days prior to employee arrival.

a. Upon receipt of this documentation, it will be forwarded to Pass and Registration for processing. On the day that access is required, Contractor personnel shall initially report to the Visitor Control Center (VCC), Building 426 (outside the main gate on Randall Ave). All Contractor personnel shall provide a current driver's license or government-issued, photo identification (ID) card to the Air Force Security Forces personnel at the VCC. Contractor personnel driving vehicles onto the Base shall also provide proof of insurance, and vehicle registration or a rental car agreement. Provided that the Contractor personnel otherwise satisfy all requirements necessary to gain entry to the installation, to include passing a background check, Security Forces personnel will then issue a temporary pass that allows Contractor personnel to proceed to Pass and Registration, Building 290, to obtain badges.

b. Temporary badges shall be valid for three (3) working days only. To obtain an extended pass, the Contractor shall contact the Air Force CO or authorized representative.

4. ENTRY AUTHORIZATION LIST: Access to the Missile Alert Facility (MAF) and Launch Facility (LF) is controlled by the U.S. Air Force. All contracted personnel entering the sites shall be on an Entry Authorization List (EAL) created by the Air Force.

a. Contractor shall provide complete written, valid, and legible data that shall include legible photocopies or scanned electronic documents to be used to produce the initial EAL prior to their initial commencement of work at the site for this project. The standard processing time for all EAL actions is twenty (20) days. Any request to create the initial EAL, or any request to, add to, modify, correct, or renew the EAL must be submitted at least twenty-one (21) days before needing entry to the MAF or LF sites. Any delays caused by submission of incorrect, outdated, and invalid information will be at no cost to the Air Force. Missile Engineering shall provide to the Contracting Officer and the Contractor the expiration date for each EAL, when the date is made effective.

b. Contractor submitted data shall include the following for each employee (to include prime, subcontractor and delivery/testing services employees):

i. Project Number, contract number, name of project, and Contracting Officer.

ii. Employers name and address (city and state).

iii. One form of ID:

Legible photocopy or electronically scanned Valid Driver’s license, State photo ID card, or official state/federal photo ID card with the individual’s name.

The same ID shall be shown for entrance onto the site once the EAL is effective.

iv. All of the following for each vehicle: make, model, year, color, license plate number, and state.

c. Identification cards that expire during the service period must be updated and photocopies or scanned copies must be sent to the Contracting Officer or his/her authorized representative twenty (20) working days prior to expiration or the person shall be dropped from the EAL.

d. The Contractor shall be responsible to provide and maintain the information required to obtain a current EAL for all Contractor personnel working on the MAF or LF. Changes to EAL will require up to twenty (20) working days to process.

5. VEHICLE IDENTIFICATION: Company logos must be displayed on each side of all vehicles or heavy equipment brought onto or operated on site. Company logos must be clear, legible, and identifiable from at least thirty feet (30’). Vehicles and equipment without such identification may be denied access to the site.

6. PARKING: The access road leading from the main road adjacent to the site is under military control. The area off to the sides of the access road is either private property, federal, state, or county property. Parking vehicles on the access road is prohibited unless permission has been obtained from the government. Vehicles may be parked in the Air Force access area but any such parked vehicles must be clear of the boundary fence by a minimum of twenty-five feet (25’) and a minimum of fifty feet (50’) from the centerline of the access road.

a. Contractor vehicles and trailers will be allowed to park inside the security fence only to deliver materials or equipment required to support the work under this contract and shall be searched by Air Force Security Forces prior to entry. Vehicles and equipment shall be allowed on the site only during work performance and shall not remain parked inside the security fence overnight.

b. Contractor vehicles and equipment shall be placed so as not to interfere with gates, emergency escape routes, antenna, and other above ground structures.

7. OFF-SITE PARKING/STORAGE: Permission to use additional offsite parking and storage areas must be obtained in writing from the landowner and a copy must be submitted to the Contracting Officer prior to the Notice to Proceed for Site Work.

a. Contractor shall obtain written agreements and lien releases with adjacent private and public landowners and leaseholders when his operations require use of these properties for storage or access to Air Force property. Agreements will allow the use of private property by Contractor and the lien releases shall release the Air Force from any damage to private property as a result of Contractor operations. Where leaseholders are present on the property, the signatures of both landowners and leaseholders are required.

b. Copies of agreements and lien releases shall be supplied to the Contracting Officer prior to the start of work on each site. The Contractor will not be allowed to start work on a site until agreements are in place.

8. SITE ENTRY: For entry onto the project facility, the Contractor personnel must be:

a. Listed on an effective EAL.

b. Identified by escort personnel.

c. Able to produce, for verification, the exact form of ID given for the EAL process.

d. Submit to physical and electronic search of person and materials.

e. Physically escorted on-site by an authorized escort official and remain under escort full time while on site.

f. Not in possession of any electronic device or cellular telephone at LFs.

g. Upon arrival, the escort will identify all Contractor personnel and check identifications.

Processing onto and off the sites may require approximately thirty (30) minutes each and shall not be considered delay time. The processing onto and off of the site shall be during normal working hours, between 0730 hours (7:30 a.m.) and 1600 hours (4:00 p.m.).

h. Contractor personnel not listed on the EAL or those who cannot provide proper identification shall not be permitted on a facility.

9. ACCESS TO THE FACILITY: If existing access to the site is to be temporarily blocked, temporary access shall be properly provided by the Contractor. The Contractor shall notify the CO twenty-one (21) calendar days prior to any interruption of access to the sites. Date, site(s) affected, length of time, and alternate entry method for Site Interruption Plan shall be submitted in writing for approval.

DESCRIPTION OF SERVICE REQUIREMENTS

NOTE: Refer to this PWS, drawings, and attachments for complete details of work.

01 – General Requirements

The Contractor shall provide all labor, supervision, parts, materials, and equipment necessary to inspect and maintain radio tower lighting, paint, and concrete foundations at the Missile Alert Facilities (MAFs), in accordance with this performance work statement (PWS) and drawings.

Contractor shall follow strict compliance with the specifications, particularly so as to ensure the satisfactory condition of items listed in the ATIR found herein at Appx III. The Contractor shall be responsible for supplying and installing a turnkey, fully functional, tested, and operational product meeting the performance requirements outlined by these specifications.

The Contractor shall provide any special permits and licenses that may be required. The Contractor shall also provide a minimum of five (5) working days’ notice, in writing, before beginning work. Provide a means for contact after normal working hours for notification of emergency changes to the schedule. If work is not coordinated as stated, Air Force escort personnel may not be available, work may not be permitted, and the Air Force may not incur any additional cost as a result.

A. CONTRACTOR EXPERIENCE: The Contractor shall have at least five (5) years of experience in the installation, maintenance and repair of radio towers and aircraft warning light systems.

B. PERIOD OF PERFORMANCE: 60 Calendar Days.

C. SUBMITTALS: Submit material and equipment lists, shop drawings, certificates, test results, operation instructions, commercial product warranty or guarantee, manufacturer's brochures, catalog cuts, Safety Data Sheets (SDS), parts lists, and samples as applicable to CO for review and approval in accordance with the requirement of these specifications and the AF Form 66 submittal sheet. Thirty (30) days prior to final acceptance of each service/repair, obtain and submit written warranties for all equipment, products, goods and services supplied under this contract. Furnish with each warranty the name, address, and telephone number of the guarantor’s representative, who will honor the guarantee during the written guarantee period and will provide the service prescribed by the terms of the guarantee. The equipment installed under this contract shall be guaranteed against defective materials, installation and workmanship for a period of not less than 12 months from the date of acceptance, either for the beneficial use or final acceptance, whichever is the earliest, but not before the system has passed all specified tests and been deemed acceptable for operation.

1. Include outlines, dimensional, assembly and subassembly drawings, parts list and other data required to completely describe each item to be used.

2. When more than one model, series or design is illustrated on any one submittal sheet, the item of intended use shall be highlighted and clearly marked with an arrow or asterisk so as to eliminate confusion as to the product to be approved. Any materials and/or methods not in strict conformance with requirements of this contract shall also be submitted for review and approval.

3. Submittals shall be provided as one (1) searchable electronic copy. Each Contractor-supplied item shall be submitted for approval and approved by the CO prior to installation. In no case shall materials be incorporated into the work unless prior written approval is obtained from the CO.

4. All submittal information shall be provided by the Contractor, not less than fifteen (15) days prior to any site work or by the date determined by the CO at the pre-performance meeting. Once signed and dated, a copy of the submittal shall be returned to the contractor after approval or disapproval by the CO.

a. Submittals shall not include information on items other than those provided under this contract.

b. Optional or upgrade items and related information shall only be shown in submittals if included or provided to the Government as a portion of this contract.

5. The Contractor shall review and forward all submittals, including subcontractors’ submittals, and shall submit all materials as listed in the AF Form 66 for review on individual AF Form 3000.

By reviewing and submitting items, the Contractor represents that all measurements, criteria, materials, catalog numbers and similar data have been verified, and each submittal has been coordinated within the requirements of this Performance Work Statement.

6. SUBMITTAL MARKING: Submittals shall be marked as follows:

a. Include the contract number on packaging.

7. RECORD DRAWINGS: Record drawings shall be made available to the Contractor upon written request to the Program Flight, 90 CES/CEN and/or to Missile Engineering Flight, 90 CES/CEM. Notify 90 CES/CEM at least forty-eight (48) hours in advance to request copies of record drawings.

8. SHOP DRAWINGS: Shop drawings, as necessary, shall be submitted for all items or components to be fabricated or assembled and requiring detail drawings in excess of, or to complement, the general drawings and details included in the plans.

a. The plans shall be supplemented by shop drawings as necessary to adequately control the work. Shop drawings may consist of drawings, diagrams, SDS, illustrations, schedules, calculations or other data prepared by the Contractor, subcontractor, manufacturer, supplier, or distributor which illustrate specific portions of the work to be fabricated or installed in accordance with the plan details and specifications.

b. Any work done prior to approval of shop drawings shall be done at contractor's risk.

Approval of shop drawings shall not relieve the Contractor’s obligation to meet all requirements of the plans and specifications, nor relieve the Contractor’s responsibility for the correctness of the shop drawings.

c. If shop drawings are returned for correction, corrections shall be made, and the drawings re-submitted for review and comment.

d. All shop drawings submitted shall have a title block clearly stating the project name, project number, Contractor's name, title or purpose drawing, and date.

9. PRODUCT DATA: Manufacturer’s product data for all commercial products, components, devices, or distinct units shall be submitted by contractor for review prior to installation in the work.

a. Such product data includes catalog sheets, brochures, SDS, diagrams, schematics, schedules, performance starts, illustrations and other standard descriptive data.

b. All product data submitted shall be clearly marked to identify pertinent materials, products, or models to be incorporated in the work. All dimensions, clearances, tolerances, performance characteristics, specifications, wiring diagrams, and other such pieces of information shall be clearly marked or highlighted.

c. Project name, project number, Contractor’s name, and date shall be written on all product data submitted.

10. CERTIFICATES OF COMPLIANCE: Manufacturer's certificate of compliance for all materials to be incorporated in the work shall be submitted for review and approval by the CO prior to execution of the work.

a. Said certificates shall certify compliance with project specifications, applicable reference standards or specifications, and test data requirements as required.

b. Certificates shall be marked with the project name, project number, title or purpose, and date. Certificates shall further contain the name, title and signature of the person certifying the product, and the name and address of the corporation or business supplying the product and certificate.

11. HAZMAT AUTHORIZATION: Contractor shall submit a HAZMAT Authorization Request for each compound or chemical intended to be utilized on the site to the Base Bioenvironmental Office (90 MDOS/SGOJ, 307-773-3088) for review and approval prior to delivery and use on the site.

a. A hazardous material is defined in Federal Standard FED/STD-313F (Tables I and II). The definition of materials presenting a health hazard or physical hazard is found in 29 CFR 1910.1200(c).

b. The HAZMAT Authorization Request shall be maintained on the site and all workers shall familiarize themselves with their contents.

c. The Contractor shall be responsible for establishing a system, which tracks the procurement, delivery to site, installation, and disposal of all hazardous materials including proper disposal documents.

d. The Contractor shall submit a report prior to the commencement of service on each delivery order (if necessary) to the 90 CES/CEV representative (307-773-4441).

e. Contractor shall evaluate each item, not covered in Section F, furnished to the Government or used during performance of services and identify all hazardous items. For the purpose of this standard, a hazardous material is defined as a material having one or more of the characteristics described in the Federal Standard FED-STD-313C (Tables I and II).

f. The item is a health hazard or physical hazard as defined in 29 CFR 1910.1200(c). Health hazards include carcinogens, corrosive materials, highly toxic materials, irritant, sensitizers, toxic materials, and materials which damage the skin, eyes or internal organs.

i. Physical hazards include combustible liquids, compressed gases, explosives, flammable materials, organic peroxides, oxidizers, pyrophoric materials, unstable (reactive) materials, and water-reactive materials.

g. No ozone depleting substances shall be used while completing the work in this contract.

h. HAZARDOUS MATERIALS: Contractor shall comply with the rules, regulations, standards, and requirements of the Department of Defense, the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and all applicable federal, state, and local requirements regarding disturbing or removing hazardous materials.

i. The federal government is not exempt from compliance with environmental and labor regulations.

12. SAFETY PLAN: The Contractor shall submit a safety plan prior to performance of work.

This safety plan will include, but is not limited to: course of action in the event of injury requiring a tower rescue.

13. PROJECT SCHEDULE: Contractor shall submit project schedule to Missile Engineering within ten (10) days after award of the Contract.

14. TEST RESULTS: Submit all test results documenting compliance with project specifications and/or applicable reference standards or specifications to the CO. Tests performed on a material prior to incorporating the material in the work shall be submitted to the CO with the certificate of compliance.

a. Quality control testing, if required, performed during the execution of the work shall be submitted upon completion of the test in accordance with these specifications.

b. The Contractor shall document any acceptance test results and inspection reports and turn-in three copies to the CO.

15. POST-SERVICE DRAWINGS: Contractor shall submit post-service (redlined), as-built drawings to Missile Engineering prior to project close out.

a. As-built drawings shall be submitted for information for the limited purpose of assessing conformance with information given and the design concept expressed in the contract documents.

16. PROJECT CHANGE(S): Any change in conditions or modifications with this project must be presented to the CO and Project Manager prior to any change. After the change is agreed on, a FIELD CHANGE REPORT will be completed by the Contractor and processed through the Contracting Office. The FIELD CHANGE REPORT will reflect whether the change or modification will be a no cost Mod or a cost Mod. The FIELD CHANGE REPORT will also have all agreeing parties’ signatures.

D. EXCAVATION PERMIT: No excavation will begin without first obtaining an approved AF Form 103 – Base Civil Engineering Work Clearance Request (aka “dig permit”).

1. The AF Form 103 provides coordination with all Government activities that may have buried cables/structures within the service area.

2. Items encountered and damaged within three (3) feet on either side of a marked line or around a marked items shall be repaired by the Contractor. Items encountered and damaged outside of three (3) feet on either side of a marked line or around a marked point shall be repaired by the Government.

3. In either case, the Inspector/Escort shall be notified immediately if any damage occurs.

4. The Contractor shall initiate a request for an AF Form 103 at least fourteen (14) calendar days prior to any excavation; contact Missile Engineering at (307) 773-2438 for initiation of permit.

5. Contractor shall review permit, keep signed copy on site and shall be responsible for maintaining utility markings during excavation.

E. WELDING/CUTTING TORCH PERMIT: The Contractor shall obtain any necessary AF Form 592 – Welding, Cutting, and Brazing Permit (aka “burn permit”), at least three days prior to service at the sites. Contact Missile Engineering at (307) 773-2438 for requirements, initiation, and completion of permit.

1. Contractor shall have the completed permit control number prior to any burning/welding operations.

F. ENVIRONMENTAL PROTECTION AGENCY COMPLIANCE: Contractor is responsible for complying with the state environmental quality regulations, and the Environmental Protection Agency Region 7 or 8 Office in Denver for any National Pollutant Discharge Elimination System (NPDES) General Permit.

1. If a permit is not required by State or Federal agency with jurisdiction on federal sites, Contractor shall provide written documentation referencing reason for waiver.

2. The Contractor shall ensure all applicable environmental quality rules and regulations are adhered to in the performance of this project, to include any changes that may occur over the performance period of this project.

G. SAFETY: The Contractor shall be solely responsible for all safety on the project including, but not limited to traffic control, trenching, confined space entry, equipment and materials storage, and compliance by all employees with Base Regulations.

1. Particular care shall be exercised in connection with operation of vehicles and other equipment on the site.

2. Project safety shall be coordinated with the Government prior to commencing work.

3. Contractor shall notify the Government of any and all modification to the Safety Plan.

4. The Contractor shall notify the escort/inspector of any emergency situation.

5. The Contractor shall educate each employee to ensure clear understanding of the following:

a. A review of hazards inherent in the work environment and the precautions required to reduce the hazard.

b. The contractor shall maintain a complete first aid kit at all times.

c. Location of first aid and other emergency facilities must be identified.

d. Detailed description of what to do in case of injury, fire, or identification of a safety hazard (Safety Plan).

e. Review of daily cleanup procedures, including location and review of company safety rules (either posted or handout).

7. SAFETY EQUIPMENT: Safety equipment includes, but is not limited to: ear plugs, goggles, face shields, gloves, safety shoes, and hard-hats. Complete instructions on where and how to use all safety equipment shall be given by the Contractor.

a. Contractor shall provide eye protection, hearing protection, and hard-hats.

b. All personnel shall wear safety equipment when required by the Contractor, CO, or Air Force inspector.

H. WARRANTY: Thirty (30) days prior to final acceptance of each delivery order, the Contractor shall obtain and submit written warranties for all equipment, products, goods, and services supplied under this contract.

1. Furnish with each warranty the name, address, and telephone number of the guarantor’s representative, who will honor the guarantee during the written guarantee period and will provide the service prescribed by the terms of the guarantee.

2. The equipment installed under this contract shall be guaranteed against defective materials, installation, and workmanship for a period of not less than twelve (12) months from the date of acceptance, either for the beneficial use or final acceptance, whichever is the earliest, but not before the system has passed all specified tests and been deemed acceptable for operation.

I. SANITIZATION CERTIFICATE: Upon completion of the contract, the Contractor shall destroy/sanitize all copies of Controlled Unclassified Information (CUI) in accordance with the National Institute of Standards and Technology Special Publication (NIST SP) 800-88.

1. The Contractor shall provide a Certificate of Sanitization once all CUI documents have been destroyed/sanitized.

H. QUALITY CONTROL PROGRAM: Contractor shall provide and maintain an effective quality control program.

1. The Contractor shall comply with manufacturers’ instructions and request clarifications from Inspector/Escort before proceeding should the manufacturers’ instructions conflict with contract documents.

J. EQUIPMENT:

1. Power equipment shall be equipped with safety, noise limiting, and fume control devices.

The equipment shall be in a safe and efficient operating condition.

2. Only experienced operators shall be permitted to operate the equipment.

3. No utilities are available on site.

02 – Existing Conditions

A. INSPECTION: The Contractor shall perform an inspection encompassing the existing condition of each radio tower as part of the annual radio tower inspection. The inspection will include the execution of routine tower maintenance and installation of the aircraft warning lights, where necessary for all radio towers listed in Appx I, per Drawings.

1. The Contractor shall:

a. Verify all quantities, dimensions, and existing site conditions necessary for completion of the radio tower maintenance and inspection.

b. Check and tighten bolts associated with electrical equipment on the tower, as part of the annual maintenance and inspection.

c. Inspect the paint on all towers and check for compliance with Federal Aviation Administration (FAA) color requirements/FAA color tolerance charts.

d. Check and test for current continuity on the electrical grounding conductors.

e. Inspect all electrical conduit on towers listed in Appx I. All damaged conduits shall be noted on inspection report.

f. Inspect the concrete foundation for cracks or deterioration. Concrete foundation inspections will consist of a visual evaluation; a technical evaluation is not required.

i. Any suspected foundation damage shall be documented and submitted to the CO with a detailed description of the type and location of damage in the accompanied ATIR found in Appx III within seventy-two (72) hours of each tower’s completion.

B. INSPECTION REPORT: Contractor shall submit the ATIR, detailing inspection results and work performed within seventy-two (72) hours after each tower is completed.

1. The report shall identify any work that is required or recommended, but that falls outside the scope of this contract.

2. The ATIR shall be sent to the CO at the address denoted in Submittals. The report to be filled out is attached to this PWS in Appx III.

03 – Concrete

A. INSPECTION: The Contractor shall inspect the concrete foundation for cracks or deterioration.

1. Concrete foundation inspections will consist of a visual evaluation; a technical evaluation is not required.

2 Any suspected foundation damage will be documented and submitted to the Contracting Officer with a detailed description of the type and location of damage in the accompanied Inspection Form found in Appx III within 72 hours of each tower’s completion.

B. MAINTENANCE: The Contractor shall seal the concrete foundations as required at each site.

1. The Contractor shall clean the top of the concrete pad and remove all loose chips or spalls.

2 A concrete crack sealant shall be applied to the pad surface area in order to seal the cracks and prevent further damages.

3. Each tower has three (3) concrete bases that measure approximately four feet (4 ft.) by 4 ft..

04 – Metals

A. The Contractor shall check and tighten bolts associated with electrical equipment on the tower, as part of the annual maintenance and inspection.

B. The Contractor shall replace six (6) rusted/corroded bulb sockets with new, in kind, sockets.

C. The Contractor shall check and tighten bolts, as needed, on the towers during this annual maintenance and inspection.

1. The bolt tightening requirement includes the electrical conduit and associated electrical equipment on the towers.

2. The contractor shall replace any bolts that are broken, corroded, stripped, worn, wrong size or missing with the required size and strength bolt or equivalent replacement (example: a grade 8, 5/8inch bolt must be replaced with a grade 8, 5/8inch bolt).

05 – Finishes

A. INSPECTION: The Contractor shall inspect the paint on all towers and check for compliance with FAA color requirements/tolerance charts.

B. MAINTENANCE: Contractor shall bid on two (2) gallons of each paint color for touch up purposes.

1. Contractor shall touch up any bare spots on each of the towers.

2. The Contractor shall ensure the paint on all towers comply with FAA color requirements/tolerance charts.

NOTE: Air or surface temperature required for paint to dry/cure and adhere to surface: Ensure temperature falls within manufacturer’s specifications.

06 – Electrical

A. The Contractor shall replace the bulbs and clean the globes for the aircraft warning lights on all the radio towers listed in Appx I.

1. The bulbs shall be the same make and type of the existing bulbs or equal.

2. The bulbs on all towers shall comply with FAA bulb requirements.

B. The Contractor shall check and test for current continuity on the electrical grounding conductors.

1. Repair any broken or non-functional electrical conductor(s)/grounding equipment that may be deemed necessary.

2 Install all necessary components to wire replacement aircraft warning lights.

C. FEDERAL COMPLIANCE: The installation of these new electrical components shall comply with applicable codes and regulations including, but not limited to:

1. United States Code (USC), 49 U.S.C. § 40103, Sovereignty and Use of Airspace

2. United States Code (USC), 49 U.S.C. § 44718, Structures Interfering with Air Commerce or National Security

3. Code of Federal Regulations (CFR), 14 CFR Part 77, Safe, Efficient Use, Preservation of the Navigable Airspace

D. INDUSTRY COMPLIANCE:

1. All power, wiring, controls, and system interfaces shall be in accordance with International Code Council (ICC); National Fire Protection Association (NFPA) 70, National Electrical Code (NEC); and all applicable Federal, State, and Local requirements.

2. All equipment shall be in accordance with National Electrical Manufacturer’s Association (NEMA) standards for the product(s) and respective specified use.

3. Installation shall be in accordance with the Manufacturer’s requirements, drawings, this specification, ICC, NEC, NEMA, and NFPA, all applicable Federal, State, and Local requirements.

E. LICENSE: All installation shall be performed by a licensed electrician in the state where service is being performed.

CAUTION: Radio Equipment Output is 135 Watts or less.
