This is a Combined Synopsis/Solicitation for a commercial service prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation/notice; proposals are being requested, further written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05 effective 7 March 2022.

FAR 52.212-1 Instructions to Offerors - Commercial Products and Commercial Services (November 2021), applies to this acquisition:

I. Refer to Attachment 1 Performance Work Statement (PWS) dated 5 May 2022 and corresponding AF Form 66 Submittal Register in Attachment 2. Service Contract Administration (SCA) Wage Determination applies to this requirement in Attachment 5 per designated MAF Locations.

II. Sign and return Attachment 3 of this Request for Proposal (RFP) to receive Unclassified Controlled Nuclear Information (UCNI) materials (PWS Appendices A thru E, designated as Attachments 1a thru 1e) via email to liezel.mcintyre@us.af.mil and paul.bissett@us.af.mil. DOD Safe shall be used to deliver UCNI Materials.

III. Company must be registered in SAM.Gov. Company must have a basic assessment in SPRS module verified by us prior to receiving UCNI Materials. Refer to Attachments 4, 4a, 4b, on how to register in SPRS and complete NIST SP 800-171. ***NIST SP 800-171 shall be verifiable online in SPRS. Awardee shall be registered in SAM and has a basic assessment in SPRS.

IV. Request for a Site Visit and DOD Safe Drop, no later than 11:00 am MT, Thursday, 26 May 2022 by emailing liezel.mcintyre@us.af.mil and paul.bissett@us.af.mil. DOD Safe Drop shall be utilized by offerors to submit copies of legible Driver's Licenses (front and back) of site visit participants. Contractor who requested the site visit shall be contacted once site visit date is determined as an Entry Authorization List (EAL) is required to access the MAFs. Site visit questions shall be submitted in writing no later than 11:00 am MT of the following business day, after the site visit. ***If no site visit is requested, offerors shall submit proposal on the basis of the provided documents in this RFP. Without a site visit, questions about the solicitation shall be submitted in writing no later than 11:00 am MT, Thursday, 26 May 2022.

V. Submit offers to this RFP no later than 11:00 am MT, Tuesday, 21 June 2022 by emailing the proposals to liezel.mcintyre@us.af.mil and paul.bissett@us.af.mil. Solicitation responses shall be sent via electronic means only (emailed, no mail or fax). Offers shall have a valid date of 60 calendar days from date of proposal receipt.

Late offers shall not be accepted once solicitation has ended.

b. Technical Capability b.1 Qualifications - Offerors must provide personnel qualifications which meets federal and local certification requirements. Contractor must show proof of certification/qualification as issued by any state to perform work in accordance with PWS paragraph 8.8.

b.2 Contractor Response Plan - Offerors must submit a sound, logical, and detailed approach to the performance of services within the required response time as stated in PWS paragraph 5, Repair Service Calls.
